Advancing K-State 2025 Planning: An Update
Lynn Carlin
• Launched the University Visionary Plan • K-State 2025 requires commitment to
planning/holding ourselves accountable at all levels
• Announced initiatives to:– Align university/college/major unit/departmental
planning – Further define university metrics beyond the
benchmarks to track progress on our thematic goals
Where We Are
Lynn Carlin
• Principles and strategic action planning and alignment template developed to guide process
• Initial plans submitted by Deans/VPs after engaging in their own planning processes (May 2012)
• Plans reviewed individually and together at fall retreat– determined alignment between university and college plans
needed to be strengthened before undertaking departmental planning
– identified university metrics for thematic goals for use in further planning
• Final college/major units plans submitted (Dec. 2012)

2025 Website: Our Plans
Lynn Carlin
• Why additional university metrics for thematic goals?– The Visionary Goal benchmark metrics are
important measures but not our only measures of success.
– Everyone has a role to play in moving K-State toward 2025.
–We needed additional metrics to track progress to achieving each thematic goal and outcomes.
–We identified the need for more quantitative outcomes in College plans.
Our Additional Metrics
Lynn Carlin
Thematic Goal Metrics• Identified by President/Provost in consultation
with Deans using criteria you can find on the K-State 2025 website
• Derived from initial College/Major Unit plans
• Will be used for this phase of planning
• May evolve out of college/major unit and departmental planning this spring
• Will add appropriate metrics in coming years as needs change and planning evolves Lynn Carlin
Measuring Our Progress
Lynn Carlin
• Department Heads Retreat to set expectations/discuss departmental planning (January 25, 2013)
• College/Major Unit and associated departmental strategic action and alignment plans linked to the university plan published on the 2025 website (Summer 2013)

Why Departmental Planning?
Kirk Schulz
Why Departmental Planning
• Why is departmental planning important?• Why align departmental plans with
college/major units and university plans?• Why plan from the university/college
level “down” rather than “grass roots” departmental planning “up” that drives the college/major unit and university goals and outcomes?

Setting Expectations for Departmental Planning
Kirk Schulz
• Must work for your unit – reflect where you want to go as a department
• Should align with your college/major unit and university plans
• Goal setting comprehensive in scope• Involve faculty, staff, students, and alumni in departmental planning –
this should not be done by just the department head• Be inclusive of all levels• Quantitative measures for outcomes• Use Web tools to aid collaboration
• Will translate into operational plans • Relates to budget, staffing, and evaluation
Guiding principles for your planning
Kirk Schulz
Additional Comments • Some departments have existing plans – we want to be
sure that all of the plans are aligned with K-State 2025.
• Avoid the "I will do X if the university gives me Y" types of goals and outcomes. While the plans will be used for resource allocations, each plan needs to have quantitative deliverables which represent stretch goals for each program.
• There is no such thing as a PERFECT plan – do the best you can with the full involvement of everyone – and you can modify as your unit has successes and achievements.

Resources
All resources for K-State 2025 Strategic Action and Alignment Planning are on the
K-State 2025 website: http://www.k-state.edu/2025/
What your plan should include1. Your mission, vision, and contribution to
K-State 2025– Vision = Where you are going
2. Your key strategic activities and outcomes– Activities = What you plan to do –Outcomes = What you expect to happen– Focus on key directions, not everything you do– Be sure include key priorities that will require
major funding Jan Middendorf
What your plan should include• Key outcomes can be both qualitative and
quantitative– Include quantitative outcomes phrased as
performance targets, using specific “from-to” ranges where possible, i.e., “increase the number of PhDs awarded from X to Y”
– Consider the university metrics and nationally relevant metrics when developing quantitative outcomes
– Keep the number of outcomes reasonable for reporting progress on your plan Jan Middendorf
OEIE Example
What your plan should include3. Direct linkages to your College/Major Unit plan outcomes– Use the College/Major Unit plan to identify the
linkages that are relevant to your vision and goals – Not expected to link to every outcome
Jan Middendorf
OEIE Example with College Linkages
What your plan should include4. & 5. Resources:– What resources and opportunities you have– What resources and opportunities you need– How you propose to acquire them
6. Alignment with the K-State 2025 Visionary Plan
– Use the alignment checklist to identify the university’s themes, common elements, outcomes, and metrics that your plan supports
