The following is in response to comments received from you on March 24, 2021
regarding the second submittal of the Conditional Use application for this project.
County comments are in italics and our responses follow.
Planning
PLN1: Emergency Access: Vehicles shall be arranged in a neat and orderly manner so
that emergency vehicles, such as fire trucks and ambulances, may be able to access
within one hundred (100) feet of any portion of the property. In addition to this
requirement, all operations shall comply to the requirements of the local fire district.
Please indicate if this requirement is in compliance.
The current site layout is in compliance with these requirements.
PLN2: Fencing: All storage of vehicles and boats shall be within the enclosed structure
or within a compound yard enclosed by an eight (8) foot high solid fence or wall, except
for driveway openings. Fencing shall be made of wood or masonry materials. No fencing
shall be allowed within a required landscape bufferyard. Please provide a detail of the
proposed fence.
A detail for an 8-foot tall wooden fence has been added to the Site Pan.
PLN3: Surface material: All vehicles shall be stored on a hard-surfaced material. The
resubmittal application has indicated that the entire parking area will be paved with
recycled asphalt.
Yes, the entire parking area will be surfaced with recycled asphalt.
PLN4: Wastewater Dumping Station: All facilities designated for recreational vehicle
storage shall be required to include a wastewater dumping station. These facilities are
required to be permitted by the Tri-County Health Department. Wastewater Dumping
Station shall be located a minimum of one-hundred (100) feet from any property line.
The applicant has indicated that they are proposing this at a location down the street
from the subject parcel.
Correct. The RV dump station will be located at a property at 120th Avenue & Chambers
Road which is also owned by this developer.
PLN5: Please add the existing single-family home to the site plan, county records
indicate that there are two single family homes on the property and multiple accessory
structures on the property, the site plan should indicate what structures are being
proposed to stay on the site.
The existing single-family home and other structures are now shown on the site plan.
PLN6: Bufferyard C is depicted along the northwest side along I-76, this needs to be one
of the five street frontage landscaping options located in 4-17-07-01.
One of the options will be shown on Landscape documents to be prepared and submitted
for county review after we have achieved approval of the conditional use permit.
PLN7: Section 4-17-07-02 Off-Road Parking Lot Landscaping is required as part of the
Adams County Development Standards Landscaping Requirement. Please revise the
landscape plan to be in conformance with this regulation. Please let me know if you have
any questions.
OFF ROAD PARKING LOT LANDSCAPING to be shown on Landscape documents to
be prepared and submitted for county review after we have achieved approval of the
conditional use permit.
PLN8: 4-13-02-07 Lighting, please acknowledge conformance with each requirement.
Any lighting used to illuminate required off-road parking areas shall be arranged in
conformance with the following:
1. Lights shall be shielded so directly emitted light shall not shine directly onto
surrounding properties;
2. Light shall be arranged so neither direct nor reflect light may create a traffic hazard
and no color light(s) may be used in a manner which would be confused with traffic
control devises;
3. No blinking, flashing, rotating or otherwise animated lights shall be permitted except
temporary holiday lighting displays or safety devices required by federal, state, county or
local regulations;
4. The maximum lighting level shall not exceed one (1.0) foot-candle for parking areas
and twenty (20.0) foot-candle in loading areas and unloading platforms; and
5. Light levels measured twenty (20) feet beyond the property line shall not exceed one-
tenth (0.1)
foot-candle as a direct result of on-site lighting.
Noted. All lighting will comply with these requirements.
PLN9 4-13-02-03 Plantings Protected, please acknowledge conformance with each
requirement. Wheel or bumper guards shall be located so no part of any vehicle extends
beyond the boundary lines of the parking area or comes in contact with walls, fences,
plantings, or any other structures.
Wheel stops will be provided at the front of all parking spaces which are adjacent to
landscaped areas.
PLN10: 4-13-02-08 Signs, please acknowledge conformance with each requirement.
Only signs indicating entrances and exits or designating conditions of use, direction, or
identification shall be maintained within a parking area. Signs indicating entrances,
exits, or conditions of use shall not exceed four (4) square feet in area, nor shall there be
more than one (1) such sign for each entrance or exit.
Signage will be in accordance with these requirements.
Development Engineering
ENG1: Flood Insurance Rate Map – FIRM Panel # (08001C0339H), Federal Emergency
Management Agency, January 20, 2016. According to the above reference, the project
site is NOT located within a delineated 100-year flood hazard zone; A floodplain use
permit will not be required.
Noted.
ENG2: The project site is not located in a NRCO district. An environmental assessment is
not required.

ENG3; The project site is within the County's MS4 Stormwater Permit area. The
applicant shall be responsible to ensure compliance with all Federal, State, and Local
water quality construction requirements. The proposed disturbed area will exceed 1 acre
therefore, the applicant shall be responsible to prepare the SWMP plan using the Adams
County ESC Template, and obtain both a County SWQ Permit and State Permit COR-
040000 before any construction permits are issued.

ENG4; Applicant is proposing to install over 3,000 square feet of impervious area on the
project site. A final drainage report and drainage plans signed and stamped by a
professional engineer registered in the State of Colorado shall be completed in
accordance to Chapter 9 of the Adams County Development Standards and Regulations.
These plans shall be submitted to Adams County for review and final approval.
Noted. A final drainage report and civil construction documents will be prepared and
submitted for county review after we have achieved approval of the conditional use
permit.
ENG5; The developer is required to construct roadway improvements adjacent to the
proposed site. The design plans for the roadway improvements and site improvements
must be completed and submitted to Adams County for review and approval. The
Engineering Review Application can be found at the Adams County Website and on the
Epermitcenter webpage.
Noted. Civil construction documents will be prepared and submitted for county review
after we have achieved approval of the conditional use permit.
ENG6; No construction permits will be issued until the design of the site and public
improvements have been reviewed and approved by Adams County.

ENG7: Applicant must submit legal descriptions, exhibits, and easement documents for
any proposed easements on the site. These documents must be reviewed and approved by
Development Engineering and recorded at the Clerk and Recorders Office. The record
number along with the book and page number must be shown on the approved site plan.
