The first 5­star General of theArmy appointment in U.S.history went to George C.Marshall on December 16,1944. The visionary Army Chiefof Staff, Marshall was theultimate team builder,organizing and directing thelargest military expansion inU.S. history. Though he neverfought on the WWII battlefieldsof Europe or the Pacific, hisleadership inspired others andprovided the resources to winthe war.

  “People not only thought hewas telling them the truth, hedid tell them the truth. Healways told me the truth when Iwas President of the UnitedStates.”

Honesty is Still the Best Policy

On 1 September 1939, GeorgeCatlett Marshall took command of theUnited States Army – a force ofapproximately 175,000 menequipped largely with weapons leftover from World War I, and whichranked 19th in the world. Earlier thatsame morning, Germany invadedPoland in the opening drive tooverrun Western Europe with 98divisions of 1.5 million mensupported by modern tanks andaircraft.

An isolationist mind­set gripped theUnited States. Congress andPresident Roosevelt were focusedon the upcoming elections anddebating the need for more social

programs, and it fell to Marshall to convince them of the seriousness of thethreat posed by Nazi Germany. He spent the next several months meetingwith the President and testifying before congressional committees on theneed to appropriate funds to build up the nation’s armed forces. 

He brought an unwelcomed message and he was candid in delivering it,telling the President in one meeting, “Mr. President, if you don’t dosomething and do it right away, I don’t know what is going to happen tothis country.” 

The Speaker of the House observed that Marshall never flinched fromlaying out dismal facts, adding that he “would tell the truth even if it hurt hiscause.” On another occasion, the Speaker said that congressmen soonrealized that when Marshall was testifying before them, they “were in thepresence of a man who is telling us the truth, as he sees it.” His veracityand mastery of the facts converted many of the doubters to supporters, tothe extent that he ultimately obtained a significant portion of the resourceshe requested.
