A proposed new tran-sit route that will link the Lake’s subdivision in Lake Country with the district’s town centre will be a positive thing for businesses in the com-munity.
� at word from Lake Country econom-ic development manager Ryan Roycroft, who says the route, set to open in
late August, will help keep people in the com-munity and allow them to spend money in Lake Country as opposed to heading out of town.
“I think general-ly anything that im-proves mobility around the community is go-ing to be good for busi-ness development,” said Roycroft. “It gives po-tential business owners the assurance that there
is going to be poten-tial customer tra� c and helps them get sta� into the area without taking up parking spots.”
B.C. Transit o� cials will be in Lake Country this week to talk about the proposed new transit route linking the Lake’s subdivision with the Lake Country town cen-tre. � e route will trav-el from the Lake’s all the way along Bottom Wood
Lake Road and into the town centre area before looping back.
Roycroft says the Lake’s is home to many young families and pro-viding transit to those folks is a positive for the community.

Once a nightmare for emergency crews in Lake Country, the old Highway 97 along Wood Lake—Pelme-wash Parkway—has now become the fastest route for emergency vehicles needing to travel quick-ly between Win� eld and Oyama.
As the traveling pub-lic � ies through Lake Country on the new Highway 97, the con-struction of the new highway has freed up Pelmewash Parkway for a quick route between Win� eld and Oyama.
“With the new high-way, it’s really good for the commuting pubic,” said Lake Country dep-uty � re chief Brent Pen-ner. “But the old highway is actually fairly good for emergency response. It’s cutting down our re-sponse times.”
One recent incident
put the spotlight on the emergency response be-tween Win� eld an Oyama. Late last month Lake Country � re� ght-ers were gathered in Win� eld for training when they were called to a incident in Oyama as a man had fallen into Wood Lake at the north end of the lake between it and Kalamalka Lakes.
� e � re truck went full code 3—lights and sirens—and used Pelme-wash Parkway, a relative-ly quiet stretch of road since the switch to the new highway.
“With the new high-way you actually have to go past Oyama before turning back,” said Pen-ner. “Now there are very few people on Pelme-wash. � ose people can see you and there is a lot of time to get around them as opposed to a whole highway of tra� c.”

highway used to be a nightmare for emergency crews having to respond as the volume of tra� c on the two-lane stretch made it very slow, espe-cially if the accident were on the old highway.
“All that tra� c that used to be on the high-way, no one had any
room to pull over for you,” he said. “It wasn’t a very safe scenario. With the two roads it’s way better. If we need to get to Oyama Road, our re-sponse times are down quite a bit.”
In the incident in late April, crews made it quickly to the man in
Wood Lake and were able to continue CPR before paramedics ar-rived on scene and trans-ported the man to hos-pital.
Previously the avail-ability of both the old and new highway also came into play when the new Highway was closed
for a short time due to a potential landslide. Crews at that time were able to easily re-route tra� c onto Pelmewash and avoid having to send tra� c through Oyama and around Wood Lake as they were forced to do in the past. [email protected]

Police are search-ing for a suspect after a 28-year-old Lake Coun-try man was sent to hos-pital last Monday mor-ning following a two vehicle hit and run crash.
On Monday April 28, 2014 at 7:41 a.m., a two-vehicle collision occurred near the intersection of Highway 97 and Sex-smith Road. A red four-door In� niti passen-ger car had entered into the southbound lanes of Highway 97 when it was struck from behind by a Ford Ranger pick-up truck.
� e passenger car then veered to the right and collided with the rear of a � at deck trailer parked along the side of the highway, causing sig-ni� cant front end dam-age.
� e driver of the pick-up truck failed to remain at the scene of the crash.
� e driver of the In-ifniti sustained non-life threatening injuries as a result of the collision and
was transported by BC Ambulance Service to Kelowna General Hos-pital for treatment.
Police are seeking the public’s assistance in identifying the suspect vehicle and it’s driver.

High on the slopes of a Hawaiian moun-tain, Ross Lockwood is in the midst of a Martian adventure, taking place some time in the not-so-distant future.
� at may sound like something pulled from the opening pages of a low budget sci-� � ick, but the Lake Coun-try man is actually part of an experiment aimed at developing an under-standing of what’s need-ed for life on Mars. For the last month Lock-wood, 27, has been part of a select crew of scien-tists participating in a NASA funded simulated mission to Mars. In an 11-metre diameter dome built in a rock quarry on the slopes of Mau-na Loa, the space agency will collect the informa-tion needed to develop psychological guidelines that will one day be used to select astronauts ca-pable of making a real trip to the red planet.
And while the space
agency gets its intel, Lockwood, who is do-ing his doctorate in con-densed matter physics at the University of Alberta, continues with his own research and gets a pretty good impression of life in the far � ung reaches of the universe.
“Other than the ob-vious things that we can’t simulate, like gravity, or the things that would be too expensive to simu-late, like a pressur-ized habitat, the Hawaii Space Exploration and Analog Simulation mis-sion (HI-SEAS) real-ly is a high-� delity Mars simulation,” Lockwood explained.
“We generate our own power from a solar ar-ray, we manage our water down to the millilitre, and we are only eating foods that would be con-sidered self-stable.”
� e meals they eat are composed from de-hydrated meats, fruits and vegetables, which al-lows for some versatility and creativity.
“� e dehydrated
chicken that we have is very dry and bland, but because we have pow-dered milk, spices, and pasta, I was able to cre-ate a delicious chick-en carbonara using only ingredients we have on hand,” he said, in an email correspondence.
“I may have cheated a little by adding some de-hydrated bacon…I’ve al-ways experimented with
food back home, but now my life depends on it.”
Another top accom-plishment in his culinary arsenal is paprika-lime popcorn seasoning while, on the � ip side, Nutel-la-cheese wraps were panned.
Beyond su� ering taste-buds, Lockwood and his � ve fellow scien-tists are also feeling what
it would be like to deal with the inconveniences of space travel.
For example, they’re simulating the speed-of-light delay between Earth and Mars at their greatest distance.
� at means some long waits when he’s brows-ing the web or sending emails.
“If I browse a website, I actually have to wait
40 minutes for the web-site to load. Of course, since we are simulating a Mars mission in 2025, there are a lot of neat tricks that allow us to by-pass the 40 minute de-lay,” he said, pointing out that computers may be able to anticipate inter-ests and download news before the user opens the computer, so it’s ready and waiting.
“It’s fun working with systems that might ac-tually be used on a future mission to Mars.
Lockwood and his team are all assigned various tasks within the dome from Mission Control, the way you’d expect a real crew on Mars would have.
“� is week we are try-ing to estimate the vol-ume of the hillside that our dome sits on using only the tools that we have on hand.
“All in all, it makes for a di� cult time develop-ing a routine.”
Other assigned tasks have included growing plants, weighing how
much trash the team generated and, his on-going task of � guring out the e� cacy of surgical tools created from a 3D printer.
Some days they’re also sent on “spacewalks” that have to be pre-approved by Mission Control.
“Usually a spacewalk takes about two hours, start to � nish, and you can expect to be exhaust-ed for the rest of the day,” he said.

� ere Lockwood ex-plained how a little prob-lem with a water sensor ballooned into some-thing bigger, and the process required to get things back in order.
“(Fixing) the water sensor wire that had broken involved kneel-ing on lava rock while crouching over for al-most an hour with a 20 kilogram spacesuit on my back,” he said.

It’s not often you in-vest $20,000 on a mule.
But the District of Lake Country’s mule isn’t just any old labour-ing beast.
Built by Kawa-saki, Lake Country’s mule is a � re-� ght-ing, troop-carrying, water-packing, trail-er-pulling all terrain emergency vehicle that is being put to good use by the Lake Country Fire Department, one of the only departments in the Okanagan to own its own emergency ATV.
So far this year the mule has helped trans-port � re-� ghters into re-
mote areas to battle grass � res and helped to trans-port two injured ATV riders from hard to ac-cess areas of Lake Coun-try.
� is mule is earning its money.
“Some years we get more use than others but this year we’ve used it for bush � res early in the season where there was some di� cult ac-cess,” said Lake Country � re chief Steve Windsor. “You can transport crews to get them closer to the � re versus the guys hav-ing to walk in and carry water.”
� e mule carries 60 gallons of water on it, can seat four people and
pulls a trailer equipped with a basket stretcher. It was purchased about � ve years ago after Lake Country � re crews had some trouble accessing a camp � re that had got-ten out of control be-hind some gravel pits o� Glenmore Road.
Lake Country mayor James Baker suggested maybe there was a piece of equipment that could help in Lake Coutnry’s remote areas.
Enter the mule.Windsor says there
are plenty of areas in Lake Country that are hard to access with � re engines and command vehicles, area’s perfect for the mule.
“I think there is lots of potential for areas where we would need the ATV,” said Windsor. “� ere are so many trails up on Spion Kop Moun-tain where we can utilize it. � ere is lots of range land on the east side of Lake Country. � ere is lots of areas where we can’t get our four-wheel drive vehicles into that we can get this in.”

ment has rolled out its ambitious
overhaul of the public education system, from kindergarten to graduate school, much to the hor-ror of its left-wing estab-lishment.
� e formal title is B.C.’s Skills For Jobs Blueprint: Re-engin-eering Education and Training. It’s designed to dovetail with the Harp-er regime’s Canada Job Grant that requires em-ployers to co-sponsor training spaces so they will hire the students at the end.
Elementary and mid-dle school curriculum is being revised to increase emphasis on hands-on experience. High school and post-secondary skilled trades programs are getting more money, but it’s going to be shift-ed from under-per-forming programs that don’t lead to jobs.
Premier Christy Clark took another swipe at the bias of B.C.’s system be-fore heading to Malay-
sia, Singapore and Hong Kong on another lique-� ed natural gas sales trip. She noted that 20% of B.C. students, and near-ly half of aboriginal stu-dents, don’t � nish high school.
“Not only are there kids who don’t gradu-ate, there are kids who graduate, go out and get one or two credentials before they � nally � nd their way into a skills training program,” said Clark, who had her own wander through univer-sity campuses before go-ing into politics.
A couple of weeks ago, Simon Fraser Univer-
sity president Andrew Petter downplayed the “relatively small” skilled trades shortage for B.C. industry.
“We should not be engaged in a zero-sum kind of battle for dollars,” Petter protested. � at’s exactly what he and other university execu-tives are looking at, and it will be based on the latest graduate employ-ment data and labour de-mand forecasts.
One of the key archi-tects of this sweeping plan is Jessica McDon-ald, who shook up the public service while serv-ing as Gordon Camp-bell’s deputy minister.
Her report on trades training con� rms what Campbell’s critics in the labour movement have long said: the govern-ment’s 10-year experi-ment with the Industry Training Authority is a rudderless mess.
“Certain partners, particularly organized labour, feel marginal-ized,” McDonald wrote. “Others, particularly em-
ployers and employers’ associations, do not feel heard within the system. Over the recent past, several new directions have been introduced such as de-regulation of trades and modular training that have caused strain because they were not fully inclusive during development, were seen to bene� t single interests, and they impacted the whole system.”
� e ITA board is be-ing replaced, with union representation restored, and advisory councils from industrial employ-ers will update their hir-ing needs.
� e B.C. Federation of Labour and the con-struction unions have all but abandoned the NDP after Adrian Dix’s dis-astrous pitch for urban anti-industry votes last year. B.C. Fed president Jim Sinclair was an ear-ly advocate for rescuing skilled trades from the second-class status they received in a culture � x-ated on university for two generations.
� at culture has cre-ated glaring problems. � ere are too many in-stitutions o� ering the same courses. As with health care, block fund-ing is handed out with-out any serious e� ort to measure the results. For many students, university has become an extension of adolescence, � nding one’s self through phil-osophy or � lm studies.
Employers get their share of blame from Mc-Donald. Not only did they chop up trades training to make it cheaper to obtain, their preferred source of skilled workers has been to poach from other em-ployers who paid to train them.
Skills-based employ-ment data will be made public for students to make career choices. Finally, students coming out of high school will have a way to assess what they can expect after $50,000 or more is spent on higher education.

I’m no fan of Don-ald Rumsfeld, but I think Rumsfeld unintentional-ly scored a bullseye when he ponti� cated: “� ere are known knowns; there are things we know that we know. � ere are known unknowns; that is to say, there are things that we now know we don’t know. But there are also unknown un-

How, in fact, do we know anything?
� ree centuries ago, Bishop George Berke-ley theorized that we can only know things through our physical senses—sight, hearing, touch, taste and smell. � erefore, he reasoned, there is no objective real-ity. Reality exists only in our perceptions.
Dictionary writer Samuel Johnson derid-ed Berkeley’s idealism by launching a mighty kick at a rock. “� us do I re-fute Berkeley,” he is sup-posed to have declared as he hopped around clutching his foot.
And yet there are
times when I know I know some-thing. I know that my mem-ory of a particu-lar event is accur-ate. I know that a word overheard in someone’s conversation has special meaning for me. I know that in an in-sight, all the pieces click into place, like the tum-blers in a combination lock.
And yet I also know that almost everything I know will probably turn out to be wrong. Medi-cine keeps developing new health guidelines that replace previous
guidelines. Quan-tum phys-ics tells me that the chair I sit on isn’t a solid ob-ject but a collection of energy � elds. Math-
ematics may already have proved that two and two isn’t always four.
Once, everyone knew the world was � at, and the centre of the uni-verse. � e Bible was the infallible word of God. � e Earth was created to serve human needs.
� ings change. So do we.
Philosophically, the encyclopedia tells me, I subscribe to something
called “fallibilism”. It as-sumes that we could be wrong about what we know and/or believe, even if current evidence justi� es us in holding those convictions.
It doesn’t mean aban-doning the knowledge we have. Or believ-ing, like Bishop Berke-ley, that we can never know anything beyond our own senses. Or even denying the value of pur-suing truth or mean-ing, because whatever we learn will be superseded anyway.
It certainly doesn’t mean that there are no truths.
It simply means being open to new evidence that might cause us to change our minds.

This is the second of two col-umns addressing
what I see as the great-est threat to the B.C. en-vironment in our life-time.
� e Alberta oil indus-try’s Northern Gateway plan is to export bitumen to Asia via tankers from the B.C. coast. Under no circumstances should we allow that to happen. A bitumen spill at sea could destroy our coast-line, together with the � sh and wildlife that de-pend on it, for hundreds of years.
My � rst column (Lake
Country Calendar, April 30) discussed the light oil spill by the Exxon Valdez and the terrible toll it took on the Alas-kan habitat and � shery. It also gave proof that a
bitumen spill would be far worse. A bitumen spill would be almost completely unrecover-able because it would sink and stay on the bot-tom of our seabed. � e solution that is best for Canada is to build a re-� nery in Kitimat. I am promoting and backing this solution. It will con-vert the bitumen to very light fuels that would � oat and evaporate if ever spilled. � ere are other enormous bene� ts:
• � ere will be a ma-jor reduction in green-house gases. We will use new cutting-edge Can-
adian technology in our re� nery. It will be so clean that, in combin-ation with oilsands ex-traction, there will be less CO2 than in the huge conventional oil� elds and re� neries of Iraq and Nigeria. In other words the Kitimat re� nery will neutralize the extra greenhouse gases gen-erated in Canada’s oil-sands. � is re� nery will be built in Asia if not in Kitimat, and if so it will emit double the CO2 of our new design. � is is the reason that Andrew Weaver of the BC Green Party is in favour of a
Canadian re� nery.• An Asian re� nery
will also generate 100 train cars a day of very dirty coke (much foul-er than B.C. coal) which will be subsequently burnt in the atmosphere to create power. � e Kitimat re� nery will not result in the production of any coke. As we all live on one planet, it is far better for the global en-vironment to build this re� nery in Canada.
• Construction of the re� nery will create 6,000 jobs in B.C. for � ve years. Operations at the re� n-ery will result in more
permanent jobs than any project has ever cre-ated in B.C. with ap-proximately 3,000 direct jobs. � ese will be high-ly paid permanent jobs. � ese jobs will be avail-able for the life of the re-� nery which should be in excess of 50 years. In addition there will be thousands of other jobs created in spino� local petrochemical compan-ies and in indirect em-ployment throughout the province.
• � e Canadian and provincial governments, local regional districts and municipalities, and
many First Nations, will share in billions of new tax dollars each year.
Unfortunately our Canadian oil compan-ies are not interested in building a new major re-� nery. � ey are focused on extraction which is more pro� table than re-� ning. One of them challenged me to spear-head the re� nery myself, so I am doing that. We have a solid business plan and as a consequence Chinese banks and other institutions are prepared to lend us most of the

funds required to build the greenest and most e� cient re� nery in the world. We are currently moving ahead with en-gineering design and en-vironmental work.
We will also build a safe pipeline from Al-berta to the re� nery, with the active partici-pation of First Nations. Modern pipelines can be built and operated safe-ly. Leak data is available for everyone to see on Canadian and US gov-ernment websites and it proves recently con-structed pipelines are not leaking. Furthermore, some of the best pipe-lining companies in the world are based in Can-ada.
In addition, we will build a � eet of new tank-ers, powered by LNG rather than Bunker C oil, to transport the re� ned products to Asia. � is way we know the tankers will be state-of-the-art and as safe as possible.
� e � eet will be owned by a company based in B.C. so it cannot shirk its legal liability if there ever is a spill at sea.
Let me be up front about my biases. I am for creating thousands of good permanent jobs in B.C. I am for creating billions of new tax dol-lars for government cof-fers. I am for reducing the planet’s greenhouse gas emissions. I am for building an oil pipe-line that will never leak. I am for building a mod-ern tanker � eet that car-ries only re� ned fuels that � oat and evapor-ate if spilled. I am against shipping bitumen in tankers.
If you agree that we should not put bitumen in tankers please contact your local MP and say so. � e Canadian govern-ment makes a decision on Northern Gateway next month.

Quality Improvement grant to support the Vernon Creek Water-shed/Beaver Lake Road
Drainage Assessment project.
“� e work was iden-ti� ed as a necessary risk
management action,” said Lake Country may-

volves investigating the drainage of culverts and
ditches along Beaver Lake Road and connec-tions between sediment
sources on Vernon Creek
that may be in� uencing
terrain stability.”A 2010 source water
assessment of the Ver-non Creek watershed looked at drinking water
health hazards and vul-nerabilities. Slope fail-ures and landslides up-stream of Lake Coun-
try’s water intake on Vernon Creek posed a high risk to water quality
and infrastructure. Of the risk manage-
ment actions that were proposed in 2010 for the
Vernon Creek water-shed, the only remaining
high priority district-led
action to be complet-ed is the project that is currently being fund-ed through this grant to
identify areas along Bea-
ver Lake Road. At issue
are areas where down-slope terrain instabil-ity may potentially be linked with road drain-age issues. � e results of
this work will provide clear direction to the dis-
trict and stakeholders on
how best to mitigate the
potential risks.Information will be
collected using GPS technology along with a photo log to gather spatially accurate pic-tures of drainage features
and potential sediment sources.
“� e overall purpose of the project is to im-prove drinking water quality,” said Michael Mercer, District of Lake
Country director of en-gineering and operations.
“� e District is very proactive in taking action on water conserv-
ation and water qual-ity improvements for our
community. We have a full-time water qual-
ity technician and adhere
to a strict water quality monitoring program.
“Additionally,” Mec-der said, “Lake Country’s
Water Master Plan ap-proved in 2012 was de-veloped to provide dir-ection on work to be undertaken to meet de-� ned provincial object-ives and health require-ments for drinking water.
We are very pleased with
the progress made thus far.”

On May 9, Can-adians across the country will
commemorate our mil-itary’s mission in Af-ghanistan with a Nation-al Day of Honour.
� e National Day of Honour was decreed by Royal Proclamation as Canada welcomed home the last 84 members of the Canadian Armed Forces who were serving in Afghanistan.
� e prime minister made the declaration on March 18, 2014.
� e National Day of Honour will give all Canadians the oppor-tunity to salute the fallen, honour currently serving members and veterans, celebrate the strength of Canada’s remarkable military families, and give tribute to all who participated in Canada’s 12-year mission in Af-ghanistan.
Our community has always shown great sup-port for our troops and their families, especially our own BC Dragoons who were deployed to Afghanistan.
I hope you will join us May 9 at the Kelow-na International Air-port, 10 a.m., to honour our soldiers and share a two-minute Moment of Silence with Canadians across the country.
� e Moment of Si-lence will follow the Na-tional Day of Honour Parade in Ottawa, where a single gunshot will sig-nal two minutes of na-tional silence at 1:30 p.m. EDT to re� ect upon the sacri� ces made during the mission.
Men and women from various units that served in Afghanistan and veterans and civilians that have defended free-dom around the world will participate in the National Day of Honour Parade.
A large number of
youth are also attending and engaging in this im-portant day.

� e team is carrying the last Canadian � ag � own in Afghanistan in a specially-built baton to Parliament Hill, which will be passed to the last task force command-er who will present it to the chief of defence sta� , who will then present the baton to the prime minister.
Canadians and visitors will be able to take a closer look at the baton this fall when it will be placed in the Hall of Honour in the Cen-tre Block on Parliament Hill.

morial Vigil will be on display in the Hall of Honour on May 9 before it travels across Canada and to Washington, DC.
� e Memorial Vigil contains 190 plaques representing 201 fallen who served under Can-adian command which were formerly part of the Kandahar Air Field cenotaph.
Canadians are being encouraged to post their own personal message of appreciation for the troops on the Nation-al Day of Honour web-site at www.app.forces.gc.ca/ndoh-jndc/nation-al-day-of-honour.html.
Since October 2001, more than 40,000 Can-adian Armed Forces members were deployed to Afghanistan to work with Allies and the Af-ghan government to pro-
mote security, develop-ment, including educa-tion and infrastructure, and good governance so that Afghans could build a viable, stable, secure country.
� ose who served in Afghanistan did so with distinction and honour and the National Day of Honour is our way of recognizing their sacri-� ce.
For the rest of us it is our abiding duty to re-member what they did and why.
As the prime minister noted, we owe them and their families a debt of gratitude that can never be repaid.
� e proclamation introduced by the prime minister on March 17, 2014, reads as follows:
“Whereas Can-adians, both at home and abroad, have honourably, courageously and loyal-ly served Canada by par-ticipating in the Afghan-istan mission from 2001 to 2014;
“Whereas March 31, 2014 marks the end of the Canadian military mission in Afghanistan;

“Needless to say, even soaked in sweat and with a sore back, there is nothing like the feeling of accomplishing some-thing that will bring a smile right back to my face.”
When put in a work context, it’s clear that Lockwood is on an amazing adventure.
It’s the type of pro-ject that many spend their life striving to con-tribute to. In fact, he beat out several hundred can-didates for the project hosted by the University of Hawaii.
But, there are some things that take a certain amount of fortitude that doesn’t show up in one’s GPA or resume. Imagine living in an environment
absent of the sounds and textures that make up everyday life.
“Up here on the side of Mauna Loa we feel extremely isolated. It’s not just isolation from civilization though, we are also very isolated from nature,” he said.
“On a spacewalk, we can expect to see a twig or a lichen clinging to life between the cracks of
lava rock, but there’s nary the sound of a bird or a mouse for miles.
“It’s eerily quiet at night with all the habitat systems in their night-time modes, and the only thing that reminds us that we are actually still on Earth is the occa-sional rainstorm that ac-companies the winds. It’s vastly di� erent than the quiet you experience on a camping trip, up here there isn’t so much as a cricket. Luckily I brought along some re-cordings of the sounds of nature, which will get me through the four months we are here.”
His fellow scientists, with whom he shares so many traits, are also a big part of what’s making the adventure enjoyable.
“� e crew here is real-ly making it a fun experi-ence though, so as much as we are assigned work to do, it’s all things that we’ve grown up dream-ing about doing anyway,” he said.
� ose dreams were born in Lake Country, where he spent his child-hood, Kelowna, where he went to high school, graduating from KSS in 2004, and at the bot-tom of Okanagan Lake, where he and his sis-ter vied to see who could hold their breath the longest.
“My family paid close attention to my school-work, and worked with me to teach me things outside of the regular
curriculum,” he wrote.“I also had some very
talented teachers that recognized my interests and worked to challenge me. I have been lucky that my teachers have al-ways encouraged me.
“I recall quite vivid-ly in Grade 7 teaching groups of Grade 2 stu-dents about phase transi-tions in water, from solid to liquid to gas.”
When he broke his wrist and collarbone in Grade 9, he had to miss
classes, but a teacher gave class credit for a tiny electronic robot creation.
In Grade 11, he founded an engineering club that built a T-shirt cannon for the school’s sporting events.
“� at outside encour-agement helped me de-velop a healthy pas-sion for a broad range of topics, something that led me to where I am to-day,” he said.
And, while he didn’t picture the Mars simu-lated trip exactly, he knew something big awaited him.
“I guess what I’m try-ing to say is that we never envisioned doing any other kind of work. Our entire family has al-ways been explorers, and this is just another step along that path.”

The question may better be asked by saying; at what point of the cycle is the Real Estate market right now in Lake Country. There are Three phases to a typical Real Estate cycle the BOOM, SLUMP, RECOVERY. The BOOM is a feeding frenzy of buyers thinking there will be no end to rising prices or the number
of new home starts (2002-2008). The SLUMP (2008……) a time when it took weeks, months or even years to sell properties. Prices fell during this time as an adjustment from the frenzy of the Boom. Vacancy rates began to raise again, people lost home due to forecloses, and Financing became more dif� cult with CMHC and the Banks creating new rules and stricter parameters for mortgages. Doom & Gloom set in and many people SOLD their homes for less than what they had purchased for during the Boom time. The next position of the cycle is RECOVERY, typically a shorter period than the Boom & Slump. Properties begin to sell quicker sometimes a seller will have multiple offers or a Sale within days of the new listing being posted. During this time vacancy rates drop begin to drop again pushing renters to consider buying. Recovery is generally characterized by a limited supply of homes for Sale and a slow and steady rise in Prices. In the Last 90 Days in Lake Country 81 properties have SOLD. During the same time Last year only 35 Properties SOLD. 2012 we had 364 properties listed on the MLS market, in 2013 there was 327. Currently there are 310 Listings (excluding Modular homes). The increased activity in Sales and shrinking supply of homes for sale weighs in on supply and demand, demand always drives price increases. For the Bank of Canada, Kelowna was right on the money when it came to picking one of fi ve Canadian cities to an-nounce the introduction of the country’s new polymer $20 note.
After introducing new polymer $100 and $50 bills in Vancouver and Victoria respectively last winter and in the spring, the bank chose Kelowna to unveil the new version of the country’s most popu-lar bank note Wed-nesday.
The announce-ment was made simultaneously with similar announce-ments in Calgary, Ot-tawa, Montreal and on Prince Edward Island, said Bank of Canada offi cials.
The new $20 bill, the latest to be remade using polymer, a smooth, durable fi lm, features the same high-tech security fea-tures included on the $50 and $100 notes.
They include metallic holographic portraits of the Queen and the Peace Tow-er in Ottawa, a large clear window, special numbering and bor-ders, raised ink sec-tions and a frosted maple leaf window.
All the features are visible on both sides of the bill.
While the bill remains predominant-ly green in colour, it also features an up-dated portrait of the Queen on the front.
The back, however features a pic-ture of the Canadian National Vimy Me-
morial in France, symbolic of the bill’s theme of contribution and sacrifi ce by Canadians in confl icts throughout hist-ory.
The memorial marks the Battle of Vimy Ridge during the First World War, in which Canadian troops played a sig-nifi cant role.
Vimy Ridge was taken by Canadian soldiers in 1917 at a cost of 3,600 lives and 7,000 wounded,
Lt.-Col. Nigel Whittaker, command-er of the Kelonwa-based B.C. Dragoons,
spoke at the introduc-tion of the $20 note during Wednesday’s news conference at the Brig. Angle Ar-moury in Kelowna.
He called the Bat-tle of Vimy Ridge a pivotal moment in Canadian history.
And he said he was pleased to see the sacrifi ce of Can-adians in uniform recognized on the country’s money
“It’s wonderful that men and women of Canada’s mil-itary are being rec-ognized,” said Whit-taker.
“It’s fi tting that they are being re-membered on bank notes of a country that strives to be a force for good in the world.”
Trevor Frers, the Bank of Canada’s senior regional representative for curren-cy in B.C. and the Yukon, said the new polymer bills will last more than 2 1/2 times longer than existing paper bills.

The West Kelowna teenager currently on trial for murder will fi nally tell her version of the events that left one of her peers dead, and turned a quiet Peachland street into a chaotic crime scene.
The 18-year-old, whose name is under a publication ban, is alleged to have stabbed Ashlee Hyatt, 16, in her neck after an argument at a June 2, 2010, party.
It’s a story that Crown counsel Murray Kaay as-sembled a number of witnesses to tell from varying an-gles, but defence lawyer Ingrid Friesen pointed out Fri-day that none of those viewpoints added up to a com-plete picture.
“You as a jury will be the fi rst to hear her side of the story—she wants very much to tell it,” Friesen told a B.C. Supreme Court jury Friday. “She’s been waiting two years to tell it.”
The accused, who defence described as a “new girl trying to fi t in at a new school,” has seen her point of view be absent in the last two weeks of trial, as even RCMP offi cers who dealt with the investigation failed to offer her perspective on what happened that night.
What the jury has learned from teen witnesses who were there, however, is that the accused kissed a boy, while her boyfriend was nearby.
This apparently upset Hyatt and the two started ex-changing verbal barbs, which escalated to further push-ing on the street, and eventually Hyatt was fatally wounded.
Continuing on with the altercation, however, was the teenage host of the party.
The defence has already suggested she was the one who brought the knife to the fi ght between the accused and Hyatt, and Friday two witnesses took the witness stand to highlight the teenage host’s behaviour in the af-termath and leading up to the fatal altercation.
They also called upon George Young, who lives ad-jacent to the party house, to give testimony. Young testi-fi ed he was brought into the fray when he heard a teen-age boy in the street talking into his cellphone, saying, “It’s going down, it’s going down, it’s happening now.”

Forty-six West Kelow-na residents have told their stories and shared their frustrations with health care services in West Ke-lowna since an initial call for submissions was put out last month.
But the West Kelow-na Residents Association knows there are many more people than that who want to see change.
Last month, the WKRA asked residents to help identify gaps and problems with existing health care services on the Westside.
The residents associ-ation has agreed to gather the feedback on behalf of Joanne Konnert, the con-sultant hired by the Dis-trict of West Kelowna to prepare a report on the proposed Westside health facility.
“I think Ms. Konnert is probably expecting a lar-ger number,” said WKRA director Ron Green.
“At the last pub-lic meeting we had on the subject, we had 245 people there.”

A 14-year-old Ver-non boy is dead after the vehicle he was in struck another Sunday after-noon.
Lake Country RCMP responded to a two-vehicle collision on
Highway 97 near Crystal Waters Road Sunday at 3:50 p.m.
A black Dodge pick-up truck was allegedly travelling southbound in the outside lane when it was struck, head on, by a
northbound white Pon-tiac Sun� re.
According to wit-nesses, the Pontiac was moving with the � ow of tra� c when it sudden-ly swerved left across on-coming lanes and im-pacted the Dodge pick-up.
� e force of the col-lision caused the truck to overturn onto its roof, while the Pontiac was sent into the ditch on the southbound side of the highway.
� e passenger of the Pontiac, a 14-year-old Vernon boy, sustained fatal injuries and was found to be deceased at the scene.
� e driver, a 17-year-old Vernon boy, suf-fered serious but non life-threatening injuries and was air-lifted to Ke-
lowna General Hospital.� e passenger of the
pickup truck, a 25-year-old woman from Lumby, also su� ered serious but non life-threatening in-juries while the driver, a 26-year-old Lumby man, was relatively unscathed.
� e initial investiga-tion suggests that neither speed nor alcohol were factors in the crash. � e investigation is ongoing.

Vernon-North Oka-nagan RCMP hope to reunite some collect-able-style dolls with their rightful owner.
In February, local of-� cers were called to a re-port of a single-vehicle motor accident in Ver-non.
O� cers determined the license plate on the truck was reported stolen out of Lake Country.
“In the vehicle were a number of items that the police believe were stolen from someone in the North Okanagan,” said Vernon-North Oka-
nagan RCMP spokes-person Gord Molendyk.
“� ey are the type of items the driver of the vehicle would not like-ly own. � ey would like to have them returned to the rightful owners.”
� e six dolls appear to be in clothing that rep-
resents several di� erent countries of the world.
Four of the dolls, said Molendyk, are likely in their original boxes.

Police hope to reunite dolls with owner
Ex Nihilo Vine-yards in Lake Country is bringing in legendary singer-songwriter Bar-ney Bentall for three pri-vate and intimate con-certs this summer.
It will be the fourth
year in a row that Bentall has played to crowds at Ex Nihilo, which has a concert venue that seats just 70 people.
Bentall’s run of shows in Lake Country began with just a single night’s
appearance four years ago before owners added a second night and now Bentall will play three nights in a row hitting the stage July 24 to 26.

Hello!I have been working behind the scenes of the Lake Country Calendar for over three years now, and I’m excited to venture forth and meet the people and visit the businesses of Lake Country.The opportunity to serve as Sales Representative for this great community presented itself, and I eagerly accepted. I am well acquainted with the Lake Country Calendar, and many of you have probably dealt with me over the years and are familiar with my design work. Until recently, I was the senior graphic designer for the Lake Country Calendar and the Kelowna Capital News; I’ve been working in the newspaper industry for over 25 years. I recently designed the logo for the Lake
Country Food Bank, and three weeks ago won a national community newspaper award for a photo illustration which appeared on the cover of the Capital News.I majored in advertising and public relations in college, and my knowledge of design and marketing will serve the community of Lake Country very well. Vernon-North Oka-nagan RCMP hope to reunite some collect-able-style dolls with their rightful owner.
In February, local of-� cers were called to a re-port of a single-vehicle motor accident in Ver-non.
O� cers determined the license plate on the truck was reported stolen out of Lake Country.
“In the vehicle were a number of items that the police believe were stolen from someone in the North Okanagan,” said Vernon-North Oka-
nagan RCMP spokes-person Gord Molendyk.
“� ey are the type of items the driver of the vehicle would not like-ly own. � ey would like to have them returned to the rightful owners.”
� e six dolls appear to be in clothing that rep-
resents several di� erent countries of the world.
Four of the dolls, said Molendyk, are likely in their original boxes.

Ex Nihilo Vine-yards in Lake Country is bringing in legendary singer-songwriter Bar-ney Bentall for three pri-vate and intimate con-certs this summer.
It will be the fourth
year in a row that Bentall has played to crowds at Ex Nihilo, which has a concert venue that seats just 70 people.
Bentall’s run of shows in Lake Country began with just a single night’s
appearance four years ago before owners added a second night and now Bentall will play three nights in a row hitting the stage July 24 to 26.
Last year tickets sold out almost immediately

LEWIS, CALVINCalvin Alvin Lewis “Cal” passed away peacefully in his sleep
on Friday, May 2, 2014 in Regina, SK. Cal loved camping, fi shing, traveling and poker with his friends in town. Cal was
predeceased by three brothers and one sister. He leaves behind two brothers in the United Sates, his son Guy Lewis
in Canada, and many nieces and nephews. In lieu offl owers, donations in Cal’s memory may be made to the
Canadian Cancer Society, 1910 McIntyre Street,Regina, SK, S4P 2R3. Arrangements entrusted to

BOYD, REGINA MARIE (nee Ross)
On April 30, 2014, our beloved mother, grandmother, great-grandmother, great-great grandmother Regina passed away at age 97 in Kelowna
General Hospital after a short illness. She was born
October 26, 1916 in a log house in Ste. Genevieve,
Manitoba, to Oscar and Lea (Gauthier) Ross. Moving from Manitoba in 1937, Regina and Fred settled in Coquitlam, BC
for 38 years, retiring to Winfi eld in 1975. Most recently Regina
resided at Blue Heron Villa in Lake Country (Winfi eld) BC.
On Easter Sunday she delighted in her many visitors from extended family. She is predeceased by her fi rst husband,
Fred Boyd (1991) and her second husband Roger Bienvenu (2006), also predeceased by brothers Rosaire (2000),
Theophil (1993), Antonin (1972), sisters Antonia (2009), Maria (1996), Alma (1923) and by her youngest son Dennis
(2013); survived by 2 sisters, Anna (Ross) Nichols of Campbell River, Ann (Ross) Bonas of Westbank, and one
brother Harvey Ross of Barrierre, BC, her children Ernest (Kathy), Juliette (Louis Joubert), Jeanette, Robert (Rosemary) and Danny (Sharon). In her extended family she was proud to count 53 in fi ve generations, plus many
nieces and nephews. Many thanks go to the excellent staff at the Blue Heron and the Doctors and Nursing staff at KGH. Services will be held at St. Edwards Catholic
Church in Winfi eld on May 6, 2014 at 1:30pm. Visitation at the Church at 12:30 before the service. Light lunch to
follow in the church facilities. Interment will follow on May 14 at Robinson Memorial Park in Coquitlam, BC,
where Mom will rest beside her husband of 58 years, Fred. In lieu of fl owers, donations can be made to Kelowna General Hospital or the Heart & Stroke Foundation.

May 4th through 10th is Emergency Preparedness Week across the country. It’s a good time for all Central Okanagan residents to review and revise their family emergency plans or if you don’t have a plan, get your family together to make one.
You should be prepared to cope on your own for at least the first 72 hours of an emergency, while first responders and rescue workers help those in urgent need.
By taking a few simple steps, you can become better prepared to face a range of emergencies, anytime, anywhere. It’s important to:
Know the risks – Although the consequences of disasters can be similar, knowing the risks specific to our community and our region can help you better prepare.
Make a plan – It will help you and your family know what to do
Get an emergency kit – During an emergency, we will all need some basic supplies. We may need to get by without power or tap water. Be prepared to be self-sufficient for at least 72 hours in an emergency.

allow a “Drive-Thru” restaurant on the subject property at 10074 Hwy 97.
