PennDOT and the Pennsylvania State Police remind motorists to “steer clear” of police, emergency responders, road crews and tow truck operators while they carry out their duties.
When you see law enforcement personnel stopped to write citations or responding to crashes and disabled vehicles, please make sure you proceed with caution and pass on the left. It could be a matter of life or death for the first responder.
Pennsylvania’s Steer Clear Law requires motorists to move to a lane that is not immediately adjacent to an emergency response area. Such areas include locations where police are making traffic stops, where highway or construction workers are involved in emergency assistance, or where tow trucks are responding to disabled vehicles.
If drivers cannot move over because of traffic or other conditions, they must proceed at a speed that is “reasonable and prudent,” according to the law.
Drivers should watch for flashing lights, flares in the road and personnel who may be in or next to roadways helping with emergencies. Moving over or slowing down when you pass these scenes helps ensure workers, police and other responders can focus on saving lives.
The law applies any time an emergency vehicle has its lights flashing and where road crews or emergency personnel have lighted flares or have posted signs or other traffic control devices.
Failure to move over or slow down can result in a summary offense that carries a fine of up to $250. In addition, fines will be doubled for other traffic violations occurring in these areas. If the violation leads to a first responder being injured, a 90-day license suspension could result.
The goal is not to write citations, but make sure personnel are safe.
Steer Clear of Emergency Responders
A recent analysis of National Highway Traffic Safety Administration crash data estimates that about one in six (16.5 percent) deadly crashes involve a driver who is drowsy. These numbers suggest that the impact on motor vehicle crashes has not been fully appreciated.
Many of us tend to underestimate the negative effects associated with fatigue and sleep deprivation, or maybe we’re just too tired to recognize the symptoms. Unlike alcohol-related crashes, there are no blood, breath, or other objective tests for sleepiness.
AAA’s research and educational initiatives into drowsy driving began in 1993, as part of the AAA Foundation’s comprehensive “Wake Up!” campaign and this new report should serve as a wake up call. It also underscores the importance of educating drivers on the simple, yet effective measures they can take to prevent a possible tragedy.
What can you do to prevent fatigue from making you another crash statistic? Start any trip by getting enough sleep the night before — at least seven hours. Schedule a break every two hours or every 100 miles. If you can, have another person ride with you who can share the driving. Learn to anticipate your circadian rhythms — or internal clocks — and avoid driving during your body’s natural downtime.
Be on the alert for signs of sleepiness such as trouble keeping your eyes open, difficulty paying attention and drifting out of your lane. If you notice any of these danger signs, stop for a rest and if needed, a quick nap. Get some exercise — it helps you become more alert quickly — and for an extra boost, drink a caffeinated beverage. AAA urges all motorists to pay attention to these warning signals.
Unfortunately, too many have adopted the “I’m tired, but I can make it” mentality, often at their peril or the peril of others. It’s time to put that notion to rest, once and for all.
Less than half of Americans say they get a good night’s sleep but the driver’s seat of your car is no
place for a cat nap. Drowsy driving can be
just as deadly as driving under the influence, but
crashes are often under-reported due to the inherent difficulties of attributing crashes to sleepiness. Now a new report by the AAA Foundation for Traffic Safety offers some eye-opening conclusions.
According to a survey of 2,035 motorists conducted as part of the AAA Foundation’s 2013 Traffic Safety Culture Index, more than a quarter of those polled (28.3 percent) admitted they drove despite being so tired that they had difficulty keeping their eyes open. An earlier study found two in five (41 percent) admitted they had “fallen asleep or nodded off” at least once while behind the wheel.
Just like alcohol and drugs, fatigue impairs judg-ment, mood, reaction times and driving performance. Studies by the National Sleep Foundation indicate that being awake for more than 20 hours results in an impairment equal to a blood alcohol concentration (BAC) of 0.08%, the legal limit in all states.
Although typically associated with long distance driving, fatigue can set in at any time. Contributing factors include emotional stress, illness, boredom and sun glare. Overeating, drinking alcoholic beverages, or riding in an overheated or very cold vehicle can compound the effects.
Sleep-related crashes are nearly twice as common among young people, who tend to stay up late, and sleep too little. Shift workers, those with untreated sleep disorders and commercial travelers are all at greater risk. Men are almost twice as likely to fall asleep at the wheel.

According to The National Highway Transportation Safety Administration, there are more than six million U.S. motor vehicle crashes per year reported in the United States. The odds say that you’ll most likely find yourself involved in a vehicle accident at some point in your life. Do you know what to do?
There will be initial shock. Once you’ve realized what has happened and checked yourself for injury, attempt to exit your vehicle. You might need to use a window if your door has been damaged.
If your vehicle is drivable, move it to a public location. From there, you’ll be able to safely exit the vehicle and report the accident. Moving the vehicle is a good idea if there’s an immediate danger like being hit again on a busy interstate. Do keep in mind that some states require you to stay on the scene.
Dial 911 to report the crash. In most cases the dispatcher will automatically know your location using GPS technology. Otherwise, look for mileage markers or directional signage.
In the event that your vehicle ends up in water, stay calm. You won’t be able to open the door due to the pressure from the water if the vehicle submerges. Take a
deep breath and roll down the window to escape. If the electric windows won’t work, then break the window by hitting it with an object or kicking it.
Most insurance carriers recommend the following steps following an accident:
• Take note of how many passengers are in the other vehicles involved in the accident, as this will help prevent the future addition of passengers during insurance scams.
• Collect the full name, insurance information, and home address of all other drivers involved in the accident. You should also provide your information to the other driver(s).
• Write a brief summary of the accident, recording as many details as possible - the make, model and year of the vehicles involved; the time of accident; and weather conditions.
• Take photos. Most of us carry cell phones with the ability to take photographs. Pictures really DO tell a story.
• Collect the names and contact information of any witnesses, especially if you feel something or someone other than yourself caused the accident.
• While it’s okay to express concern over what happened, you should never admit that the accident was your fault or claim liability.
• Have your insurance information, driver’s license, and vehicle registration available for the police. Information will be collected and the officer will ask all the drivers what happened and record the account(s).
• Ask for the police report so that you can give it to your insurance carrier.
• Contact your insurance agent or carrier as soon as possible. Most major insurance companies have a 24-hour phone number for claim reports.

High school-aged teens report using their phones or texting while driving substantially less often than adults do, according to new research by the AAA Foundation for Traffic Safety. While the public often cites teens as being the most common offenders, a recent survey found that adult drivers ages 25-39 were the most likely to admit engaging in these risky behaviors behind the wheel. “It’s noteworthy that the young novice drivers are using their phones while driving less than older drivers since, given their inexperience, they are especially susceptible to distracted driving crashes,” said Peter Kissinger, President and CEO of the AAA Foundation for Traffic Safety. “At the same time, it is discouraging that cell phone usage picks up when drivers gain more experience, as using a phone can lead to dangerous distractions behind the wheel.” Two out of three drivers reported using a cell while driving within the past month. Forty-three percent of adults ages 25-39 reported doing so fairly often or regularly while driving, compared to only 20 percent of teens. Motorists age 60 and up were the least likely to report using a phone. “Using your phone while driving may seem safe, but it roughly quadruples your risk of being in a crash according to previous research,” said Jake Nelson, AAA director of traffic safety advocacy and research. “None of us is immune from the dangers of distracted driving. The best advice is to hang up and drive.”

on transportation Funding, Doing Nothing is a Costly Option In November, Governor Corbett signed into law a long-awaited and much debated transportation funding bill to address the thirty-six percent of our major roads rated in poor or mediocre condition and the forty-four percent of Pennsylvania bridges1, with an average age of fifty years old, that are structurally deficient or functionally obsolete. The legislation will invest an additional $2.3 to $2.4 billion into the state’s roads and bridges by the fifth year of the plan. AAA East Central has strongly supported legislative action to repair and rebuild our crumbling roads and bridges. As the benefit to motorists, commuters and commercial drivers quickly becomes evident, the cost impact of the new law to consumers is not so clear. One particularly confusing aspect of the new law has been a major change to the Gas Tax. The Gas Tax Pennsylvania motorists pay for a gallon of gas at the pump consists of two major components: a 12-cent Liquid Fuels tax and an Oil Company Franchise Tax (OCFT) which is a tax paid by the oil companies based on the wholesale price of gas. The new law completely eliminates the 12-cent Liquid Fuels tax. The Oil Company Franchise Tax
has been based on the average price of gas in 1983 and capped at $1.25 a gallon. The new law removes the 1983 cap on the tax to reflect current oil prices however the uncapping is phased in over 5 years - 1/3 in 2014; 1/3 in 2015; 1/3 in 2017 - and is not fully implemented until 2017. The Governor’s Transportation Funding Advisory Commission estimated uncapping the OCFT would initially cost drivers an additional 42 cents per week, increasing to $1.94 weekly cost in the fifth year. Unlike some other states, Pennsylvania does not use income or sales taxes to fund roads and bridges. Fuel taxes provide the majority of funding for roads and bridges and state police highway patrol. Consider the cost to motorists if funding was not available to repair roads and bridges and make safety improvements to our roadways. Our concern for safety was a major consideration for supporting additional highway funding. A study by the Pacific Institute for Research and Evaluation concluded that deficient roadway conditions are a factor in 53 percent of deaths resulting from motor vehicle crashes each year. PennDOT reported that in 2012, the economic loss due to
traffic crashes was $1,164 to every man, woman and child in Pennsylvania. According to a report by The Road Information Program, driving on deficient roads costs Lehigh Valley-Reading motorists $1,355 per year and Philadelphia motorists $1,798 in the form of extra operating costs as a result of driving on roads in need of repair, lost time and fuel due to congestion-related delays, and the cost of traffic crashes in which roadway features likely were a contributing factor. Extra transportation costs are also built into everything we
buy if delivery vehicles have to take long detours around weight-restricted or closed bridges. The ten models have many things in common: The two most popular vehicles are actually trucks, staples for practical consumers who must combine their heavy-duty work wants with their functional family needs as well. Six of them are inexpensive sedans and coupes that offer comfort for passengers, as well as economic fuel efficiency. More than half of the cars on the list have a manufacturer’s suggested retail price starting below $30,000, with four of them affordably under $25,000. For buyers who put down 30% and qualify with a three percent financing rate, monthly payments for these four cars can be less than $300. Many of these popular cars are top sellers year after year. The number-one best selling vehicle for 2013, the Ford F-Series, has been the top-selling truck in the United States for more than 30 years. This is in part because people tend to buy models based on their long-term brand familiarity and popularity. The top 10 have one thing in common. They’re no-brainers. They’re all safe choices. Add in generous new car sales incentives that reduce the consumers’ out-of-pocket expense, discounting these models by more than 18 percent and as much as $6,000, and it’s easy to see how these vehicles are such popular choices with new car shoppers.
Shopping for a pickup truck? Consider the Chevrolet Silverado or Ford F-150.
The Chevrolet Silverado 1500 Extended Cab bears a whopping 18.4 percent discount off the $33,700 MSRP, equaling a possible savings of $6,206 and a market average of $27,494 for Chevrolet’s popular pickup truck with long box. Fuel economy for the Silverado comes in at 15 mpg city, 21 mpg highway, and 17.8 mpg combined; while offering 20 percent down payment could give you monthly payments as low as $395 for 60 months at three percent APR.

The mid-size Ford Fusion sedan offers a monthly payment of about $430 and a TrueCar national market average of $29,948; that’s 9.2 percent — or up to $3,047 — less than the $32,995 MSRP.
The small Toyota Corolla promises a super affordable national market average of $17,564 and a monthly payment of about $252 with 20 percent down; that's a potential savings of 7.5 percent — or up to $1,426 off its $18,990 MSRP.
If you’re shopping for the safety, resale, and reliability of a Honda, you can
choose between the Honda Accord or Honda Civic in either coupe or sedan form. The midsize Honda Accord sedan offers a potential discount of six percent off its $30,860 MSRP. That potential savings of $1,838 brings the average market price down to about $29,022 — or just about $417 monthly.
Honda's smaller Civic is available in both coupe or sedan body style and boasts a potential discount of 4.7 percent. That translates into a possible savings of up to $1,009, bringing its MSRP of $21,605 down to a market average price of $20,596 for Honda's popular small car. The honda Civic also boasts the best fuel economy of any vehicle in this collection of ten most popular cars, thanks to 28 mpg city, 39 hwy, and 33.1 mpg combined.

Winter driving means icy roads and snowy conditions and although it’s best to stay off the roads, most of us can’t avoid it because of work, school or other reasons. Be very cautious in these conditions and make sure your car is prepped and you know how to handle road conditions and hazards.
Here are some winter driving tips when driving in snowy or icy conditions:
• Get a tire with sufficient traction in the snow. Most tires that have at least 6/32-inch deep tread should perform safely in snowy and rainy conditions.
• Make sure your tires are properly inflated. Under- or overinflated tires will not provide the optimal traction for treacherous road conditions.
• On hilly or inclined surfaces, make sure to use your low gears for better traction.
• Do not use cruise control on any slippery surface.
• Turn on your lights to increase visibility so you and the vehicles around you are noticeable.
• Watch for black ice, also known as “glare ice” or “clear ice” which is usually a transparent or invisible coating of ice on roadways, overpasses and bridges. It’s thin ice and looks similar to the color of the material below it. Also looks like a road slick.
• Driving on icy or snowy conditions requires more stopping distance so make sure to reduce your speed during these weather situations. Be sure to increase your normal following distance (three to four seconds) to eight to ten seconds.
• When accelerating, do it slowly to avoid skidding by pressing the gas gently to gain traction.
• Whether you have ABS (anti-lock) brakes or not, threshold braking is the best way to stop. To do this, keep your heel of your foot on the floor and apply firm, steady pressure on the brake pedal using the ball of your foot.
• To recover from skidding, take your foot off the accelerator and slowly turn the vehicle in the direction the rear-end is moving. It’s common for your rear to fishtail. Just stay calm until it straightens. And if you need to, stop the vehicle and take a breath.
If you find your car isn’t up to winter driving it may be time to consider getting a new car. Most body styles are well discounted in January. December and January demonstrate the highest dis-counts available all year for convertibles, coupes, sedans, trucks, sport utility vehicles, and even minivans, averaging discounts of 6.6 percent across all body styles.
