ICAO Documents Related to Aerodrome

Certification

Article 15 of the ICAO Convention:

Requires that all aerodromes open to public use,

under the jurisdiction of the country, provide uniform conditions for aircraft of all other

contracting States.

1. ICAO member States have agreed to a

standard about certifying aerodromes.

2. Certification enables member State to

discharge safety responsibilities in aerodrome regulations and provides

evidence of action taken.

3. Certification will be reviewed in the

ICAO Safety Oversight Audit

ICAO member States have agreed to a standard about certifying aerodromes

ICAO Annex 14 Volume I has standards that require: “States shall certify aerodromes used for international operations in accordance with the specifications contained in this Annex as well as other relevant ICAO specifications through an appropriate regulatory framework”

Additionally, ICAO Annex 14 requires that: “A certified aerodrome shall implement a safety management system” acceptable to the State/CAA.

Why to Certify Aerodromes?

Certification enables member State to discharge safety responsibilities in aerodrome regulations and provides evidence of action taken.

Without the process of certification, a strong commitment to quality assurance of safety is difficult to demonstrate:

- What evidence is there of compliance with standards?

- How can procedures be assessed as safe? - What staff competencies are required, and is

appropriate training provided? - How can the accuracy of published aeronautical

data be assured? January 15

Certification will be reviewed in the ICAO Universal Safety Oversight Audit Programme

The ICAO Safety Oversight Audit Programme is a comprehensive systems approach for the conduct of safety

oversight audits and includes a comprehensive system’s approach review of States conformity with core elements of the safety provisions contained in:

� Annex 1 — Personnel Licensing, � Annex 6 — Operation of Aircraft,

� Annex 8 — Airworthiness of Aircraft, � Annex 11 — Air Traffic Services, � Annex 13 — Aircraft Accident and Incident

Investigation, and � Annex 14 — Aerodromes.

Aerodrome Certificate

This certificate authorizes

Airport Authority

to operate

International Airport

This certificate is issued under the provisions

of Civil Aviation Regulation 4.3. The operation and use of the aerodrome

is subject to the Civil Aviation Act, the Civil Aviation Regulations, and any relevant directions issued by the Civil Aviation

Authority, including any conditions endorsed on the reverse of this document. This

certificate remains in force until surrendered, suspended or cancelled.

Adoption of international standards and

procedures

Each contracting State undertakes to collaborate

in securing the highest practicable degree of

uniformity in regulations, standards, procedures,

and organization in relation to aircraft,

personnel, airways and auxiliary services in all

matters in which such uniformity will facilitate

and improve air navigation.

Civil Aviation

Departures from international standards and procedures

Any State which finds it impracticable to comply in all respects with any such international standard or procedure, or to bring its own regulations or practices into full accord with any international standard or procedure after amendment of the latter, or which deems it necessary to adopt regulations or practices differing in any particular

respect from those established by an international standard, shall give immediate notification to the International Civil Aviation Organization of the differences between its own practice and that established by the international standard.

ICAO Annex 14 Aerodromes contains standards and recommended practices.

States must notify differences with standards; and are invited to notify

differences with recommended practices.

Annex 15 AIS contains a requirement for aerodrome information:

States must notify in AIP:

� differences with standards, and

� significant differences with recommended practices.

Aerodrome Certification:

� Is an ICAO Annex 14 standard.

� Is in ICAO USOAP.

� Enables a safety assurance approach.

� Can be achieved using:

- an appropriate regulatory framework;

- an acceptable specific Aerodrome Manual; and

- fulfilling by the aerodrome operator all criteria

established by the CAA for the certification.
