Article 1: The Municipal violations fines and penalties shall be applied according to
the attached schedule.
Article 2:
A- The violations shall be recorded in a minutes issued by the concerned
employee, and the executive instructions for these regulations
determine the procedures of detecting and recording the municipal
violations.
B- The violator shall repair damages and reinstate damaged item to its
original condition.
Article 3:The violator may protest to the concerned official against any of the
penalties specified in these regulations during sixty days from the date of
being informed of the penalty. Also, the violator may file a pretest to the
Board of Grievances against the decision of authorized official within
sixty days from the date of being informed of the decision.
Article 4:The fines specified by these regulations shall be collected as per the
procedures followed in collecting public money.
Article 5:The authorized official or his designee may revoke license.
Article 6:The Chairman of the Royal Commission issues the decisions and executive
instructions regarding these regulations and how to apply them.
Article 7:These regulations shall supersede all contradicting regulations and
instructions.
Article 8:These Regulations shall be published in the Official Gazette and shall be
effective after ninety days from the date of their publication.

Implementation Instructions of Fines and Penalties against Royal
Commission Municipal Violations
Chapter one: General Terms and Conditions:
1-1 Procedures for detecting and recording municipal violations shall be determined
by the text issued by the Royal Commission.
1-2 Fines and Penalties Table attached to these regulations shall be applied to all
municipal violations committed by firms, private establishments or
individuals.
1-3 Fines have maximum and minimum limits and their estimated value shall
commensurate with the category of the violation and the extent of the damage
arising therefrom as well as the repetition thereof. The authorized person has
the right to determine the amount of fines and penalties and collect the
determined fees within the limits mentioned in these regulations.
1-4 Some consequential penalties contain unbinding options using the words 'May'
or 'Or' so that the Royal Commission can propose the appropriate penalty or
fine for the district as each area is distinctive in terms of the number of
population, urban development and geographical, climatic, environmental and
social conditions as well as health and educational awareness.
1-5 Fines prescribed under these regulations shall have the privileges given to the
State debts and shall be subject to all guarantees thereof. The Council of
Ministers shall have the sole right to exempt from fines or reduce them.
1-6 One fine or more from the Fines and Penalties Table attached herein shall be
imposed on a violator who has committed several violations.

1-7 Instruct violator to rectify any violation and reinstate the situation to its original
condition at its expense.
1-8 Any breach of the terms established by the Royal Commission for any activity
licensed by the Royal Commission shall be considered a violation subject to
the provisions and articles of these regulations.
1-9 The Royal Commission in the industrial cities shall include in all types of
licenses the violations concerning the licensed activity as set forth in the
regulations.
1-10 Violator may file a claim to the authorized official within sixty days from the
date of notifying it of the Royal Commission's decision of fines and penalties
specified in these regulations as per the type of violation. He may appeal
against the decision of the authorized official before the Board of Grievances
within sixty days from the date of notifying it of the same. The decision of the
Board of Grievances shall be final and binding to the Royal Commission and
the violator.
1-11 In case a violation is repeated, the license may be suspended for a period not
exceeding fifteen days as provided for in the Fines and Penalties Table
attached hereto. If the RC sees that period of license suspension shall be
increased or the license be cancelled, the matter shall be subject to the
approval of the authorized official.
1-12 The Royal Commission in industrial cities shall assign inspectors from its
employees to be tasked to detect and record municipal violations each in the
area of his concern. Said inspectors shall have scientific and practical
experience in the field of inspection, and they shall be trained on and fully

aware of the importance of the urban development control and they shall be
acquainted with their duties and responsibilities as well as the penalties to be
imposed on them in case of their default. Moreover, they shall be encouraged
through material and moral incentives so as to enhance inspection to prevent
any violation.
1-13 The Royal Commission in the industrial cities shall, within its services scope,
develop an effective mechanism for controlling development and tracking
violations such as daily control programs and preparing field inspection forms
during and after the official working hours, on weekends and during Eid
Holidays. This task requires the inspector to submit daily reports to his head
on the area for which he is responsible whether there are violations or not.
1-14 The provisions and articles of these regulations shall be effective as of its
circulation and shall supersede all conflicting terms.
Chapter Two: Procedures for Detecting and Recording Municipal Violations
Municipal Violations set forth in the Fines and Penalties Regulations shall be
detected and recorded as per the following procedures:
2-1 The competent inspector shall determine in a report the violation and causes
thereof as well as the extent of the damage arising therefrom and notify the
violator to contact the Royal Commission.
2-2 If it is not possible to find the violator, his address, or in case the violator cannot
be determined, the following procedures shall be followed:

The inspector shall prepare a report on the violation including its location, day
and time as well as the evidences found in the site and the damage arising
therefrom. The inspector shall accurately investigate and track the violator. If
the violator is still unknown, the Royal Commission shall after coordination
with the concerned entities, remove the violation and the violator, if known,
shall incur all costs of the violation removal and consequential penalties.
If the inspector is informed of any violator, he shall conduct an accurate
investigation prior to imposing penalty on the violator.
If the violator is determined, and insists on its violation and is not cooperating
with the Royal Commission, it shall be summoned through the concerned
entities or departments.
If the Royal Commission's inspector is unable to notify violators such as cars
owners and passengers who have no permanent place, the concerned entities
or departments shall, after being provided with the necessary information, ask
them to contact the Royal Commition to pay the value of the fine.
2-3 The procedures of the violation shall be completed and the fine imposed on the
violator shall be collected. As for buildings violations, the report form shall
be completed.
2-4 If the violator or its representative is notified to contact the Royal Commission
within a period determined by the Royal Commission and fails to do so, it
shall be subject to the prescribed penalty. If the violator fails to pay the
penalty, it shall be summoned through the concerned entities or departments.

Chapter Three: Implementation Instructions 3-1
Group A:
Public Health Violations:
3-1-1 Any material disposed in public or undesignated places such as streets, public
places, roads, gardens or parks whether inside or outside the public areas of
the Royal Commission's cities shall be considered waste.
3-1-2 If the owner of a car or his passengers throw a waste out of the car (e.g.
tissues, cans, cigarettes, …etc), the fine specified for this group shall be
collected from the car owner.
3-1-3 The provisions of article (1/2) of the Fines and Penalties Table are consistent
with the prescribed fine provided for in article (9) of the Public Facilities
Protection Law of third category of Water Violations.
3-1-4 Penalties for municipal violations set forth in the Fines and Penalties Table of
this group shall apply in case the health violation to any of their articles. The
special clarifications of some violations of the following materials shall be
taken into consideration:
Building and its furnishing Violations:
1- Building:
Failure to comply with Building Codes approved by the authorized
official in terms of quality and general appearance.
Failure to cover walls with tiles in required areas, or failure to perform
maintenance.
Failure to cover manholes tightly.
Failure to paint ceiling.

Existence of manholes in the areas of food preparation, cooking, stores
or dining halls.
Failure to provide adequate lighting.
Failure to take necessary precautions for controlling insects and pest.
Failure to cover floors with tiles or to perform maintenance.
Failure to provide adequate number of toilets for workers and others or
to perform maintenance.
Existence of toilets overlooking the areas of food preparation, cooking
or dining halls.
2-Furnishings:
All utensils used in preparation, cooking and serving food are not
suitable for use or of poor condition, and made of stainless steel.
Failure to equip the rooms of food preparation, washing and cooking
with suitable washbasins.
Failure to provide adequate number of refrigerators for keeping
primary and ready foods at appropriate cooling or freezing
temperatures.
Absence of adequate numbers and sizes of exhaust fans in the areas of
food preparation, cooking and dining halls and failure to install air
conditioners at necessary places.
Failure to equip the shop with adequate number of water heaters.

None availability of adequate numbers and sizes of electric insect
killers.
Use of diesel stoves and ovens.
Workers
1-Workers having symptoms of Diseases, wounds or pustules:
Existence of clear symptoms on the worker that can be communicated to
the consumer through food, or existence of wounds or pustules on the
hands, face, head or skin, or contacting with a patient having contagious
disease.
Failure of the person in charge of the work to inform the concerned health entities of
the existence of any contagious diseases among his workers.
2- Poor Personal Hygiene of Workers:
Not cleaning their bodies, hairs, clothes, head covers, shoes, and hand gloves.
Not trimming their nails or hair or an unusual haircut. Smoking when
preparing or serving food.
Practicing unhealthy habits during work (nose picking…).
3- Sleeping at workplace:
Using production or distribution halls, stores or management offices for
sleeping.
4-Failure to Wear Uniforms:
Failure of workers to wear clean uniforms at workplace. Foods, Water and
Drinks Violations:
1- Use of unauthorized Primary Materials:
Using unauthorized materials according to the prescribed standard
specifications.
2- Using Primary expired materials:

Using primary expired materials as per the prescribed standard specifications
or according to the validity period determined by the producer or the manufacturer.
3- Using rotten or putrefied raw materials:
Any use of raw materials showing signs of decomposing of its natural
properties such as change of color, smell, taste, and consistency or
appearance of damage in packages even before its expiry date.
4- Producing food items not included in the factory’s license:
Food items not mentioned in the license issued to the factory.
5- Violating packaging, transport and storage conditions:
A- Violation of packaging conditions:
• Packaging materials cause damage or poison to food item.
• Packaging materials are not rust proof.
• The packaging material chemically reacts with food.
• Packaging material changes natural characteristics of food items.
B- Violation of transport:
• The transport of frozen or refrigerated food in non-refrigerated or cooled
trucks or in open trucks which expose food items to sunlight, dust or moisture.
• Using meat and fish refrigerated vehicles to transport vegetables and fruits.
• Using animal transport trucks for transporting meat.
• The floors and walls of transport trucks are dirty.
• Refrigerated or freeze vehicles used in transporting food items are not tightly
secured and used to transport items that affect the food.
• The refrigerated and freeze capacity is not highly efficient and not equipped
with a thermometer.
• Failure to stack packages in an organized way in order not to affect air
distribution.
• The refrigerated or freeze vehicle are not clean and free of all types of
contaminants and not disinfected regularly.
• Failure to transport each food item at the suitable temperature.
• Transport food items stored at room temperature (25 ° C) in open trucks which
expose food items to sunlight, heat, dust or moisture.

C- Violations of storage conditions:
• Failure to store any food item at the suitable temperature whether at room
temperature or refrigerated (4 ° C) or freeze (-18 ° C) containers.
• Failure to place food items in the store in the right way (such as hanging
refrigerated or frozen carcass).
• Storing house detergents and insecticides in the food stores.
• Failure to store food items in the warehouse in an organized way so as to
facilitate access to all its parts (in organized lines, not accumulated and at
appropriate height for easy access).
• No enough space between the packages for air flow.
• Failure to store strong odor products at their designated places.
• Using pathways for storage.
• Failure to use 30 cm high iron rods on the ground, to put bags of flour, rice
and the like on them.
• Failure to separate materials that affect the properties of other materials such
as storing tea with spices.
• Contact between food items and store walls.
• Failure to stack food packages in a way to facilitate reading their tag data.
• Failure to stack packages in a way that facilitate (FIFO).
• Availability of moving mechanical trucks using diesel fuel to transport food
items into the warehouse or for loading inside it.
6. Bad storage of raw materials:
Not storing the raw food material in a suitable temperature whether for
refrigerated or frozen item or those stored at the room temperature.
7. Handling the food in an unhealthy way inside the store or the factory:
Using utensils for the preparation of uncooked meat, poultry, and fish and
then for preparation of salads and juices without washing and cleaning them.
Using unclean utensils or surfaces for cutting and preparing food.
Workers Bad habits such as smoking, not washing hands after using the toilet
or nose picking and then contacting food directly.

Using fruits or vegetables not washed properly in the preparation, cooking
and serving.
Using means of transportation that do not have the required refrigerating and
freezing temperatures for the food type.
Not stacking the packages in an orderly manner inside the means of
transportation to allow air circulation.
Using uncovered means of transportation.
8. Displaying food from unknown sources:
Non-availability of identification cards on these materials and their place of
preparation is unknown.
*Meat shops:
1- Refreezing the meat, poultry, fish, or food after defrosting them or
displaying meat that is unsuitable for human consumption.
Displaying meat that its physical properties have changed such as color,
smell and consistency.
1/7/4/5 Displaying fresh meat unstamped by the Royal Commission.
The carcass does not have the Royal Commission stamp on it.
General sanitation:
1- Poor standard of general sanitation:
Poor standard of sanitation in places of preparation, cooking, serving,
storing, equipment, utensils, refrigerators, and freezers, and lack of
commitment to remove dirt and waste, and accumulation of fumes and dust.
2- Accumulation of waste and not disposing it immediately:
Waste collection without disposing it regularly leads to the place
contamination.
Barbershops:

1- Dirty towels and tools:
Use of towels and tools several times without being cleaned and
sterilized after each use.
General Violations:
1- Delay, obstruction or objection to health specialists and inspectors’ work:
Prohibition of concerned employees from or not allowing them to
perform their tasks.
2- Working outside the shop boundaries:
Encroachment of spaces adjacent to the shop and practicing
activity thereon.
3/2 Second Group:
Slaughtering and unowned livestock violations:
3/2/1 Livestock shall not be slaughtered except in designated places which are
supervised and monitored by the Royal Commission. Slaughtered livestock for sale
shall be monitored, and the official seal shall be put on livestock to prove their
suitability and type.
3/2/2 The penalties listed in the fines and penalties schedule shall be applied to
municipal violations of this group when any of its articles is not adhered to.
However, the explanations of some of the following articles violations shall be
considered:
Unowned livestock and camels:
1- Livestock:
Unowned livestock wandering freely inside cities and on freeways. 2-
Camels:
Unowned camels inside cities and on freeways.

3/3 Third Group:
Sale Violations:
3/3/1 The provisions and articles of this group shall be applied to all sale shops
whether they are licensed, unlicensed or with expired license and to all exhibited
items subject to the supervisions of the Royal Commission.
3/3/2 Peddling or selling in unlicensed shops shall be considered a violation subject
to prescribed fine as per the regulations. This excludes farmers’ vehicles and
vehicles licensed by the Royal Commission.
3/3/3 The license withdrawal period shall not exceed one week as stated in article
(3/5/2) of the table.
3/3/4 The penalties listed in the fines and penalties schedule for the municipal
violations of this group shall be applied in case of violating any of its articles.
However, the explanations of some the following articles violation shall be
considered:
Opening a shop without obtaining a license:
1- Shops related to public health:
Start of work in the shop prior to obtaining a license for the activity. 2-
Other commercial shops:
As stated in article (3/1/1).
3- Stalls:
Unlicensed stalls:
Stall owner starts work without obtaining a license from the Royal
Commission.
3/4 Fourth Group:
Building Violations:
3/4/1 The Provisions and articles of this group shall be applied to all violations
committed by the building owner, the executing contractor or the supervising
engineering office whether the violation is in the subject building or caused by it
on a government or owned land.

3/4/2 The Technical Affairs Department shall consider the building violations stated
in the regulations and submit recommendations to the authorized person including
the required action to be taken against such violations.
3/4/3 The price of square meter upon which the violations are calculated (half or
quarter of the cost) shall be estimated and revised periodically as per the prevailing
prices in the area by a committee to be formed by the authorized person for this
purpose taking into consideration the type and condition of the violating building
(completely finished, under finishing, structure, …etc).
3/4/4 The basic rule for remedy of buildings in violation of building codes, articles
(4/1/2) and (4/1/3) in terms of exceeding the maximum building area legally allowed
for top annexes, exceeding the maximum building area legally allowed for or
violating statutory setbacks is the removal of the violating buildings in order to deter
violators and others from committing such violations. In cases where removal is
difficult, a certificate that proves the safety of the building structures and the
difficulty of removal to avoid affecting building integrity along with the possible
solutions for the elimination of the damage resulting from the violation (if any) from
engineering office qualified by the Royal Commission.
3/4/5 The competent entity that issued the license to any engineering office
supervising works in violation of the building codes and do not report the violation
to the Royal Commission shall be requested to take the appropriate action against
the office as per its rules and regulations and notify the Royal commission of the
imposed penalty when the violation is repeated together with payment of the
specified fine.
3/4/6 The competent entity that issued the license to the contractor that participates
in the construction of a building without obtaining a building permit or exceeded the
permit's limits or conditions shall be requested to cancel the work permit when the
violation is repeated together with payment of the specified fine.
3/4/7 If a building is constructed on a land owned by others without a permit, the
building shall be removed at the violator's expense together with enforcement of the
specified fine unless the owner requests keeping the building, in which case the fine
shall be enforced on the entity constructing the building provided that the building
is in compliance with the applicable building codes in the area.

3/4/8 Article (4/14) prohibits construction on unplanned government lands without
obtaining a legal building permit whether inside or outside the master plans for the
Royal Commission cities.
3/4/9 The Royal Commission shall notify the owners of ruined or dilapidated
buildings to remove them within two months from the date of notifying their owner
based on a report from buildings committee formed by the Royal Decision No. 20131
dated 23/8/1403H and No. 4/582/M dated 27/3/1405H. If the removal of the building
cannot be delayed due to its risk, the Royal Commission shall oblige the owner to
remove the same immediately. If he does not respond or his address is unknown and
cannot be reached, the Royal Commission shall perform the demolition in
cooperation with competent authorities. A report describing the demolished building
in terms of the location, area and building type shall be prepared. This report shall
be signed by officials who performed the demolition and the concerned person if
available as per the regulations and instructions issued in this respect. The building's
owner shall be back charged with demolition cost as per regulations together with
enforcement of the specified fine.
3/4/10 The Royal Commission shall notify the owner (if known) of the abandoned
undilapidated buildings that may cause health or security hazards, of the need to
maintain the building, if the owner is unknown the Royal Commission shall do the
same after coordination with competent authorities. Thereafter, the costs shall be
collected from the owner together with enforcement of the specified fine as per
article 4/22.
3/4/1 Any person who neglects the removal of construction or rehabilitation debris
after completing building work, disposes construction debris in others' lands, public
areas or undesignated locations, or transfers earth from undesignated locations, shall
be subject to the fine specified in article (4/16). The Violator shall be instructed to
remove the violation and if he does not comply, the Royal Commission shall transfer
the debris at the violator's expense.
3/4/12 The Royal Commission shall specify lands that require fencing or landscaping
around its parameter as it deems serving the public interest, and set necessary
provisions and specifications.

3/4/13 After completing the legal procedures for violations correction and collection
of the specified fines, a permit shall be issued for violations that may be exempted
or refer to the same in the building permit.
3/5 Fifth Group:
Roads Violations:
3/5/1 The provisions and articles of this group shall be applicable to all violations
relating to damage to streets and roads and all service utilities therein, as well as
public gardens and parks, beaches, archaeological sites and public areas. This shall
also include all violations of specified excavation instructions, conditions and
technical specifications.
3/5/2 If directional or warning signs or a fence installed is not in areas designated for
work sites as per the Royal Commission specifications; or a sign showing the
contractor's name and address is fixed the violator shall be subject to fines and
penalties mentioned in the regulations attached schedule.
3/5/3 The Royal Commission shall remove all damaged and abandoned vehicles and
machinery left in public areas, streets or parking lots for more than seven days, wreck
them and place them in the designated location at the expense of the owner after
coordination with traffic department together with enforcement of the specified fine.
If the owner fails to contact within three months, they shall be sold in public auction
in favor of the Royal Commission.
3/5/4 Vandalizing bridges, tunnels, pathways, street signs and various signs by
writing or using them for advertisement purposes without prior permission from
the competent authority shall be considered among the violations stated in article
(5/19).
3/5/5 It shall be taken into consideration in the implementation of the violations to
articles relating to connecting public utilities and securing traffic safety in work
area, the compliance to the requirements and rules of traffic safety listed in work
areas traffic control methods manual issued by the Deputy Ministry for city
planning (1421H) and the terms and conditions specified in civil works supervision
procedures manual for extension of public utilities issued by the Deputy Ministry
For Technical Affairs (1422H).
