Job Well Done Chris Hart, Mayor
On the fifteenth of this month Judy Gubler who has been Ivins' City Manager for nearly twelve
years is retiring. Many of us who have worked closely with her will certainly miss her. She was
hired during a contentious period in our recent history when competing ideas of the future of our
city were being promoted. Many of the city ordinances were not completely developed leading to
misunderstandings and conflict.
One of my earliest recollections of Judy was at a meeting she organized to discuss
Ivins vision of the future with residents from throughout the city as the first step in
updating the General Plan. She stood at the marker board and wrote down the impor-
tant characteristics as identified by nearly all in attendance. Remarkably there was
much in common among the various ideas expressed. She organized them into several categories
and developed them into the core of a revised vision statement.
She then systematically moved through the General Plan and Land Use Map using the same in-
clusive process she began with. Next came the Zoning Ordinance and Map followed by the de-
velopment ordinances. In some cases she involved special committees to insure that stakeholders
were represented. My early participation in city government was participating on a committee
making recommendations on the subdivision ordinance to the Planning Commission. It took
years to review and revise them all but the results were forward thinking and the vision clear.
Self described as an “in the box” person Judy focused on policies and procedures. She
worked through job descriptions and department policy manuals to make sure everyone
understood what was expected. She held annual reviews and helped establish goals to
move the city forward. She held staff meetings after Council meetings to review deci-
sions that had been made and explore how each department would be involved in the
implementation of new policy.
Judy brought with her experience and an understanding of city government that has been a great
benefit to the city through the years. Her background in Public Safety lead to the establishment
of our Public Safety Department that is now recognized as one of the best in the State. Using
tested methods for advertising positions, reviewing applications, interviewing applicants and
establishing reasonable salaries she's added outstanding individuals to our staff as department
heads, in house counsel, City Engineer and others. These men and women have congealed as a
highly effective team that provide outstanding service to the city. Offering regular training and
advancement opportunities several of our staff have become certified to perform important func-
tions within the city. I'd stand the team she's built up against any in the State. It's become almost
routine for me to accept a merit award for one of them on behalf of the city.
Hers is a complicated job that involves making routine difficult decisions, implementing new
City Council policy, managing staff and a budget, executing contracts and participating on re-
gional boards and committees all while dealing with a steady flow of problems and complaints.
Occasionally something slips through the cracks or someone is left unhappy with a decision or
action but that's inevitable given her sphere of responsibility and the complexity of her job. To
her credit her response to legitimate criticism has been to find solutions preventing problems
from happening again.
I personally have a great deal of respect for Judy Gubler. I think she can take great pride in her
list of accomplishments as she leaves. She presided over a period of rapid growth, overseen nu-

merous important projects and improvements within the city,
built a highly effective team of city staff and endured an inter-
national economic meltdown somehow managing to keep the
city in good financial condition through creative use of staff
and her unfailing commitment to sound fiscal principles.
Judy will remain in her position until November 15th. I invite
any who would like to attend to a retirement reception held the
evening of Wednesday, November 14th from 7:00 p.m. until
8:30 p.m. in the Council Chambers at City
Hall.

On November 16, 2012 I will join the ranks of the many retir-
ing “Baby Boomers”. I am excited to pursue interests and com-
mitments that time will now allow.
It has been an honor to service as your City Manager. City
Management has been my passion as well as my livelihood and
I will miss this rewarding work. I have many fond memories
and friendships that will be with me always. Thank you for the
opportunity to work with all of you to keep Ivins City the best
place to live, vacation, and work.
From the day I arrived in town I have been impressed that Ivins
City really understood how it wanted to grow and I am thankful
for the opportunity to contribute to the implementation of that
vision. Your mayors and city councils have all been dedicated
to policies that allow Ivins City to protect the vision established
by the Ivins City residents – their dedication to community ser-
vice has been an inspiration to me and I thank all of them for
their service and for the opportunity I had to work with them. I
am proud of the financial condition and the organization of city
functions that is firmly in place. And I am thankful for the op-
portunity to work with the extraordinary team of professionals
that strives every day to provide quality services at the lowest
possible cost for Ivins City residents.
It didn’t take me long to fall in love with Ivins when I started
work as City Manager in 2001. I had the privilege of working
with creative and responsible developers like Terry Marten and
Chris Hart who taught me that understandable and reasonable
development codes insure healthy growth. I have great appre-
ciation for the farmers like David Hafen and Kay Ence who
have taught me the importance of agriculture in our community
and in our world. I am grateful for the opportunity to work with
Ivins City businesses like Tuacahn, Red Mountain Spa, Biggest
Looser at Fitness Ridge, Snow Canyon Medical Clinic, and
VA Nursing Home Update Judy Gubler, City Manager
The VA Nursing Home is currently on schedule for completion
in May 2013.
It is anticipated that in November 2012 the Veterans Admini-
stration will publish a Request for Proposals (RFP) for manage-
ment services. The Veterans Administration does not manage
the facilities and selects a qualified management company to
operate the facility through the RFP process. Once the manage-
ment company is selected we will include that information in
the newsletter and post it on the Ivins City web site. Anyone
seeking employment will want to contact the management com-
pany directly.
Street Lights Not Working? David Glenn, Public Works Director Ivins City has many street lights located throughout the City,
and since they don’t come on until after dark, it is difficult for

A great big thank you to the PTO and the faculty for a fantastic
Chili Cook-Off! Students, Faculty, and Parents have
compiled Vista's first cookbook with over 900 reci-
pes, including recipes from the Cook-Off. Thank
you to the community who supported Vista's part-
nership with United Way and "Hope For Austin."
The service rendered was greatly appreciated. Good luck to
Vista's 100 Math Competition students in the upcoming season.
These students give up a lunch period every week to do Math
for fun! Vista's Kindergarten and 1st grade students will be fo-
cusing on Responsibility, Vista's 2nd - 5th grade students will
be focusing on The First Habit Of A Successful Student, while
Vista's 6th - 8th grade students broaden their focus as they be-
gin Vista's Youth For Human Rights program.

with many volunteers who work so hard to make our life better
– the folks that serve on the Planning Commission and other
boards and committees, the volunteers at the Animal Shelter,
the animal support groups, the volunteer firefighters, coaches,
and some that will do anything to help at the special events. I
have learned so much from so many and I will always be grate-
ful for the time and expertise that is so freely given.
The City Council has asked Dale Coulam to serve as Interim
City Manager. I have worked with Dale for eight years and
have been impressed with his leadership, judgment, and dedica-
tion. In my absence Dale has served as Acting City Manager
and he has the experience, knowledge, and skill to manage the
City operations. Many of you already know Dale and I am con-
fident that he and all the Ivins City staff will remain committed
to providing quality services at the lowest possible costs for our
residents.
I know Ivins City will continue to be the best place to live, va-
cation, and work. Thank you for the opportunity to have served
as your City Manager.

Ivins City Animal Shelter and Adoption Center en-
courages you to spay and neuter your pets. Why is it
important to have your pets spayed or neutered? It
cuts down on the population of homeless dogs and
cats in the shelter.
Spaying and neutering can help your pet live longer healthier
lives and accounts for improved health of both cats and dogs.
Spaying females prior to their first heat nearly eliminates the
risk of breast cancer and totally prevents uterine infections and
uterine cancers. Neutering males eliminates testicular cancer.
Spaying and Neutering does not affect the personality of dogs
or cats. In fact they tend to be less aggressive and not distracted
by the instinctual need to roam so they can mate.
If you have questions regarding spay or neutering, please con-
tact the Animal Shelter. They can help you locate affordable
spay and neuter clinics in our area. You can reach the Ivins City
Animal Shelter between the hours of 8:00 a.m. and 5:00 p.m.

Our Shelter Wish for the month is kitten chow and
scoopable litter, once again. We have many kittens in
the shelter and they need the kitten chow for the first
year of life. Foster homes are also high on the prior-
ity list. Please consider applying to become a foster
parent for our homeless pets.
This is your last chance to enter the drawing for the golf cart;
drawing scheduled for November 16th. The $5 donation will
benefit the animals in the Ivins Animal Shelter & Adoption

The Dog Park
It has been brought to my attention that some people may be
concerned about some signs of development at the dog park
located on 600 West and the possibility of the city closing the
park and I thought I would respond. The current park is located
on private property and the owner of the
property has been gracious enough to allow
pet owners to use their property as a place
where they can allow their dogs to run off
leash. Right now they are just doing some
planning for where roads will be in the fu-
ture and there is no immediate plan to do anything that will
change the dog park. That being said, it is privately owned
property and if the owners decide to develop or sell the property
it is their right to do so. We are grateful that we have been able
to use the property for as long as we have, but we knew from
the beginning that this would be a temporary arrangement.

Our 1st & 2nd and 3rd & 4th grade divisions
are very recreational and instructional, where
volunteer coaches play a big part in teaching
players basic basketball skills, teamwork,
sportsmanship and how to have fun playing
basketball!
Games are held weekday evenings at Lava Ridge Intermediate
School or possibly Red Mountain Elementary
Volunteer Coaches Needed! We would like to have all coaches
selected before November 10th so we can get everything ready
for the league to start. If you would like to help coach, please
let us know when you register your child.
Center and the Cadets in the Dixie AFJROTC Program. The
previously owned golf cart is street worthy and is in good me-
chanical condition. Please call FIAS at 435-673-1718 for more

FIAS is currently sponsoring “Celebrate Fall Staffordshire Bull
Terrier Days” through November 15th. The adoption fee is
waived for all Pit Bulls in the shelter to approved homes during
the celebration. Please drop by the shelter and meet Violet, As-
tro, Mabel and Moose. They are good dogs who need a loving
“forever home”. Fortunately, Rocco was adopted shortly after
the adoption event began.
Best Friends is sponsoring a cat adoption event
beginning on November 10th through 18th, 9

Shelter will be a participating partner. Please

more information. We have beautiful cats just waiting for their
“forever homes”.
Best Friends is also sponsoring a “Super Adoption Event” on
December 7th & 8th at PetSmart. FIAS along with local rescue
groups and local shelters will be participating in the holiday
event. Please mark your calendar and plan to attend this special
adoption event.
FIAS will also be celebrating the holidays during December at
the Ivins Animal Shelter & Adoption Center. We will have spe-
cial adoption days, free gifts to accompany adoptions and a
food drive for Dixie Care & Share. Please watch for more infor-
mation to follow in the December newsletter.

Dumpsters are located next to the Public Works Yard
behind the City Cemetery. They are available on a
first come first served basis beginning at 8:00 a.m.
and close that same day once full.
We will only be able to take the number of players that we have
coaches for. If we have more players than we have coaches for,
we will issue refunds to those we do not have coaches for.
Registration is taken on a first come-first serve basis! Space is
limited; we only have spaces for 8 players per team and only 8

Run Run Reindeer
10K, 5K and 1 Mile Fun Run
Saturday, December 1, 2012
9:00 a.m. at Ivins City Park
This is a Fun Run that will help you keep fit and provide an
opportunity to help Toys for Tots, Ivins City and Red Mountain
Running collect toys for deserving families this Christmas.
The first 100 runners will receive a pair of Rudolph antlers that
they will be encouraged to wear on race day. Runners of the
one mile fun run will have the chance to race Santa to the finish
line and receive a prize if they beat him.
Registration Fees:
10K $25 – with toy donation of one new, unwrapped toy
5K $15 – with toy donation of one new, unwrapped toy
1-Mile Fun Run $10 – with toy donation of one new, un-
wrapped toy
Entry fee for the 1 mile, 10K and 5K includes a cotton t-shirt,
post race hot chocolate and donuts.
Online registration closes at midnight on November 28, 2012.

Power Flow Vinyasa - This is a class suited for
those who have had some yoga experience and
familiarity with a variety of yoga postures. A
vinyasa flow sequence developed by Ian Phillip
White, properly named "Brahman Yoga Flow". This powerful
and energizing flow includes Sun Salutations, "Warrior" Flow
series, standing postures, balance postures, inverted postures,
backbends, twists, restorative postures, and more. Classes may
include arm balances. Kim also teaches and directs proper
yogic breathing and some beginning meditation.
Gentle Yoga - This class is well-suited for beginners, and/or
anyone desiring gentle and restorative yoga. You don't need to
be "flexible" to take this class, as you practice, your body and
mind will become more flexible and strong! This is a gentle-
paced class which includes forward bends to calm the nervous
system, standing postures, simple balance postures, seated pos-
tures, hip-openers, restorative postures, twists, and more. Kim
