THE STRATEGY• May 2017 federal budget announcement signalled a start to investing Council
resources towards Inland Rail
• We needed to understand the rail industry far better than we did at that point • Rail Planning Services – Glenn Dewberry • 101 Rail construction • Opportunity assessment based on location and project features • Industry Introductions and recommendation to join PWI

whether they warrant or require further investigation, or the need for a feasibility assessment.

SAND PRE FEASABILITY
The report estimates the volumetric sand resource available for excavation in the Castlereagh River channel with a volumetric range of sand between 425,000 m3 to 680,000 m3 (or 680,000 t and 1,700,000 t).
Using construction sand industry pricing information, the value of the resource is estimated to be between $12.9M and $19.0M with vegetation constraints observed, and $32.3M and $47.6M when the permissible access area is determined by observable extent of sand in the river channel.
A preliminary capital expenditure project budget was developed and totals $15.16M, which exceeds the lower end sand revenue estimate of $12.9M.
Council commissioned a prefeasibility study into extracting sand from the Castlereagh River In Gilgandra for use in concrete precasting and general construction activities related to major projects in the region. The project would feature a community development aspect where a semi permanent water body and recreational assets would be developed as part of the extraction operation

To scale 200 person work camp located on a greenfield residential subdivision on the edge of Gilgandra
All services in the ground right now and only roads need to be constructed
Saving of $80 per person per day to be in a work camp that is connected to town services
WORKERS ACCOMODATION One hour reach from Gilgandra using existing public road network
Worker accommodation location based on sub 45 minute travel time and factoring in natural barriers – Pilliga for example will cut down the distance that can be travelled sub 45 minutes

You guessed it – Skill shortages in every field where you already have skill shortages in every place you try and work.
SKILLED LOCAL WORKERS Farm Worker Training Program In September Council will facilitate training for approximately 15 people currently employed on farms or self employed farmers.
Focus on getting experienced operators with no certifications, accredited to be able to work on civil construction job sites.
Will look at rail accreditations as a second phase
