The world has changed in unimaginable ways over the past
few weeks. In this crisis, communities around the world have
pulled together, and Anaheim has epitomized this. In this issue, we
highlight both how the Anaheim community has worked to help
those hit hardest by the pandemic, and we provide resources to assist
Anaheim’s business community during this difficult time.
Mayor Harry Sidhu’s Anaheim Economic Recovery Task Force and PlanMayor Harry Sidhu organized the Anaheim Economic Recovery Task Force, which
includes the Anaheim Chamber of Commerce, Visit Anaheim, and numerous business and community stakeholders. The task force provided key input into the Mayor’s Anaheim Economic Recovery Plan, which was approved by the City Council on March 26, providing $15 million to help the recovery.
Anaheim City Leaders Help the CommunityAs part of the Anaheim Economic Recovery Plan, the City Council provided funding for
a grant program to be administered by the Anaheim Community Foundation that has already provided grants to 35 Anaheim nonprofits. Going beyond the funding, Mayor Sidhu, Mayor Pro Tem Steve Faessel, and the City Councilmembers engaged in personal efforts to aid the community.

Major Anaheim Employers Help Staff and Community Many businesses and employees are struggling in the coronavirus pandemic.
However, some employers have been fortunate to be able to help their staff and help the community. Henry and Susan Samueli continue to pay 2,100 employees. Disney donated $3 million worth of N95 masks, ponchos, and food. The Angels provided grants to employees.
The Chamber looks forward to the reopening of the economy, the recovery, and everyone getting back to work safely. I hope you, your families, and your colleagues stay safe and healthy. Here’s to a successful recovery.

As part of the Anaheim Economic Recovery Plan, Mayor Harry
Sidhu, Mayor Pro Tem Steve Faessel, and the City Council allocated $2 million for grants to nonprofit organizations, tasking the Anaheim Community Foundation (ACF) with administering the grant program. This funding will help ensure all parts of the Anaheim community receive necessary support during the coronavirus pandemic, with nonprofits able to provide important services to Anaheim residents who have been severely impacted by the crisis.
ACF has already awarded nearly $1.4 million of that funding in the first four weeks since the City Council allocated the funds:
• $957,500 in funding for programs assisting families and youth with food, family support services, and household supplies (26 organizations: Anaheim Family YMCA, Boys & Girls Club of Greater Anaheim-Cypress, Second Harvest Food Bank of Orange County, Community Action Partnership, Orange County Conservation Corps, Lutheran Social Services of Southern California, Higher Ground, Bracken’s Kitchen, Children’s Bureau of Southern California, Grandma’s House of Hope, Mercy House, Pathways of Hope, Caterina’s Club, StandUp for Kids OC, 2-1-1 Orange County, Eli Home, Alana Club of Orange County, Community Health Initiative of Orange County, Give for a Smile, Giving Children Hope, Jamboree Housing, Sudanese-American Association, Emilio Nares Foundation, Grace Social & Medical Services, Miracles for Kids, and Renewable Farms)
• $360,000 in funding for programs assisting seniors and homebound individuals with food, hand sanitizer, gloves and face coverings, and household supplies (6 organizations: Meals on Wheels Orange County, Salvation Army Orange County, Alzheimer’s Orange County, Love Anaheim, Radiant Health Centers, and Mirage Manor Homecare)
• $80,000 in funding for programs assisting the homeless or motel residents, including for food, transportation, and temporary housing (4 organizations: Illumination Foundation, Chrysalis Orange County, Love Anaheim, and Project Dignity)
In addition to providing funding, Mayor Sidhu, Mayor Pro Tem Faessel, and the City Councilmembers have been actively assisting in the community during the coronavirus pandemic.
Mayor Harry Sidhu, Mayor Pro Tem Steve Faessel, Councilwoman Lucille Kring, Congressman Lou Correa, State Senator John Moorlach, Anaheim Fire & Rescue Chief Pat Russell, Anaheim Community Services Department staff, and Anaheim Convention Center employees have helped distribute food to needy families at the Honda Center with Second Harvest Food Bank. The first day provided 4,000 families with food. Each subsequent Saturday morning, Second Harvest Food Bank has provided 1,000 families with food at Honda Center. The Disneyland Resort donated its excess food to help supplement Second Harvest Food Bank’s supplies during the pandemic, above Disneyland’s annual donation of 20,000 meals to Second Harvest.
Mayor Harry Sidhu accepted donations of 1,500 surgical masks for the Anaheim Fire & Rescue Department from BYD via Anaheim Resort Transportation. He also helped distribute food to seniors with Meals on Wheels.
Mayor Pro Tem Steve Faessel helped coordinate donations of distilled water, canned goods, and toilet paper for the Anaheim Emergency Operations Center from Crown ACE Hardware, Honda Center, Angels Baseball, Anaheim Desert Palm Hotel & Suites, Candy Cane Inn, and Peacock Suites with coordination from Anaheim Resort Transportation, the Anaheim Ducks, Angels Baseball, and Visit Anaheim. Thanks to donations from ACE Hardware, former Councilwoman Kris Murray, and the Anaheim Community Services Department, Faessel was able to pick up and deliver toilet paper to residents of Palm Lodge Estates and Sunkist Mobile Homes. His staff provided donated loaves of bread to families in the Anna Drive & Benmore-Canfield neighborhoods.

First responders, the business community, nonprofit organizations, Anaheim’s city government, and Anaheim residents have come together to support our neighbors who have been hit hardest by the crisis. This civic-minded community spirit will help protect our most vulnerable residents and help begin the recovery to ensure a stronger Anaheim in the recovery.
With the rapidly implemented federal laws and updated
state guidance, employers may feel uncertain about how to respond to certain business circumstances during this pandemic. Over the last few weeks, I’ve received many questions from
concerned business owners on urgent issues that affect their businesses. Following are answers to some common questions and concerns:
Q: What is the difference between furloughing and laying off employees?
A: Furloughed employee remains an employee but with reduced or eliminated work hours, while a layoff generally means a complete employment separation due to the job being eliminated. Recently, the Labor Commissioner stated that if an employer reduces an employee’s scheduled work hours to zero and doesn’t reschedule that employee within the same pay period, the employer has effectively laid off the employee, which triggers final pay requirements.
Q: If we close our company due to COVID-19, how do we give our employees final pay?
A: Employers still must meet final pay requirements and are
subject to waiting time penalties. Currently, by law, employers must provide the final paycheck at the time and location that a severance occurs. Due to social distancing, employers can’t really do these layoffs in person. Once the employee has their employment severed, they must be paid their final pay, including owed vacation and paid time off, to the best of the employer’s ability. Employers should add a day of pay for each day the pay is late to the employee.
Q: Are we required to notify our employees if we learn an employee tested positive for COVID-19?
A: If an employee tests positive for COVID-19, employers should immediately contact their county health officials and the California Department of Public Health. These agencies will direct employers on what steps they need to take. Employers should be mindful of employees’ privacy, and not divulge names. Employers can alert employees with a general statement that an employee has tested positive for COVID-19, and other employees may have been exposed.
Q: How do we pay exempt and nonexempt employ-ees who are working remotely?
A: Pay obligations don’t change simply because an employee (exempt or nonexempt) is working remotely. For nonexempt, hourly employees, all hours worked must be paid. Employers should accurately track any time worked and pay for overtime, if it occurs. Employers also should ensure that nonexempt employees take uninterrupted, off-duty meal and rest breaks — especially since employees may forget to take their breaks in a home setting. Establishing a telecommute policy is a great way to communicate your expectations to your remote employees.

Federal Tax Breaks
Tax Loss Carrybacks – Taxpayers can now carry back tax losses for five years and secure refunds. California allows a two year carryback.
Unlimited Losses From Flow-Thru Entities – The former limits on annual losses from S Corps and Partnerships is removed for 2018-2020 allowing amended returns and larger current year refunds.
Employer Tax Credits for Paid Sick Leave and Dependent Care Costs – Employers with less than 500 employees generally receive a 100% refundable tax credit which can offset 2020 payroll tax deposits. Remaining Payroll Tax liability payable 50% 12/2021 and 50% 12/2022.
Qualified Improvement Property - Allows 2018-2020 leasehold improvements to be treated as 15 year (vs. 39) depreciable property which can be expensed in year placed in service under bonus depreciation rules.

In response to the coronavirus pandemic, Anaheim Mayor Harry
Sidhu has assembled an Economic Recovery Task Force.
Its priorities are to alleviate the financial concerns of Anaheim residents, provide vital services during the crisis, prevent further job losses, maintain Anaheim’s industries, and ensure a robust recovery. The Task Force is comprised of City leaders, the Anaheim Chamber of Commerce, Visit Anaheim, other business leaders, and other major stakeholders, including nonprofits, labor, and renters.
On March 24, Mayor Sidhu, Mayor Pro Tem Steve Faessel, and the City Council passed the Anaheim Eviction Protection Program, which ensures that both commercial and residential renters are able to delay payments of rent up to 120 days without fear of late fees, penalties, or eviction, provided that the renters can supply verifiable documentation to their landlord that the rent delay is due to effects of the coronavirus.
At the urging of Mayor Sidhu and Mayor Pro Tem Faessel, the City Council passed the $15 million Anaheim Economic Recovery Plan on March 26. The plan includes $6 million for rental assistance, programs to address homelessness, and other City services for

residents. It provides $2 million to the Anaheim Community Foundation to give grants to nonprofits that help Anaheim seniors, needy families, and other residents (see Page 3 for an article about the first two rounds of distribution of this money). Another $500,000 goes to promoting a Buy, Shop, and Dine Anaheim program. $6.5 million of Anaheim Convention Center funds are redirected to Visit Anaheim to help the organization sustain its basic operations, so it will able to rapidly resume marketing Anaheim as a convention and tourist destination as soon as regular travel resumes. With this funding, Visit Anaheim has already rebooked two conventions, rescheduled four meetings that had been planning to cancel, and attracted eight new meetings and conventions, which will drive $500 million of economic activity back to Anaheim and $13.9 million in hotel taxes to the City.
In order to incentivize development and business activity in Anaheim, Mayor Sidhu and the Council ordered a 90-day deferral period for hotels and lodging on payment of transient occupancy tax (the hotel bed tax). City staff were also to extend time frames to facilitate developments; deferring, reducing, or waiving fees; implementing electronic plan checks; expediting the plan check and review process; and implementing regulatory relief measures from processes and standards contained in the Municipal Code in order to facilitate ongoing business activities and development activities. Restaurants with on-site alcohol permits are now permitted to sell alcohol as part of to-go food orders.
Anaheim Public Utilities has suspended all shutoffs for nonpayment. In other words, water and power for all residents and businesses will continue uninterrupted even if they are unable to pay their utility bills due to the pandemic.
Recognizing that people are sheltering in place at home, parking enforcement for street sweeping is not being enforced during the pandemic. (However, public safety and health parking regulations will continue to be enforced, such as parking in front of fire hydrants, along red curbs, in disabled parking stalls without a placard, parking in alleys, and in areas with road maintenance.)
“Coronavirus is the challenge of our time,” said Mayor Sidhu. “Our first responders and our entire city is rising to that challenge. But a vital part of any crisis is recovery. This plan will address the needs of those who are suffering now and prepare for us to welcome back visitors when it is safe and responsible to do so.”

Henry and Susan Samueli have announced that all 2,100 of
their part-time staff will be paid through June 30 for all events, even if the events have been rescheduled, postponed, or canceled. This applies to all programs and events at the Honda Center, the San Diego Gulls, JT Schmid’s Restaurant and Brewery, and the nine ice and inline sports facilities.
This continued pay will enable these employees to continue to have a source of income during (and immediately after) the safer-at-home order resulting from the coronavirus pandemic. This will reduce the level of financial uncertainty that these employees and their families will face from the pandemic.
“The Samueli family’s primary concern is the welfare of their employees. [This] is another example of their kindness, generosity and support for the local community,” said Anaheim Arena Management President/CEO Tim Ryan. “As a result of their decision, 2,100 dedicated part-time staff members will have one less immediate concern during this significant health crisis. We join them in wishing everybody good health during this unprecedented time.”
Disney Donates 100,000 N95 Masks, 150,000 Ponchos, and Over 270 Tons of Food
During the safer-at-home order, Disney Parks have made over $3 million worth of in-kind donations, including 100,000 N95 masks, 150,000 rain ponchos, and over 270 tons of food. The masks will play a vital role in protecting doctors, nurses, and other medical personnel. The ponchos will help hospital staff protect their clothing and lengthen the life of personal protective equipment (PPE). The food includes fresh fruit, vegetables, dairy products, and packaged goods. Thanks to the Disney donation, Second Harvest Food Bank of Orange County and OC Food Bank were able to distribute hundreds of pallets of food to pantries and distribution sites across Orange County.
“This is truly an unprecedented time we are living in, but I can’t help but stay optimistic that we will get through this, both as a business and as a community,” said Disneyland Resort President Rebecca Campbell. “I’m also proud to see glimmers of hope throughout the community as businesses, government and
residents come together to inspire one another… While none of us knows exactly how long this will last, I think we know one thing… Orange County will emerge better and stronger than ever before.”
Angels Issue One-Time Payments to Staff for AprilAngels Baseball announced
they have issued $1.2 million in one-time payments to 1,800 gameday employees and contractors at Angel Stadium, exceeding the funding standard set by Major League Baseball for individual teams.
“We understand the important contribution that all ballpark workers play in creating a memorable experience at Angel Stadium and have invested over $1 million to provide financial resources during this unprecedented time,” said Angels spokeswoman Marie Garvey. “Our organization took an inclusive approach and Angels ballpark employees received a one-time distribution in April.”

Anaheim Mayor Harry Sidhu, Mayor Pro Tem Steve Faessel, and the City Council moved quickly to approve the Anaheim Economic Recovery Plan on March 26 (see page 6). They provided funding for a nonprofit grant program (see page 3). They passed an eviction moratorium for both residential and commercial renters while setting a deadline for landlords to be paid back rent. Anaheim is providing housing assistance programs for residents. Restaurant alcohol regulations have been relaxed, and hotel taxes have been deferred. Using State funding, Anaheim will provide housing for the homeless during the pandemic to reduce the spread of the coronavirus.
