Cross compliance - Sanctions • Cross compliance and the heavy control system is a huge
bureaucratic burden for farmers and authorities.
• The sanctions should be understandable, fair and proportionate.
• Farmers should be sanctioned only once for one mistake, not multiple times in different support systems.
