Iowa LICA Scholarship Approved by Board of Directors Attend the 55th Annual Meeting and Convention in Des Moines on January 12, 13, 14, 2014 and find out how and who can qualify for the Iowa LICA Scholarship program. Scholarship applica-tions will be available at the convention. The LICA Board approved four $500 scholarships to be awarded. Iowa LICA continues to develop more and more benefits for members.
Partnership Agreement for Conservation is Awesome
A partnership has been formed by the Ag Technology and Environmental Stewardship Foundation
(ATESF), Agren, Iowa Corn Growers Association (ICGA), Iowa Soybean Association (ISA), and the Iowa
Land Improvement Contractors Association (LICA). The purpose of the partnership is to implement a pri-
vate-sector initiative to demonstrate technology-based conservation practice planning as a tool to accelerate
implementation of Iowa’s Nutrient Reduction Strategy. This initiative, titled “Conservation is Awesome,” is
funded by a $114,000 grant from the Walton Family Foundation, and $80,000 from the Iowa Corn Promo-
tion Board for the software license to conservation planning tools. All partners agree to provide in-kind do-
nations which may include staff time, travel, materials, and/or equipment.
The partners have agreed to certain roles and responsibilities that were included in the grant application.
LICA’s responsibilities are explained below with timelines.
LICA: Promote the project to members so contractors participate.
Coordinate members to participate in webinar demonstration (December 2013).
Promote in-person training to participating contractors (December 2013 to January 2014).
Develop, implement, and analyze telephone interviews with participating contractors to measure
satisfaction with tools and willingness to pay (October 2014 and November 2015).

2013 has been a development year for our website. New things have been added and we have moved a few things around. Let’s take a look at
what exists in this online monster.
Above is the homepage for the Iowa LICA website. The top, right and left will stay the same regardless of which page you are
on in our website. The left side includes the state officers and staff. The top right side of the page allows you to search for some-
thing specific, shows you recent posts, gives you upcoming events that link to the calendar, frequent search requests, and the
archives you can search through. The top of the page gives you navigation tools to weave your way through the site. The middle
of the page will change depending on where you are. You will see the latest Iowa LICA posts in the middle of the homepage.
Along the top of the screen the navigation menu contains the following:

Now, let’s look at each of the menus at the top of our homepage. We’ll begin with “HOME.” This will bring you back to the
homepage no matter which page you find yourself on. I like to think of it as the reset button. If you don’t have any idea how you
got to where you are, but you want to go back, you can always click on “HOME.”

“ABOUT US” is a page, but it also contains submenus. Click on this page you’ll find information about our members and what

annual registration. If you find incorrect information, please make sure to submit correct information on your annual registration

The following is a list of seminar topics that will be presented at the 2014 Annual Meeting and
Convention on January 13 and 14, 2014.
Monday and Tuesday: Time of Transfer CEU Classes
There will be five hours of classes. Three hours on Monday and two hours on Tuesday.
Drainage Law
James Hudson is a drainage attorney for Hudson Law Firm. Mr. Hudson will review
drainage procedures and issues impacting contractors in private and public drainage projects.
He will encourage participants to ask questions.
Roadside Inspections
Steve Robinson is the Training Coordinator with the Iowa Department of Transportation.
He will cover pre-trip inspections and load securement issues commonly found on roadside
inspections. Time will be allotted for questions about driver and vehicle issues.
DOT Audits
Wes Schwanke is a Motor Carrier Investigator with the Iowa Department of
Transportation. He will be presenting an overview of what is discussed and inspected at a New
Entrant Safety Audit. He will also discuss required files that a carrier must have present for
the audit.
Business Succession and Tax Planning
Mark Wiskus is an advisor with the Wiskus Group and Jerry Uitermarkt CPA is with
Schuerigg Uitermarkt CPA. They will discuss how to successfully transfer your business to
someone else through a sale or gift by using the tax opportunities available to us today.
Monday Sessions: Damn – It’s Broke!
Steve Nelson is the owner of Nelson Machine and Forge. He will give you a practical over-
view of shop and field welding an repair procedures. Steve will give you a colorful and
interesting insight to welding do’s and don’ts with a small amount of theory to make it stick
in your mind.
LICA National Benefits
Gerald Biuso, Sr, is the CEO of Land Improvement Contractors of America. He will
review many of the current National LICA benefits and the introduction of three additional
benefits available to both contractor and associate members.
Health Care Reform
Brian Gillette is the Chief Operation Officer for Group Benefits, Ltd. Mr. Gillette’s
presentation is made for employers. He will discuss the major questions employers need to
address to ensure they are making the best decision for their business and their employees.

Safety Updates – Know it Now or Pay Later
Linda Moyna is the LICA Safety Director, and owner of Moyson Resources. She will
cover all new updates on OSHA, MSHA, drug and alcohol, and CDL/DOT requirements.
There have been some major OSHA changes with hazard communication that will affect all
companies.
Hydraulics
Myron Muehlbauer is the Technical Support Specialist for Ziegler Cat. This presentation
will be on some of the change to modern day machine hydraulic systems, with emphasis on the high
pressures involved, and also how minute system clearances have gotten to accommodate this. We
will illustrate how these small clearances have stressed the need for better maintenance practices,
proper machine warm up to avoid thermal shock, and escalated general safety considerations.
The last part will be a short introduction to the latest in hydraulics, the hybrid system used in the
Caterpillar 336E Hybrid Excavator. This system is very unique and efficient, and may be the
concept of the future.
Other Seminars on Monday there will be a presentation from Natural Resource Conservation Ser-
vice (NRCS) on terrace design and a seminar on Wetland Determinations. The Iowa Soybean
Association will give us an update on what the “Nutrient Strategy Reduction” program is all about.
John Deere will be giving a seminar on the cost of buying vs. rental. Lori Keppler will also have a
computer seminar.
Tuesday Operating Cost for Machinery
Doug and Mary Lou Egeland are the owners/operators of Doug Egeland Tiling. They will
give you a presentation on the breakdown of operating cost for a lowboy, a D6RLGP, a Linkbelt
210 Excavator, a 420 Cat Backhoe, and a tandem axle dump truck. This will give you a way to
figure the cost of operating a machine.
Drainage and Nutrient Reduction
Matt Helmers is an Associate Professor from Iowa State University. The Iowa Nutrient
Reduction Strategy has generated significant interest throughout Iowa. To reach the goals laid out
will require a combination of practices many of which will require LICA members for installation.
This presentation will highlight the opportunities for LICA members to be involved and lead efforts
in reducing nutrient movement to downstream water bodies.
GPS-How It Works
Darren Brown is the Machine Control Specialist for Fred Rogers-Lieca Geosystems. He will
be explaining how GPS systems work. He will talk about the setup and steps needed to utilize the
technology on the machine and the jobsite.
Other Seminars on Tuesday will be on Pond Building, How to Lobby Your Legislator, Iowa One
Call, and computers with Lori Keppler.

Down on the Farm
I went to the farm a week ago to
make sure we were ready for winter.
All the water lines have been drained
and the equipment has been put
away for winter. Everything looks
pretty good. The seeding has come
up and everything is green.
You might not know that we have
four campers and a boat stored in the
building for winter. They belong to
some folks from Melbourne.
Also, want to thank members who
offered some antique equipment for
display at the farm. We will pursue
those offers next spring.

Contractor School at Hawkeye Community College in Waterloo
Iowa LICA Chairman of the Board, Tim Recker, Iowa LICA Safety
Director, Linda Moyna, and several NE Iowa
contractors have been actively involved in the
development of a new Construction Equipment
Operator program at Hawkeye Community
College.
Students who participate in this program will be well prepared to
enter the workforce in the construction industry. Some of the
topics the advisory committee recommended are: intensive safety
training, general maintenance class, seat time on different
machines, class C CDL, along with social and communication
electives.
Hawkeye Community College intends to begin the program in
May of 2014. Moyna and Recker will continue to meet with the
advisory committee until the program is rolled out.

Northwest District goes High Tech!
We are all busy. It is hard to get to all the meetings and events we would like to attend. With the hope
of getting more member involvement in the operation of Iowa LICA, the Iowa LICA Northwest District
is going to hold its December district meeting via conference call. Will it work? We won’t know unless
we try. I want to make sure that members realize the call will not cost them anything. The call is billed
to Iowa LICA, not individual callers. If you haven’t ever been on a conference call, give it a try. Also,
have patience. We don’t know if we will have 10 people on the line or 50!
