S e n a t o r Turnage s t a t e d t h a t t h i s b i l l i s a n a c t t o exempt p u b l i c a t i o n of t h e Montana Code Annota ted from s t a t e laws on b i d l e t t i n g and i n - s t a t e p r e f e r e n c e f o r p r i n t e r s .

S e n a t o r Turnage s t a t e d t h e b i l l would make t h e implementa t ion of t h e new Montana Code Annontated more e f f e c t i v e .

They b e l i e v e i n a s t r o n g c e n t r a l i z e d ph i losophy . They f e e l t h e r e a r e many problems w i t h t h e b i l l . H e s t a t e d t h a t t h e b i l l i s p o o r l y w r i t t e n and t h e Department would l i k e t o have t h e o p p o r t u n i t y t o o f f e r some amendments i n o r d e r t o make some language c l a r i f i c a t i o n i n t h e b i l l .
