GOVERNORKELLYNAMESMEDICAIDWORKINGGROUP

GovernorKellynamedabipartisangroupofhealthindustrystakeholderstoworkonandpromoteexpansionofMedicaid.ThegroupwillassisttheGovernorinfinalizingaMedicaidexpansionbillthatwillbeintroducedtothelegislaturebyJanuary29–KansasDay.Houseleadershipiscallingforhertoopenupthemeetingsofthisworkinggrouptothepublicandpress.GOVERNORKELLYSIGNSEXECUTIVEORDERFORGOVERNOR’SEDUCATIONCOUNCIL

GovernorKellysignedanexecutiveordertocontinuetheGovernor’sEducationCouncilthatstartedunderGovernorJeffColyerin2018.TheCouncilhasagoalofimprovingoutcomesforKansaskidsandwillprovideanopportunityforconnectingeducatorsfromPre-Kthroughhighereducationwithleadersinthebusinesscommunity.

EDUCATIONFUNDINGBILLSINTRODUCEDBillstofundeducationaccordingtotheGovernor’sbudgetwereintroducedthisweek.Theyarecompanionbills,SB44andHB2078thatwillbereferredtotheSenateSelectCommitteeonEducationFinanceandtheHouseCommitteeonK-12EducationBudget.Nohearingshavebeenset.IthasbeenreportedthattheHouseleadershipmaybelookingatcuttingsomedollarsinsteadofadding,butthatisyettobeseen.SENATEPRESIDENTWAGLEAPPOINTSNEWTAXCOMMITTEE

SenatorWagleappointedanewSelectCommitteeonFederalTaxCodeImplementationthatwillnarrowlyfocusontheissuesofthechangesinthe2017federalincometaxcutsandhowthechangesflowthroughtoKansastaxpayers.TheCommitteewillholdhearingsonSB22nextweekTuesday,WednesdaywithagoalofactingonthebillonThursday.SB22includesitemizeddeductions,providingfordeferredforeignincome,GILTI,businessinterestcapitalcontributionsandFFDICpremiumsincometaxmodificationsandhowtohaveKansasdecouplefromthefederaltaxcodeimplementedin2017.Discussionswillcontinueonwhetherornotthereisenoughinformationatthistimetodeterminethatthereisadditionalrevenuecominginfromthetaxchangesatthefederallevel.

TheHouseCommerceCommitteewillbediscussinghowtomeettheemploymentneedsoftheKansaseconomythissession.PresentationsthisweekincludedtheGreaterKansasCityChamberandanupdateontheaviationindustryinKansas.OntheagendanextweekwillincludebriefingsontheeconomicdevelopmentprogramsandtheKansaseconomicoutlook.
