What MSC Brings to JLOTS
MSC Surge ShipsNavy owned, but operated by a commercial company
• All ROS 4, layberthed USEC & USGC
– LMSR have no limitation on use, however only used after no viable commercial alternatives
– FSS have legal limitations on their use
• No general cargo lifts (no waivers nor exceptions)
• Only used to move exercise and crisis cargo

MARAD Ready Reserve Force (RRF) Ships
• Dept. of Transportation-owned
– operated by MARAD commercial operators
• Most RO/ROs in ROS 4, layberthed all US coasts
• Activation:
– Contingencies require USTC approval
