buildings will have to be ad-dressed during the upcom-ing legislative session. Thestructures are scheduled tobe demolished next year.

Efforts by the Press &Dakotan to reach ShawnFoutch for comments on theprocess were unsuccessful.

In September, YanktonCounty’s three state legisla-tors expressed appreciationto Daugaard for his consider-ation of the Foutch Brothersproposal and are still hopingfor a positive outcome.

“I appreciate the fact thatthe Daugaard administrationhas given us extra time totry to see if these buildingscan be salvaged and onceagain put to good use,” saidRep. Mike Stevens (R-Yank-ton). “I am hoping that theeconomics of the matter re-sult in a win-win situation,and the buildings can besaved.”

Rep. Bernie Hunhoff (D-Yankton) said he is curiousto see the results of theappraisal.

“Obviously, the land hasvalue, but the buildings are adetriment as they standtoday,” he added. “Any timewe can take public propertyand put it back on the taxrolls, I think lawmakers havean interest. And I know thereis a lot of appreciationaround the state for the oldarchitecture on the HSC cam-pus. Plus, the proposed de-velopment would be onestep in solving Yankton's

housing shortage.“At this point, it’s really

up to the Foutch Brothers,”Hunhoff continued. “As locallegislators, we've met withShawn Foutch and we've of-fered the governor our assis-tance in making the projectwork. Gov. Daugaard and hisstaff have been very openand supportive at what isprobably the last and bestopportunity for restorationof these buildings. We justhope the Foutch Brothersfind it a reasonable ap-praisal. I know they wouldenjoy working with the Yank-ton community on whatwould be a once-in-a-lifetimereal estate development.”

Bowman said she is stillawaiting confirmation fromFoutch Brothers aboutwhich of two options pro-posed for parking and greenspace they would prefer touse. Once that is done, theappraisal will proceed.

The firm is estimating thethree buildings will cost ap-proximately $16.4 million torenovate. That includes$15.4 million for building im-provements and another $1million for site and infra-structure upgrades withinthe boundaries of theproperty.

Most of the approxi-mately 102,000 square feet inthe three buildings would befashioned into about 80apartments. However, ap-proximately 20,000 squarefeet in the north wing of Ord-way would be used for com-mercial office space.

Bowman said she is alsohoping for a positiveresolution.

“They are cool buildings,

and if they can be renovated,that’s great,” she stated.“We’ve never, in all theseyears, found anybody whothought it could be donecost-effectively and find ause. It’s an interestingprocess, and it’s a lot of de-tails to work through. I thinkeverybody is operating ingood faith.”

Donald fell in loveand married Rita Hale onSeptember 12, 1981. Theyhad one son together; JerryAllen was born on April 14,1983. Donald was a mem-ber of St. WenceslausCatholic Church. He wasactive with Tabor CzechDays and St. WenceslausBazaar. Donald liked fish-ing, darts, gardening, car-pentry, cooking, canning,and spending time with hisfamily and friends.

He is survived by son,Jerry of Garretson, SD; step-daughter, Julie LeFebvre of

Walter Roth was born onSunday, September 26, 1920in the family home nearAvon, South Dakota toTheodore and KatharinaRoth. He was baptized onNovember 7, 1920 and con-firmed on June 28, 1936 atEmmaus Lutheran Church

in Tripp. He attendedschool until the 8th gradeat which time he began hislifelong career in farming.On June 7, 1942, Walter wasunited in marriage to EllaWormsbecher at EmmausLutheran Church wherethey remain members tothis day. Walter had a pas-sion and talent for farming.There was rarely a timewhen he wasn’t busy in thefields or tending his cattleat his farm nine milessouthwest of Tripp. He trulyenjoyed driving big trac-tors, especially the 72-20 In-ternational which hecontinued to drive at theage of 90. Walter was al-ways a farmer at heart witha great appreciation foroveralls that extended be-yond his active farmingyears. Walter died on Satur-day, December 7, 2013 atBormann Manor in Park-ston, South Dakota at theage of 93 years, 2 months,and 12 days.

He is survived by hiswife of 71 years, Ella Roth;one daughter, Marcine(Allen) Schoenfish ofMenno; two sons: LeRoy

(Judy) Roth of Tripp andMyron (Diane) Roth of Tea;seven grandchildren: Ann(Justin) Verba, Scott(Terah) Schoenfish, SherriSchoenfish, Steven Schoen-fish, Ryan (Amanda) Roth,Fawn (Chris) Vogt, andCody (Angie) Roth; four-teen great-grandchildren;one sister, Agnes (Marvin)Thum of Scotland; and onebrother, Norbert (Diana)Roth of Yankton.
