Purpose of PTA To promote the welfare of children and youth in the home, the school, community and
place of worship;
To raise the standard of home life;
To secure adequate laws for the care and protection of children and youth;
To bring into a closer relationship the home and the school, that parents and teachers
may cooperate intelligently in the education of children and youth; and
To develop between educators and the general public such united efforts as will secure
for all children and youth the highest advantages in physical, mental, social and
spiritual education.
The Mission of PTA To make every child’s potential a reality by engaging and empowering families and
communities to advocate for all children.
PTA’s National Standards for Family-School Partnerships
Standard 1: Welcoming all families into the school community. Families are active
participants in the life of the school, and feel welcomed, valued, and connected to each
other, to school staff, and to what students are learning and doing in class.
Standard 2: Communicating effectively. Families and school staff engage in regular,
meaningful communication about student learning.
Standard 3: Supporting student success. Families and school staff continuously
collaborate to support students’ learning and healthy development both at home and at
school, and have regular opportunities to strengthen their knowledge and skills to do so
effectively.
Standard 4: Speaking up for every child. Families are empowered to be advocates for
their own and other children, to ensure that students are treated fairly and have access
to learning opportunities that will support their success.
Standard 5: Sharing power. Families and school staff are equal partners in decisions
that affect children and families and together inform, influence, and create policies,
practices, and programs.
Standard 6: Collaborating with community. Families and school staff collaborate with
community members to connect students, families, and staff to expanded learning
opportunities, community services, and civic participation.
Dear PTA and School Leaders,
As the incoming president of the Little Rock Parent Teacher
Association for 2014-2016, I express my appreciation to you for
being dedicated, interested, and willing to serve the students and
faculty at your school. By your working with PTA, we, together, can
insure great progress for our children. The PTA has as its priority
the role of serving as advocates for all children. With your
cooperation, our mission can be accomplished.
The Little Rock PTA Council supports each PTA unit within the Little Rock School District. The LR
PTA Council makes every effort to sustain a close relationship with each LRSD PTA by requesting
each unit’s leaders to: 1) attend monthly Council meetings and officer training sessions, 2)
select one its members to serve as a Council representative, 3) conduct annual membership
campaigns at their school, and 4) pay annual dues, which support Council programs, projects,
and annual awards. Council Board Members will serve as mentors to local units and will
provide assistance with the development of your PTA. Feel free to contact your mentor
regarding any question of assistance you need.
Council luncheon meetings are held on the second Tuesday of each month during the school
year (unless otherwise stated). We encourage you to attend these luncheon meetings. Lunch
is served at 11:00 a.m. and the business portion of the meeting will begin at 11:30 a.m. We
request that each school send three representatives to the monthly meetings: the principal,
the unit president, and the Council representative or their alternates. However, anyone is
invited to attend. The meetings will provide helpful information and resources about PTA,
district educational and student support programs, testing and graduation requirements,
parent involvement and community outreach and much more. In addition, these luncheon
meetings provide wonderful opportunities for networking and exchanging of ideas with other
PTA representatives, LR school board members, and LRSD personnel. Please refer to the
meeting dates listed in the handbook, in the 2014-2015 calendars, and in the Council
newsletter.
As we continue to move forward together this year, I anticipate positive achievements.
Respectfully yours,
Greta Freeman LR PTA Council President

Parent Facilitators & Title I Parent Coordinators
2014-2015
Arkansas Act 307 of 2007 encourages public schools to develop parental Involvement plans
that facilitate better communication, support for parenting skills, Integration of parents into
student learning, volunteering, and collaboration between schools and community; and for other
purposes. The Parent Facilitator is a certified position required by Arkansas Act 603/307 of
2007. The Act specifies the following:
The principal of each school in a district shall designate one (1) certified staff member who is
willing to serve as a parent facilitator to:
o help organize meaningful training for staff and parents;
o promote and encourage a welcoming atmosphere to foster parental involvement in the
school; and
o undertake efforts to ensure that parental participation is recognized as an asset to the
school.
The certified staff member serving as a parental facilitator shall receive supplemental pay for
the assigned duties as required by law. A full version of this law may be accessed on the AR
Department of Education website, http://www.arkansased.org/programs/acsip/acts.html.
All LRSD schools have an assigned Parent Facilitator with the responsibilities to meet the
requirements of this Act.
A LRSD Title I Parent Coordinator is a non-certified position and is hired by the School Principal
to support all parent involvement activities in the building by providing one-on-one collaboration
with parents, providing parenting workshops, collaborating with the community for the support of
the students and parents, maintaining the Parent Center and any other parent involvement
related activity.
All LRSD schools are members the John Hopkins University, National Network of Partnership
Schools (NNPS). School cluster teams have been formed in three areas of the LRSD school
zone to maximize parent and community engagements. Teams will utilize the six types of
involvement: Parenting, Communicating, volunteering, Learning at Home, Decision-Making, and
Collaborating with the Community. The LRSD NNPS School Cluster Teams are:
Central-East School Cluster Team
Southwest Little Rock School Cluster Team
West Little Rock School Cluster Team

Past Presidents
The original parent organization of the Little Rock Council of Parents and Teachers was known as
S.I.A. (School Improvement Association). Mrs. Paul C. Lange was president of the affiliated S.I.A. at
the time of the transition to Parent Teacher Association in 1924. Mrs. C.H. Thorpe was then elected
president of the Little Rock PTA Council and at the same time served as 1st vice-president of the
Arkansas Congress of the PTA.
In 1928, a united group with Mrs. Addie M. Singfield, Mrs. C.H. Thorpe and Mrs. John P. Almand, met
with a group of Negro parents and teachers to organize a council of Negro Parents and Teachers
Association. Mrs. Singfield served as president for three months; at the same time she was

The Importance of Being a PIG – PTA In Good standing
Arkansas PTA is making special efforts to ensure that every PTA in Arkansas understands the importance of being a “PTA in Good Standing”. “BEAPIG” is an acronym for the six components of maintaining the good standing status of a local unit PTA.
B Bylaws; PTA bylaws must be current and on file with the State PTA Office. Bylaws are
required to be renewed every three (3) years on December 1st.
E Elected Officers Form; PTAs must keep a list of current PTA officers on file with the State
PTA Office. The form should be submitted by June 1st.
A Audit Form; PTAs must prepare an Audit Report and submit it for review with the State PTA
Office.
P Paid Membership Dues; PTAs must have submitted all State/National PTA dues with the State
PTA Office.
I Insurance; PTAs must purchase bond insurance with a policy date of November 1st. If a PTA
uses AIM, AIM will provide a list of insured PTAs to the State PTA Office.
G Government Agency Reporting; PTAs must file a Form 990-N (ePostcard) or Form 990-EZ
with the IRS and submit a copy of filing with the State PTA Office.
What Is A Council?
A Council is a group of local PTA units organized under the authority of Arkansas PTA for the
purpose of conferences, leadership training, and coordination of the efforts of such local PTA
units. Beyond that definition, a Council is the first line of defense, support, and assistance to the
local associations within its jurisdiction.
The purposes of a Council are to:
a. Unify and strengthen local PTAs comprising the Council;
b. Provide for the conference and cooperation of the local PTAs in the Council membership in
order to create a public opinion favorable to the interests of children, to encourage
programs and projects in the various PTA units which will carry out the Mission and
Purposes of PTA, and to assist in the formation of new PTAs according to the plan of
Arkansas PTA; and
c. Promote the interests of National and Arkansas PTA.
d. Inform units about requirements for being a unit in good standing (BE A PIG) and assist
units with completing steps as needed.
The Council holds a strategic position in training and therefore in the structure of the PTA. In
addition to the value as a liaison between the local association and the state, the Council helps
establish attitudes, develop leadership and gives members help and encouragement as they
broaden their horizons of service.
It is the Council's privilege and responsibility to help local units to function competently by giving
their leaders suggestions on procedure, to unite in common projects, and to cooperate along
definite lines of work for the improvement of conditions affecting the quality of life of children and
youth.
Through its meetings, a Council enables local unit officers, chairmen and members to:
1. Receive helpful training for their specific responsibilities.
2. Compare methods of work.
3. Learn and apply PTA policies.
4. Learn and use the best procedure in conducting meetings, in analyzing needs and
planning effective action programs, and in evaluating what they do.
5. Learn and practice sound procedures in problem solving.
6. Learn and practice effective leadership techniques.
7. Keep informed on educational developments and trends, on recent research in child
guidance and development, and on legislation effecting children.
8. Keep informed about Arkansas PTA and National Congress programs and publications and
learn how to utilize both of these.
9. Discover more effective ways to promote the use of OUR CHILDREN magazine.
10. Keep informed of the needs and programs in the schools and help interpret those needs
and appropriate programs to the community.
11. Keep informed on other community needs and programs for children and youth and
provide a medium through which local units can unite their efforts of unmet needs.
Relationships of Councils
Arkansas PTA and National PTA
1. Arkansas PTA and National PTA support the Councils by providing publications, workshops
and State representatives to help each Council strengthen its member units.
2. Councils:
Alert Arkansas PTA when new schools are being built or when parent-school group shows
interest in PTA
Are the catalyst that can make people aware of the need for action through the
united strength of local PTA
Build local unit and public support for Arkansas PTA and National PTA legislative action
Bring into focus the total Arkansas PTA and National programs for local units use in
close and friendly circumstances that no other level of the PTA can achieve
To Local Units
The relationship of a Council to its member units may be summarized as follows:
Inform, instruct, and inspire local units
Are responsive to local unit needs
Unify PTA activities in a community or a school district or area with the consent of its
member units

Through a Council the local units act together on projects that a single PTA could not
accomplish alone
A local unit makes its own decision about participation in a Council project
Conduct routine business
With due authorization by the individual units, may carry out their wishes in matters of
common interest within Council boundaries
Councils do not:
Dictate to the local units
Legislate for the local units
- set up rules for local units
- take action involving member units without their consent
Duplicate the work or the programs of the local units
Take leadership away from local units or compete with them
Compel local units to enter into Council projects

the local unit and the Council. The Council representative shall also serve as the Ambassador for
that unit. Council representatives can be Unit Presidents, Vice Presidents, Principals, Immediate
Past Presidents, and other members of the unit as stipulated in the local unit Bylaws.
