FOREWORD
It gives me immense pleasure in bringing out the Annual Performance Report (APR) of
MSME-DI Karnal and its Br. Bhiwani for the year 2011-12. The report contains details of the
activities and significant work done by the Institute and its branch during 2011-12. The main
focus was to organise IMCs, EDPs, ESDPs, and BSDPs to create self employment opportunities
amongst educated unemployed youth in the state of Haryana including technical consultancy
services to MSMEs. In addition to these activities, the Management Development Programme
(MDPs) on Personality Development & Business Soft Skills Management, Retail Management,
Marketing management, E-marketing, Export Management and Sensitization
Programmes/Seminars on various schemes of ministry were also organised. It is my profound
privileged to inform that this Institute has successfully organized 142 programmes in the year
2011-12 against a target of 142 nos. Therefore the achievement was 100%. It has become true
that due to sincere efforts made by all officers & staff members of the Institute and its Branch
Bhiwani this achievement has been made..
2. Seven nos of one day State Level Vendor Development Programme were organized in the
month of Feb & March 2012 at very short notice. Two awareness Programmes on Intellectual
Property Right (IPR) for MSMEs manufacturing Agricultural Implements & auto component
were also organized on 28 Dec‟2011 & 10th
Feb‟2012 at Karnal and Gurgaon.
3. Under NMCP Schemes, two awareness programmes on Bar code and one on Export
packaging organized at karnal, Gurgaon and Sonepat. Two Programmes on Quality Management
Standards/ Quality Technology Tools (QMS/QTT) for MSMEs were also organized on 23 Feb,
2012 at Ambala cantt in Association with Scientific Instruments Manufacturers Association,
Ambala & on 14th
March 2012 at Karnal with M/s Karnal Print N Pack Manufacturers
association, Karnal. The objective of programmes was to upgrade the skills of entrepreneurs and
their executives, managers, supervisors in the area of Quality in different spheres of business and
manufacturing. The office has successfully done the secretariat work of Central Govt. welfare
Association, Karnal.
4. I wish to place on record my appreciation and complements for the outstanding performance
made by all officers and staff members of the institute and its branch for completing 100%
targets.

Activities & Achievements
ACHIVEMENTS OF MSME - DEVELOPMENT INSTITUTE, KARNAL
MSME -Development Institute (Formerly Small Industries Service Institute), Karnal was
established on October 1982. MSME-DI, Karnal is a field office in the State of Haryana of O/o
DC (MSME) Ministry of MSME, Government of India. The Institute alongwith its branch
Institute at Bhiwani provides a wide range of extension service to the Micro, Small & Medium
Enterprises except Faridabad district which falls under the jurisdiction of MSME DI Okhla. It
provides consultancy services to the existing & prospective entrepreneurs.
The globalization and liberalization of our economy demands continuous monitoring and
implementation of Govt. policies in the state. In this context, various schemes for the promotion
of Micro, Small and Medium Enterprises i.e. NMCP Schemes, ISO 9001/14001 Reimbursement,
Marketing Development Assistance (MSE – MDA)Scheme etc. are being implemented.
For creating self employment opportunities among the educated unemployed youths, one day
Industrial Motivational Campaign(IMC), Entrepreneurship Skill Development Programme,
(ESDPs) Business Skill Development Programme, (BSDPs), Entrepreneurship Development
Programme, (EDPs), Management Development Programme (MDPs) conducted in various
districts of the State.
Bhiwani workshop, provides common workshop facilities to local MSMES. The workshop is
equipped with lathe, shaper & other general purpose machines. It provides six months skill
development training to workers of micro & small units of Bhiwani and its surrounding areas.
ACHIEVEMENTS MADE DURING THE YEAR 2011-12
(1) State Level Vendor Development Programme (SVDP)
7 nos. one day State Level Vendor Development Programme conducted by the Institute. The
details are as follows:
On 29.2.2012 at Yamunanagar in association with Deenbandhu Chottu Ram Thermal
Power Project, Yamunanagar.
On 1.3.2012 at Samalkha distt Panipat in association with Samalkha Foundry
Industries Association, Samalkha.
On 2.3.2012 at Bahadurgarh in association with Bahadurgarh Chamber of Commerce
& Industry, Bahadurgarh.
On 15.3.2012 at Rai, Sonepat in association with Rai Industrial Estate Manufacturers
Association(RIEMA).
On 16.3.2012 at Barhi, Sonepat in association with Barhi Industrial Estate
Manufacturers Association, Barhi, Sonepat
On 17.3.2012 at Karnal in association with Karnal Paint & Chemical Manufacturers
association, karnal
On 22.3.2012 at Panipat in association with Handloom Export Manufacturers
Association (HEMA), Panipat
Total 444 units participated in all the SVDPs. Total Expenditure incurred is Rs 1,80,992/- &
total revenue collected Rs 76,000/- in SVDPs. PSUs like Indian Railway, DGS&D, Indian oil
Corporation, National Fertilizer Ltd, Road Transport Corporation, SIDBI, NSIC etc
participated.
(2) One day Awareness/Sensitisation Programme on Intellectual Property Rights(IPR) for
MSMEs
The Institute organized one day Awareness/Sensitisation Programme on Intellectual
Property Rights for MSMEs on 28.12.2011 & 10.2.2012 at Karnal & Gurgaon in association
with Karnal Agricultural Implements Manufacturers Association (KAIMA), Karnal and
Gurgaon Chamber of Commerce & Industry. About 123 participants participated in both the
programmes.
(3) Awareness Programme on Quality Management Standards & Quality Technology
Tools(QMS/QTT)
The institute organized one day awareness Programme on “Quality Management
Standard/Quality Technology Tools” on 23.2.12 & 14.3.12 at Ambala cantt & Karnal in
association with “The Science Apparatus Manufacturers Association(SAMA)” and “Karnal
Print n Pack Association” Karnal. The objective of the programme was to impart basic
inputs on the various aspects of Quality Management Standards & Quality Technology Tools
to safeguard the interest of MSMEs and also to meet the global challenges. Technical
session were covered by Er S B Singh & Er Ramandeep Lean Manufacturing Consultant,
Ludhiana. About 184 representative from Engineering, Scientific & Electrical, Print &
Packaging industry/organizations etc participated in both the programme.
(4) Programme on Export Packaging:-
Two Days Programme on Export Packaging organized from 15-16th
Sept‟11 at Sonepat
in association with Rai Industrial Estate Manufacturers Association, Sonepat & Indian
Institute of Packaging,New Delhi. 44 participants from various manufacturing units of
Sonepat participated in the programme.
(5) Awareness programme on Bar Code:-
The Institute organized one day Seminar on “Bar Code” on 22nd
& 27th
July 2011 at Karnal
& Gurgaon in association with “Paint & Chemical and Pharma association”
respectively. The main objective of the programmes was to dispense awareness among the
existing/prospective entrepreneurs about the applications/benefits of GS1 barcodes,
disseminate the latest development and techniques in the field of Bar Code ,compliance with
Global regulatory requirements on traceability, safety & security, requirement of Bar code
for export products & to reduce the cost of production through reduction of inventory. About
95 participants participated in both the programme.
(6) One Day IMC on NMCP Schemes:-
The Institute organised 13 nos one day IMC on NMCP Schemes with association. The
details are as follow:

(7) Reimbursement under Bar Code Scheme
Twelve cases under Bar Code scheme for one time registration scheme cleared and an
amount of Rs.2,42,625/- was reimbursed. Twenty cases under annual recurring registration
cleared and an amount of Rs 93,510/- reimbursed.
(8) Reimbursement under ISO-9001/14001 scheme:-
48 cases of ISO-9001/14001 reimbursement were cleared during the year 2011-12. The total
amount reimbursed - Rs 24,95,520/-
(9) Reimbursement of National/International Product certification:-
Five units reimbursed Rs 3,91,778/- for acquiring National/International product certification
under the scheme of “Technology & Quality Upgradation Support to MSMEs” .
(10) Participation in National/International Trade Fairs / Exhibitions under MSE-MDA

INDUSTRIAL MOTIVATION CAMPAIGN (IMCs)
Objective
Industrial Motivation Campaign(IMCs) are being organized with an objective to
provide exposure to the Educated unemployed youth & outgoing college students about the
advantage of self Employment through establishing micro & small enterprises. The
prospective entrepreneurs are also given exposure about the scope of micro, small & medium
enterprises in the concerned area & the various Govt schemes & financial support provided
by the Govt , so that the Unemployed Educated youth come forward for setting of micro &
small enterprises. They are also being provided the information regarding PMEGP &
procedure for setting up of feasible manufacturing & business/service enterprises. These
programmes are of generally one day duration.

The Institute and its Br Bhiwani organized 52 nos IMCs during 2011-12 at distt
Ambala , Hisar, Sonepat, Karnal, Sirsa ,Rohtak, Kurukshetra, Bhiwani, Panipat, Kaithal,
Gurgaon, Yamunanagar for Educated Unemployed Youth & Final year students of colleges,
ITI, Polytechnic & Universities .The brief reports and details of few IMCs are enclosed;

Brief Report of One day Industrial Motivation Campaign(IMCs)
1 The Institute organised one day Industrial Motivation Campaign at Bahal, Bhiwani on
7.9.2011. Sh R. K. Boyal, Chief LDM PNB, Bhiwani, Sh S S Jhangra ,Distt Manager, KVIB,
Bhiwani addresses the participants during the programme. Sh Shakeel Ahmed, AD(I/c) Br
MSME-DI Bhiwani coordinated the programme. About 77 participants attended the
programme.
2 The Institute organised one day Industrial Motivation Campaign at Bhiwani on 15.2.2012.
Sh Rajender Kumar Sharma, Principal ITI Bhiwani, Sh Jitender kumar gupta, Officer, Lead
bank Office Bhiwani, Sh Vijay Kumar, Industry Extension Officer, DIC Bhiwani & Sh S. S.
Jhangra, Distt Manager, KVIB, Bhiwani addresses the participants. Sh Shakeel Ahmed,
AD(I/c) Br. MSME-DI Bhiwani coordinated the programme. About 70 participants attended
the programme.
3 The Institute organised one day Industrial Motivation Campaign at karnal on 9.6.2011. Sh
Ravinder Kumar, Deputy Director (Chem) MSME-DI Karnal coordinated the programme.
About 50 participants attended the programme.
4 The Institute organised one day Industrial Motivation Campaign at wonder valley Industrial
Training centres (ITC) Barahgaon Karnal on 20.5.2011. Sh R. S. Sharma, DIC Karnal, Sh M
D Punia, Counsellor Financial literacy & Credit Counselling Centre, karnal & Sh M K
Verma, AD (IMT) MSMEDI Karnal addresses the participants. Sh Tirlok Gupta, AD (IMT)
coordinated the programme. About 88 participants attended the programme.
5 The Institute organised one day Industrial Motivation Campaign at Industrial Training
Institute, Kaithal on 26.5.2011. Sh Karan Singh, Joint Director DIC Kaithal, Sh Bhupinder
Pal Singh, Principal, ITI Kaithal, LDM Kaithal, Sh Sanjay Nigam, AD(Food) addresses the
participants during the programme. Sh Tirlok Gupta, AD (IMT) coordinated the programme.
About 144 participants attended the programme.
6 The Institute organised one day Industrial Motivation Campaign at Industrial Training
Institute, Sonepat on 22.6.2011. Sh R. S. Dahiya, Instructor, ITI Sonepat, Sh Mukal Prasad,
LDM PNB Sonepat, Sh Ravinder Kumar, DD(Chem) addresses the participants during the
programme. Sh Sunil Kumar, AD(Chem) coordinated the programme. About 180 participants
attended the programme.
7 The Institute organised one day Industrial Motivation Campaign in association with HSIIDC
Industries Welfare Association at karnal on 23.6.2011. Sh T L Satyaprakash, Director, Deptt
of Industries, Haryana & Sh Vijay Kumar, Director, MSME-DI Karnal inaugurated the
programme. NMCP Schemes were explained by the director. MSME Clusters were requested
to form Special Purpose Vehicle (SPV) to avail the benefits of NMCP Schemes of Govt of
India, Ministry of MSME. Sh Rishi Chauhan, Manager, HSIIDC Karnal assured to provide
land for seting up of Common Facilities Centre for new clusters. About 61 participants

ENTREPRENEURSHIP DEVELOPMENT PROGRAMME
Objective:-
Entrepreneurship Development Programmes (EDPs) are being organized as a regular training
activity to cultivate qualities in youth by enlightening them on various aspects of enterprise that are
necessary to be considered while setting up micro and small enterprises. EDPs have attracted the
attention of the educated unemployed youth towards setting up their own venture under self
employment opportunities. Over the years, these programmes have created confidence among youth
which has led to self-employment and creation of further employment. These programmes are of
generally two weeks duration.
EDPs during 2011-12:-
The Institute organized 9 EDPs in the state during 2011-12 covering districts Karnal,
Kurukshetra, Panchkula, Ambala, Sonepat & Panipat. Educated Unemployed Youth including
Women, SC, ITI/Polytechnic students participated in programmes. Some programmes were also
organized specially for weaker section and Women & PH with stipend.
During the programme, participants were explained about the procedure of setting up of
micro & small enterprises, govt policies, finance & financial institutions, selection & usage of
appropriate machinery and equipments, preparation of project profiles, export opportunities,
product/process design, manufacturing practices involved, testing and quality control, market survey,

The Institute & its branch organized 51 ESDPs in the state during 2011-12 covering
districts Sirsa, Nilokheri, Rewari, Yamunanagar, Ambala Cantt, Kurukshetra, karnal,
Narwana (Jind), Sonepat, Kaithal, Jhajjar, Fatehabad, Hisar, Gurgaon, Palwal, Rohtak,
karnal, Tohana (Fatehabad), Panchkula, Pehowa (Kurukshetra) & Bahadurgarh for Weaker
Section, Educated Unemployed Youth, Women & PH on various topics like Computer
Hardware, maintenance & Networking, Mobile Phone Repairing, Office Automation &
Networking, Tally-9, Food Processing, Chemical, Herbal Product & Beauty Care, Desk top
Publishing, M/c Shop Practice, Beautician and Beauty Culture & Hair Dressing, Handicrafts
Items, Bio-Technology, Fashion Designing & Garment Manufacturing Techniques,
Mushroom Cultivation & Preservation, Textile Designing, Fabric Printing & Dyeing,
Hardware Networking & Security Systems, Photography, Videography & Video
Editing(Mixing).
ESDP is divided into three sub topics/aspects namely Industrial, Management and
Technical. Industrial covers topic like How to set up MSME, product selection procedure,
preparation of project profile etc. The Management aspects covers marketing management,
sales promotion & salesmanship, customer relationship management, working capital
management, taxation, basics of book keeping etc. The Technical aspect covers technical
lectures, practical demonstration. However some of the programmes were organized specially
for weaker section with & without stipend .Some of them were for women & PH & Educated
unemployed youth also.

1 The Institute organised 6 weeks Entrepreneurship Skill Development Programme on Fashion
Designing & Garments Manufacturing at Gurgaon for Women & PH Participants from
14.7.2011 – 26.8.2011. The details/information and practical demonstrations were given on
Selection of Types of Cloths & Yarns, Pattern making & Designing of Readymade Garments
like Suits, Salwars, Skirts, Blouse etc through CAD/CAM Softwares. Dyeing & Printing of
Bedsheets, Pillow covers, Handkerchief, Sharees, suits etc alongwith stitching were also
tought. Varieties of readymade garments were prepared by participants during the
programme. In addition to this, the entrepreneurs were also guided about the qualities of an
entrepreneur, preparation of the project reports, product selection, working capital
management, PMEGP scheme, Filing of EM Part-I & II, product identification, role of
financial institutes, market survey and other managerial aspects. Sh Tirlok Gupta, AD (IMT)
coordinated the programme. 25 participants attended the programme.
2 The Institute organised 6 weeks Entrepreneurship Skill Development Programme on Office
Automation & Networking at Gurgaon for Women & PH Participants from 21.7.2011 –
2.9.2011. The technical information and practical demonstrations were provided on office
automation, benefit and uses of office automation, scanners, Digitizers plotters, LCD,
printers, fax, files and Directories, features of MS Windows XP, MS Excel, MS word, MS
Power point and Networking along with practical guidance for start of new enterprises,
preparation of project report, market survey, product selection and formalities required for
entrepreneurship memorandum filing and availing the loan. Sh Tirlok Gupta, AD (IMT)
coordinated the programme. 22 participants attended the programme.
3 The Institute organised 6 weeks Entrepreneurship Skill Development Programme on Fashion
Designing & Garments Manufacturing at Sonepat for Women & PH Participants from
1.7.2011 – 16.8.2011. The technical details/information and practical demonstrations were

Cord work with Kundan, 3-D outliner, cutting of suit, Kantha work, Embroidery, Tie & Die,
Block Painting, Screen Painting, Spray Painting etc. In addition to this, the entrepreneurs
were also guided about the qualities of an entrepreneur, preparation of the project reports,
product selection, working capital management, PMEGP scheme, Filing of EM Part-I& II,
product identification, role of financial institutes, market survey & marketing and other

completed the programme.

about the Qualities of an Entrepreneur, Preparation of the project reports, product selection,
working capital management, PMEGP scheme, Filing of EM Part-I & II, product
identification, role of financial institutes, market survey & marketing and other managerial
aspects. Sh Sunil Kumar, AD (Chem) coordinated the programme. 25 participants completed

Chemical, Herbal Product & Beauty Care at karnal for SC Participants from 10.8.2011 –
23.9.2011.The technical details/information and practical demonstrations were provided on
preparation of Herbal Shampoo, Detergent Powder, liquid detergent, Liquid blue, Phenyl,
Herbal Mehandi, Herbal hair oil, Herbal face pack, herbal scrub, herbal facial, herbal gel,
wax including bridal makeup, manicure, pedicure, basics of beauty care, hair style, facial step
through pressure point and latest techniques. Sh Sunil Kumar, AD (Chem) coordinated the
programme. 20 participants completed the programme.
9 The Institute organised 6 weeks Entrepreneurship Skill Development Programme on Food
Processing Industry at Karnal for SC Participants from 8.8.2011 – 21.9.2011. The technical
details/information and practical demonstrations were provided on preservation of foods,
preservation techniques, types of preservation, theory & practical demonstration for
preparation of Jam, Jellies, Squashes, RTS(Ready to Serve) Beverages, introduction of semi
processed/cooked and ready to eat FMCG products and packaged/convenience foods, fruit
drink, various food laws governing by central govt, FSMS(Food Safety Management
System), ISO 9000, Bar Code, Trade Mark, Logo etc. Sh Sanjay Nigam, AD(Food)
coordinated the programme. 19 participants completed the programme.
10 The Institute organised 6 weeks Entrepreneurship Skill Development Programme on
Computer Hardware maintenance & Networking at ITC Nilokheri for SC participants from
31.5.2011 – 11.7.2011. The technical information and practical demonstrations were
provided on Basic of computer, computer parts, assembling of computers, HDD formatting,
types of operating system, computer maintenance, troubleshooting of computer faults &
networking of computers. In addition to this, the entrepreneurs were also guided on
preparation of the project reports, product selection, working capital management, PMEGP
scheme, Filing of EM Part-I & II, product identification, role of financial institutes, market
survey & marketing and other managerial aspects. Participants were given time for market
survey to collect information for preparing different project profiles on Computer Hardware
training Centre, Cyber cafe, Mobile Phone Repairing & DTP. Sh M K Verma, AD (IMT)
coordinated the programme. 22 participants completed the programme.
11 The Institute organised 6 weeks Entrepreneurship Skill Development Programme on Tally-9
at Ambala Cantt for SC Participants from 9.8.2011 – 22.9.2011. The technical information
and practical demonstrations were given on Account making, Ledger formation, VAT
Collection, Basic of Accounting, Tally fundamentals, Purchase & Sales, Overview of tally
feature, getting functional with tally, preparation of Budgets, Knowledge of pay roll system,
Cash flow statements, creation of ledgers & cash book etc. Sh Rakesh Vaid, AD (EI)
coordinated the programme. 20 participants completed the programme.
12 The Institute organised 6 weeks Entrepreneurship Skill Development Programme on
Computer Hardware maintenance & Networking at Rohtak for SC participants from
17.10.2011 – 2.12.2011. The technical information and practical demonstrations were
provided on Basic of computer, computer parts, assembling of computers, HDD formatting,
types of operating system, Computer maintenance, Trouble shooting of computer faults &
Networking of computers. In addition to this, the entrepreneurs were also guided about the
Qualities of an entrepreneur, preparation of the project reports, product selection, working
capital management, PMEGP scheme, Filing of EM Part-I & II, product identification, role
of financial institutes, market survey & marketing and other managerial aspects. Sh Sunil

Pedicure, Facial, bleaching and mater used for this, Teeth care, lips care and makeup,
Designs of diff. types of cultural mehandi such as Rajasthani mehandi, Bombay style, dubai
style, different types of traditional hair styles-theory and practical demo, Simple makeup,
evening makeup, Bridal makeup, Sari wrapping, Treatment of pigmentary skin, Basics of
aroma therapy, Different types of tattoo making, Hair fall, cause and remedies, Skin care-
type remedies, sunburn etc. Sh Vikas Gupta, DD (Mech) Karnal coordinated the programme.
23 participants completed the programme.

maker 6.5, Coral draw & Photoshop for preparation of invitation card, letter Head, Resume
invoice, visiting card, Newspaper advertisement materials, handbills, stickers etc alongwith
practical guidance for start of new enterprises, preparation of project report, market survey,
product selection and formalities required for entrepreneurship memorandum filing and
availing the loan. Sh Sunil Kumar, AD (Chem) coordinated the programme. 25 participants
completed the programme.
16 The Institute organised 6 weeks Entrepreneurship Skill Development Programme on
Handicrafts Items at Sirsa for SC Participants from 26.9.2011 – 11.11.2011. The technical
information and practical demonstrations were provided on handicraft products making skill
viz flower making, painting, decoration of waste materials etc. Sh Sanjay Nigam, AD (Food)
coordinated the programme. 24 participants completed the programme.

Computer Hardware Maintenance & Networking at ITC Nilokheri for SC participants from
26.9.2011 – 9.11.2011. The technical information and practical demonstrations were

MANAGEMENT DEVELOPMENT PROGRAMMES (MDPs)
Objective :-
The objective of Management Development Training Programme is to improve decision
making capabilities of trainees for higher productivity and profitability of existing enterprises and
new enterprises. Inputs by experts on a variety of topics on managerial functions and
scientific/modern management practices. are provided to the participants. These programmes are of
five days duration.
Salient Feautures :-
(i) Management Development Programmes in various areas of industrial management are
being devised for owner cum-manager and supervisory level personnel from Micro, small
and Medium enterprises. These training programmes are continuously upgraded/re-
structured in their contents keeping in view the demands of the area and the local
requirements of the industries.
(ii) The nature of target groups and their requirement determines the course content.

BUSINESS SKILL DEVELOPMENT PROGRAMME
The objective of Business Skill Development programmes (BSDP) is to encourage educated
youth particularly the final & pre final year engineering students to start self employment ventures of

BSDPs are conducted in collaboration with Business Schools, Engineering Colleges & some
high level polytechnics for their final & prefinal year students. The institution need to be AICTE

Filling of Entrepreneurs Memorandum (EM)
“In exercise of the powers conferred by Sub-section (3) of Section - 8 of the Micro, Small and
Medium Enterprises Development Act, 2006 ( 27 of 2006) herein referred to as the said Act, the Central
Government hereby specifies the General Manager, District Industries Centre or any District Level Officer of
equivalent rank in the Directorate or the Department dealing with Micro, Small and Medium Enterprises of
the Sate Government or the Union Territory Administration, as the Authority with which the memorandum
shall be field, at his discretion, by a person who intends to establish or has already established a medium
enterprise engaged in providing or rendering of services, as specified in clause (b) of Sub-section (I) of
Section 8 of the said Act”.
Any person who intends to establish a micro or small enterprise, at his discretion or a medium
enterprise engaged in providing or rendering of services may, at his discretion or a medium enterprise
engaged in the manufacture or production of goods shall file the Memorandum of Micro, Small or as the case
may be, of Medium Enterprise with District Industries Centre (DIC) of its area.
The form of Memorandum is in two parts. Any person who intends to establish a micro, small or
medium enterprise engaged in providing or rendering of services may file or those who want to establish
medium enterprise engaged in the production or manufacture of products shall file Part-I of the EM and once
the enterprise start production or start providing or rendering services, they should file Part –II of the EM to
District Industries Centre (DIC). In case of non-filling of Part II of the EM within two years of the filling of
Part I, The EM (Part 10 filed by the entrepreneur will become invalid. In case of change in the Investment
in plant & machinery or in equipment, or in case of change of products and that of services or addition in
products or services, the enterprises who have already filed EM should inform the DIC of the same in writing
with in three month of the change.
