The waterways are an important national tourismresource - they enhance the attractiveness of bothurban and rural areas, they link places of interest, andthey generate tourism in their own right.
In many areas of the UK, the inland waterways arenow used predominantly for leisure and recreation.
There are about 100,000 licensed boats on thewaterways and the system supports a holidayhire-boat industry of about 3,000 craft.
Rowing, canoeing and sailing are widespread.
Angling is very popular - some 300,000 peoplefish British Waterways' canals.

Environmental Tourism
The inland waterways make a valuable contributionto the quality of the landscape and provide a rich anddiverse environmental resource. British Waterways'canals include over 100 sites of special scientific
interest (SSSI) and 800 more sites designated of localnature conservation interest.
The waterways provide a sanctuary for a widevariety of plants and animals, some of which havebecome rare elsewhere due to loss of their more
natural habitats.

The river cruises in Goa are generally theme based cruises

Parasailing
One of the exciting water sports, Parasailing means floating
high in the sky with a parasail. The parasail is usuallyattached to a speedboat with the help of a long rope. As the
speedboat traverses the waters, the parasail lifts the person
into the air.
WindsurfingA surface water sport, using a sailboard attached to a sail,
the surfer skims the waves by precariously balancing himself
to the changing currents of wind and water.

Looking Outwards
Looking from the waterway outwards as well as fromLand to Water provides the opportunity to:
explore and optimise the added value of thewater space so that it becomes a leisure resourceand facility in its own right;
incorporate the foreshore areas and the waterspace in the development scheme so as toencourage greater use of the water space andsurrounding public spaces;
explore the range of water based uses that anyparticular water space can support, as well as toidentify the land based implications of such uses;
identify a balanced mix of mutually supportinguses on land and water.
Of enormous importance is the foreshore area andits integration with the water way arteries

IWT has received large funding in both the ninth and tenthfive-year plans but has not been able to effectively utilize it(Planning Commission 2001).
IWAI in principlebut not in practicecommits tomaintaining a year-round draft of 2 m along the National
Waterways (Planning Commission 2001). The deficiencycould be overcome either by justifying the cost on the basisof assessed commercial traffic potential or by the operatorsplanning for a realistic draft of 1.5 m.
The potential of IWT is sufficient to justify a national bodysuch as the IWAI with a sharp role in nurturing the sector,
but its sustenance needs to be judged contextually for eachwaterway or waterway system.
Given a sector turnover of about Rs 110 crore annually, thesector investment of Rs 308 crore (Rs 1701 crore proposed) inthe Ninth Plan, and in the Tenth Plan of Rs 5665 crore

The Requirements
What are our Objectives in IWT Development? Theremust be a clear policy and mission statement.
To begin, an inventory of existing infrastructure andtransport must be prepared as the base of a sound
development program.
This inventory should include quantitative aspects(e.g. minimum depths, width, and vertical clearanceof waterways, marking and minimum equipmentwith navigational aids, and number of vessels), as
well as qualitative aspects (e.g. the state ofinfrastructure and the fleet, transport performance).
River specific development plans must be drawn upand provided to the stakeholders, with clearobjectives, governance models, revenue models etc
Investment policy & plan for improvements in inter-modal connections between cost-effective inlandwaterway transportation, faster railways, and moreelastic road transportation will significantly improvethe efficiency of IWT and the overall transportsystem. This policy must be articulated.

Goa has earned the reputation of being one of the
best tourist destination in the World.
We have to thrive to improve our rating by
continuously improving the Infrastructure.
Goa should have a well equipped Water Police for
patrolling the Inland water ways to reduce
notoriety.
What would be the implications on operations
(Timings of operations, Types of vessels,
The size of vessels, The number of vessels,
Backwater cruises etc) in Goa, if the
waterways are made National waterways?
Govt should restructure the existing policy and
make it more comprehensive/transparent.
