FUNCTIONS OF THE ADMISSIONS COMMITTEE
POLICY MAKING
To establish and monitor policies on all factors, including minimum academic and non-academic requirements, relevant to the selection of candidates for entry into the MBChB degree programme.
To establish and monitor selection procedures appropriate to different applicant groups.
To seek the approval of the College on policy issues where appropriate.
ADVICE TO POTENTIAL APPLICANTS AND TO SCHOOLS
To provide information and advice to schools and potential applicants about entrance to Medicine and careers in Medicine.
SELECTION OF ENTRANTS
To assess and grade applications to the 6 year (A100) programme.
To assess and grade applications from pre-clinical students at the Universities of Cambridge and Oxford (and occasionally, on compassionate grounds, from other medical schools) and from International Medical University, Malaysia, for entry into Year 4.
To undertake selection interviews where required or appropriate.
REPORTING
To prepare an annual roll of new entrants into the MBChB degree programme summarising the academic attainments and backgrounds of entrants.
To prepare an annual report to the College summarising discussions of, amendments to and recommendations on Admission Policy.
To provide statistics to monitor the selection process.
DELEGATION
While certain advisory, reporting and monitoring functions may be delegated to the Admissions Manager for operational reasons, the principle of academic primacy remains central to Edinburgh Medical School and ultimate authority over all aspects of recruitment and admissions will remain with the Admissions Executive.

THE EDINBURGH SELECTION PROCESS
SCREENING
Applicants who do not meet the minimum requirements (MER) (achieved or predicted) or who submit applications late are rejected at initial screening and do not enter the selection pool. Failure to meet the MERs is typically because (a) the qualifications presented are not accepted for admission; (b) the grades are below minimum academic standards; (c) they do not include required subjects; or (d) the application was submitted after the UCAS application deadline for Medicine (RL). Applicants who do not offer a UKCAT/UKCATSEN score taken in the year of application are also rejected at screening unless the Admissions Office has granted them a UKCAT exemption in advance of the UCAS application deadline. This will only be granted where the test is not available in the applicant’s home country or country of residence.
SELECTION
The Edinburgh selection process involves assessment of academic and non-academic qualities as both a matter of educational policy and as a pragmatic way to differentiate between applicants presenting equal academic scores. Academic and personal scoring are both confirmed by two individuals in isolation, as we believe this is more reliable and minimises the influence of subjective assessment.
ACADEMIC POTENTIAL The ‘academic potential’ score is based primarily on the achieved and predicted performance in all examinations (including, for example, SQA Standard Grade, Advanced Highers and GCSE) declared. Edinburgh Medical School is unable to apply mitigation for adverse circumstances as this is the responsibility of the examining body. All candidates, regardless of nationality and education system, are required to provide current proof that their English language proficiency, verbal and written, is at the standard we require. Typically this is provided by means of a recent school exam at the level of Nat 5/GCSE in English Language or English Literature, although non-native speakers may also present an approved Secure English Language Test (SELT) (see Annex B for details).
UKCAT UKCAT total scores are divided into Octiles and points awarded for octile performance (1-8 points from lowest to highest octile). Situational Judgement Test (SJT) band scores are assessed separately and awarded 1-4 points (from lowest to highest band). The academic and UKCAT octile scores are calculated independently by two members of Admissions Office staff for those applicants who meet the minimum academic requirements and subject to third-party moderation where there is disagreement. At this point, applications which would fall below the likely competitive level even with maximum non-academic scores are rejected. Candidates not fit to take the test due to illness or other personal circumstances must reschedule their test to a later date, even if this means losing the test fee. The University cannot make concessions for the impact of illness or other mitigating circumstances on the UKCAT score because we have no means of assessing such impact. Mitigation is the sole responsibility of the test organisers.
NON-ACADEMIC SCORE Once academic scoring is complete, applications which are still in contention are batched and each batch is sent to two selectors who score the non-academic component independently according to the guidelines laid out on (Page). The selectors’ scores are then collated and, where there is significant disagreement, a third-party moderator reviews the application. Non-academic scoring uses the confidential reference received with the UCAS application and the applicant's personal statement to assess personal qualities, career exploration (experience and understanding of medicine) and achievement in non-academic activities. The intention is to assess the applicant’s ability to cope with a high academic workload while maintaining a balance of outside

interests. The non-academic scores awarded by selectors are converted proportionally into a score out of three to reflect the weighting of this component in the overall score.
RANKING AND OFFERING The final agreed score is converted to a weighted score, added to the academic score, any contextual admissions points, UKCAT and SJT scores; and the total scores are then used to rank applicants within their particular Fee Status category. Offers are made based on the total score rank order and will usually contain an academic condition based on S6 study or first degree as well as a requirement for a satisfactory PVG check. The number of offers we make each year will be calculated from quotas applied to each Fee Status group by the Scottish Funding Council, and the conversion rates from offer to enrolment of previous years.
MODERATION An application may be subject to further assessment if there is a significant discrepancy in scores between the two selectors and where the doubling of the higher score would bring the applicant into offer range. Further assessment is undertaken by a third selector (moderator); if the discrepancy remains unresolved the application will be brought before the Admissions Executive for discussion.
INTERVIEWS Edinburgh Medical School does not currently interview school leavers but does interview shortlisted graduate entry candidates. We review our selection process regularly and are currently considering the evidence and arguments around interviewing school-leavers as standard but we will not introduce these in the selection cycle for 2019 entry.
WIDENING PARTICIPATION
Edinburgh Medical School fully supports the University of Edinburgh's initiative to widen participation and thereby create a more diverse student population. Applicants will be assessed fairly by the application of equitable academic and non-academic criteria, which take into account degrees of deprivation and disadvantage.
Prospective students identified as eligible for consideration under our Contextual Admissions policy benefit from measures designed to offset the resulting educational and non-educational disadvantage. The university’s Contextual Admissions policy and background information is available here.
EXTERNAL REVIEW
The Edinburgh selection/admission policy is subject to regular review by the General Medical Council who have concluded that the policy was fair, rigorous and consistent with selecting entrants to the medical profession.
SUMMARY
The Edinburgh selection process is designed with two purposes in mind: to identify candidates with the potential to succeed in medical training; and to make possible distinctions between candidates presenting identical high-level school results and similar personal qualities. The goal is to select those applicants who have the best all-round potential to succeed in medical careers.

ANNEX A – MBCHB SCORING GUIDE
SYNOPSIS
The aim of the assessment procedure is to rank by academic and personal qualities all the applicants who meet the minimum academic conditions to enter the selection system. The desired outcome is to choose students with the greatest academic potential and personal qualities to succeed on the MBChB programme and thereafter in a medical career.

SPECIAL GROUPS
Graduate & mature applicants are shortlisted by their academic grades, UKCAT and SJT scores. Those who score highest will be shortlisted for interview where they will be assessed on three areas: critical & ethical reasoning, communication skills and career exploration (in conjunction with their personal statement and additional information).
Contextual admissions flags. Context PLUS and Elite Athlete applicants are given 3 points, Context are given 2 pts. Context PLUS applicants and those applying through Access to the Professions will be considered by the Admissions Executive on their individual merits, outwith normal competition.
The Access to the Professions (AttP) programme exists to support students from Context/Context PLUS backgrounds or low-progression schools who wish to enter the professions of Medicine, Veterinary Medicine and Law. Pupils who have engaged with AttP will be given Context flags as appropriate to their personal circumstances and will be considered outwith normal competition.
Change of educational systems. UKCAT may be used in lieu of early school qualifications such as GCSEs. This should not be used for those who have bypassed National 5s as part of the Curriculum for Excellence programme This will be allocated on a proportional basis as follows:

Reduced number of GCSEs. In some cases, a school is unable to offer a larger number of GCSEs in one year. If this is verifiable via the school, then the GCSE score awarded should be in proportion to the number of GCSEs i.e. number of A*s divided by total number of GCSES taken. Multiply by 10 will result in the number of A*s if they had taken 10.
e.g. (1) 5 GCSEs sat; 4 A*s and an A achieved. As we look at the best 10, either (4/5)*10 or as 5 is half of the maximum 10 (or an easier way is multiply by 2) – resulting in 8A*s & 2 As and an allocation of 5 points. (2) 6 GCSEs sat. 3A*s and 3As. Number of A*s calculated as (3/6)*10 = 5 A*s & 5As and an allocation of 4 points
Minimum Entry Requirements/Access Thresholds must have been met at the first attempt. Resits will not be accepted as meeting the minimum standard for entry. Selectors and Admissions staff should discuss any academic scores they feel conflict with the initial assessment with the Admissions Manager.

SHORT LISTING FOR INTERVIEW All mature graduate and non-graduate applications will be subject to standard screening and assessment of the academic and UKCAT performance by the Admissions Office. All applicants for whom the award of a high interview score would bring the application into the offer range will be offered an interview.
INTERVIEW STRUCTURE There will be an interview panel of six selectors working in three pairs. Each interview will be a rotational set of three 10 minute tests with two interviewers at each test station. Each interview will therefore last 35 minutes (with changeover times). The aim of interviews is to assess the personal qualities and aptitude for medical studies.
INTERVIEW DOMAINS AND SCORING Each interview session will assess the domains (1) Critical and Ethical Reasoning (2) Communication Skills (3) Career exploration. Each interviewer will award a score independently and the total score from all six examiners will then be added to the academic and UKCAT (including SJT) performance for a total score.
SCENARIOS AND QUESTIONS A series of standardised scenarios will be employed for the critical reasoning and communication tests. Sets of standardised questions will be employed for the career exploration test and employed in conjunction with the UCAS application. The communications skills scenarios will employ an actor.
QUALITY ASSURANCE The interview scores will be subject to reliability testing (of both inter-interviewer and inter-test) thereby offering insights into the levels of validity and reliability of the process. The operation of this format of interviews will be reviewed by the MBChB Admissions Committee.

CONFLICTS OF INTEREST
All members of the Admissions Committee and academic selectors are expected to recuse themselves from considering any application where they have a personal knowledge of or relationship with the applicant, in line with the University’s policy on Conflicts of Interest.
FEEDBACK AND REVIEW OF DECISIONS
FEEDBACK We will give feedback to any unsuccessful candidate who requests it within 20 days of the original decision being submitted to UCAS. The request should be made by the applicant themselves or their nominated representative by e-mail to the CMVM Undergraduate Admissions Office at [email protected]. Applicants should include their full name and UCAS Personal ID number. It is not possible to provide feedback by telephone. The CMVM Undergraduate Admissions Office will seek to respond to each request within 20 working days of receipt of the request.
APPEALS The only permitted grounds for appeal are:
(1) Where there is substantial new information, which for good reason was not made available either on the original UCAS application or during the selection procedure, and where that new information is significant and directly relevant to the original decision.
(2) Where there is evidence of improper conduct or irregular procedure during the selection process.
Appeals should be submitted in writing to the Head of Admissions, Student Recruitment & Admissions, 33 Buccleuch Place, Edinburgh EH8 9JS, or by email to [email protected], stating clearly the grounds for appeal (as above) and outlining the case in full.
COMPLAINTS The complaints procedure is separate from the appeals procedure and is intended for use when an applicant (or the applicant’s representative) is dissatisfied with the service they have received from the University with regard to undergraduate admissions.
