Approval of Recommendations ITU-T
By TSB AAP-13, it was announced that the following Recommendations ITU-T were approved, in accordance with the procedures outlined in ITU-T Recommendation A.8:
– Recommendation ITU-T M.3340 (14/05/2009): Framework for NGN service fulfilment and assurance management across the business to business and customer to business interfaces
– Recommendation ITU-T Q.3610 (7/05/2009): The signalling requirements and protocol profiles for CRBT services
Notification of case of possible misuse of numbering resources

The Institut des Communications de la Guinée-Bissau (ICGB), Bissau, in its capacity as the National Regulatory Authority for Telecommunications, announces its concerns regarding the unauthorized use of Guinea-Bissau’s E.164 country code “245” by several unidentified operators, in particular for the purpose of providing “Audiotex or Videotex” and other services available on the Internet.
In addition, the Institut des Communications de la Guinée-Bissau (ICGB) confirms that no operator or service provider has been authorized by Guinea-Bissau authorities to set up infrastructure or use existing infrastructure for the purpose of providing “Audiotex or Videotex” services or to use country code “245” for other purposes deemed illegal.
The Institut des Communications de la Guinée-Bissau (ICGB) requests the cooperation of all telecommunication operators and administrations in recalling that it is prohibited to use the name of Guinea-Bissau for the purpose of providing “Audiotex or Videotex” services or for country code “245” to be used by unauthorized operators or for unauthorized purposes either within the territory of Guinea-Bissau or elsewhere.
The Institut des Communications de la Guinée-Bissau (ICGB) wishes to reiterate that only the operators and providers of services headquartered in Guinea-Bissau, or duly established as representatives in Guinea-Bissau, can hold an authorization for the establishment and operation of telecommunication networks or the provision of telecommunication services within the territory of Guinea-Bissau or for the use of State public domain resources such as numbers and radio frequencies.

The Autorité de Régulation des Communications Electroniques et des Postes (ARCEP), Paris, recalls that numbers in the format +33 9 AB PQ MC DU, the purpose of which is to serve users wishing to have non-geographic interpersonal numbers on French territory, are accessible from all other countries. The destinations served by such numbers are not mobile terminals (i.e. no airtime cost is included in the total routing cost).
Such numbers will in no case be used for value-added services.Additional information
Moreover, further to complaints by certain telephone service operators and providers in France to the effect that network operators in other countries were not routing traffic to them, it would appear helpful to publish this communication simply in order to inform all interested parties of the E.164 destination codes currently in service after the country code +33 for accessing geographic fixed or mobile service subscribers with a number in metropolitan France, as well as the equivalent codes in the French Overseas Departments (DOM).Reminders
The numbering plan in metropolitan France is a closed plan with the following format:

It is customary practice in France for the sequence of digits of a national (significant) number (N(S)N) to be designated by the following letters:

Destinations currently open to telephone traffic in metropolitan FranceBelow are lists of the possible +33 Z, +33 ZA and +33 ZAB destinations:1) for the fixed telephone service (Z – 1, 2, 3, 4 or 5)2) for mobile services (Z – 6)3) for virtual private networks on the national territory (ZA – 85)4) for non-geographic interpersonal numbers (ZA – 87, except 876).

This brings up a page displaying either:– an actual list of operators with the PQ digits assigned to them; their
addresses may then be obtained by clicking on the “adresse” (address) link; or
– “ Il y a plus de 50 réponses, veuillez préciser par un chiffre supplémentaire” (there are over 50 replies, please specify further by indicating an additional digit). The sequences of values 0ZAB1, 0ZAB2, 0ZAB3, etc., should then be entered into the search engine in order to obtain the operators’ names, and subsequently their addresses by clicking on the “adresse” link.
The numbering information is updated each week by the Autorité de Régulation des Communications Electroniques et des Postes (ARCEP). Numbers recently assigned to operators are therefore readily obtainable and can be taken into account by operators from other countries.Remarks
Geographic numbers, non-geographic interpersonal numbers and mobile numbers are not the only types of number in the French numbering plan. The following categories also exist:
1) Short numbers (four (4) digits beginning with the digit “1” or the digit “3”); barring exceptions, these are not accessible from other countries.
2) Non-geographic fixed service numbers (freephone or paying numbers); for these numbers, Z – 8 with A 5 and A 7. Whether or not they can be accessed from other countries is determined on a case-by-case basis through bilateral agreements between the incumbent operator and certain operators of other countries.
3) Special numbers comprising two (2) or three (3) digits that are not accessible from other countries.
In future, when changes are made to the list of Z, ZA and ZAB indicated in this communication (by the addition of new ZAB or the suppression of certain existing ZAB), the Autorité de Régulation des Communications Electroniques et des Postes (ARCEP) will publish a communication listing the changes.

This information is the result of a survey made by ITU-T Study Group 3 in accordance with Resolution 21 (Rev. Marrakesh, 2002) of the Plenipotentiary Conference (Marrakesh, 2002) and Resolution 29 of the World Telecommunication Standardization Assembly, WTSA-2000 (Montreal, 2000).

National Numbering Plan(According to ITU-T Recommendation E.129 (09/2002))
Administrations are requested to notify ITU about their national numbering plan changes, or to give an explanation on their webpage concerning the national numbering plan as well as their contact points, so that the information, which will be made available freely to all administrations/ROAs and service providers, can be posted on the ITU-T website.
For their numbering website, or when sending their information to ITU/TSB (e-mail: [email protected]), administrations are kindly requested to use the format as explained in ITU-T Recommendation E.129. They are reminded that they will be responsible for the timely update of this information.
