On Tuesday, February 7, 2012, Judge Ronald A. Cook was acknowled
for over 25 years of service to the City of Griffin as a municipal court judge
as a juvenile judge.
Judge Cook served from January 1987 until January 2012.
The City would like to thank Judge Cook for his years of service and ass
him that he will be missed.

VISION MISSION VALUES
Welcome back for our second installment of
Financial News from the Department of Administra-
ve Services. In our last segment we touched on theCitys VISION and MISSION statements and how the
city identified Financial Transparency as one initiative
on the journey to excellence in local government. This
week we will touch on the Citys VALUE statements.
VALUES
We believe in honest, open, and democratic
government.
We are dedicated to the highest ideals of honor
and integrity in order to merit the respect, trust, and
confidence of the citizens of Griffin.
We believe our primary responsibility is to those
who live, work, visit, or otherwise come in contact with
our City. We are committed to enhancing the quality
of life by providing exemplary services.
We believe that the employees of the City are
ts most important resource and through them, we will
accomplish our mission and vision. We will support
he employees with dignity, respect, and fairness.
We believe it is important to listen to our citi-zens and be sensitive and responsive to their needs.
We believe that proper planning, training, and
eamwork will fulfill our mission and vision for the fu-
ure of the City of Griffin.
How do these value statements guide the
Citys decisions? We mentioned Financial Transpar-
ency initiative. The first statements focus is on hon-
est and open government. Subsequent statements
ntroduce confidence, commitment, fairness, training,
and responsiveness. From a finance perspective, all
he Citys VALUE statements can be viewed as the
ramework to more open government and a commit-
ment to Financial Transparency. In response, the
City prepares and presents monthly financial reports,
eads and analyses that information, and makes deci-
sions that control how the City spends money.
One financial control the City uses is in the form
of a budget. The City formally adopts an annual bud-
get that estimates the amount of money that comes in
o the Citys accounts and limits the amount of money
the City can set aside for expenses such as re
repairs and maintenance, and vehicles, just to na
a few items.The Citys Board of Commissioners rev
monthly financial reports (including budget) at the
commission meeting each month. Commission m

Griffin Power Salutes
Sergeant Robert Pope
On November 27, 2010, Sgt. Robert Pope a
Groundman with the City of Griffin Electric department
was deployed to Iraq in support of operation New
Dawn. As a tribute to him, Griffin Powers Lines divi-
sion honored Robert with an American Flag that flewull staff in acknowledgement of his service and hopes
of safe return.
On January 5, 2012 Robert arrived home safe-
y after serving his term in Iraq as a Flight Engineer on
Black Hawk helicopters. He was greeted by his wife
Brittany and daughter Rylee Ann Pope. In celebration
of his safe return and service, his fellow workers hon-
ored him with a tribute of replacing the old flag with a
new one. Griffin Power is honored to have Soldiers
and Veterans that not only serve our country but also
our local community.
A phoenix will rise from the ashes...er, kudz
of Central Georgia. The oldest Douglas DC-3 in
istence will return to the skies this month, depar
Griffin, Georgia heading for its new home in Pu
Gorda, Florida .
The aircraft was the sixth DC-3 off the Do
las DST line. It was delivered to American Airline
1936. It served during World War II as a cargo
transport aircraft for the Army Air Corps/Air Force
after the war it returned home to American Airlines
In 1972, after a colorful and varied history,
Bob McSwiggan purchased the DC3 and others
part of Academy Airlines. He operated the DCfrom their new home base in Griffin, Georgia.
Unfortunately, in 1996 it wound up on
ground in Griffin, where it hasnt moved since. It
stood watch over old the grass field at the Gri
Spalding County Airport for many years where
sun, wind, rain, even ice and snow have taken t
toll. Occasionally, DC-3 enthusiasts and histori
have ventured here to Griffin to pay their respe
ask questions and take pictures of the weathered
sitting motionless amongst the waiving grass.
Luckily, this past year Mr. Frank Moss chased the old girl, (formerly known as the Ameri
Airlines Flagship Tennessee). He and his fa
have made numerous trips from their home in Flo
up here to Griffin bringing with them parts, includ
new engines, propellers, cable, wiring and control
faces where they hope to get her in good enough
ing shape so that they may take her to Florida wh
she will undergo a complete restoration.
It will be sad to see her go but an even grea
tragedy would have been to watch as the kudzu evtually claimed her.
