legal Status The Institute is a national research unit subordinate to the
administration of the University of Jyväskylä. Its regular
State budgeting covers about 65 percent of the total
annual (Osts, of which some 91 percent are salaries. The remaining 35 percent are derived from central school
authorities (notably the Ministry of Education, and the
central/national administrative offices).
Functions According to its Statutes, the Institute is repsondible for
the following tasks: 1) to conduct basic and applied
research in education, and provide information services within the field; 2) to carry out research projects on con
tract basis, concerning education, schooling, and the sys
tem of education; 3) to participate in and develop

The foundation and tasks of KEDI are based on the Korean
Educational Development Institute Support Law (March
14th 1973) and its E nforcement Decree, Presidentiai Decree No. 6899 (October 11th 1973). The KEDI Support t:aw states: "The purpose of this law is
to establish KEDI and promote research and development
activities pertaining to educational goais, contents, and
methods and diffusion of innovative programs utilizing the
educational broadeasting system". The Enforcement
Decree also designated KEDI as a professionai institute for
teacher training.
Functions KEDI is an independent, autonomous and government
funded educational research and development organiza
tion established to carry out the following acitivities: (a) to undertake comprehensive and systematic research and development activities on educational goais, contents and
methodology; (b) to assist the government in formulating
its educational policies and in effecting long-term develop
ment of education; (c) to produce educational radio and
1V programs and improve the effectiveness of the teach
ing and learning process by fully exploring the potential
advantages of broadcasting media in the educational pro
cess; (d) to undertake indepth R & D acitivities in computer
education (learning with computer, learning about com
puter) for all schoollevels; (e) to publish and disseminate
educational research findings and to provide information
to educators; (f) to promote cross-cultural exchanges of
innovative experiences in the field of education.
