Objective
The overall objective is to normalize the websites of all the Urban Local Bodies (ULBs) so that the websites use the same template to achieve uniformity, consistency and there by the achievable standards during a course of time. The ULB websites are developed using Drupal 6.0.
The objective of this document is to provide the required guidelines, operational instructions for day-to-day content management of the ULB websites.
Intended Audience: All the districts’ Nodal Officers, IT staff of all the ULBs.
1. Requirements
1.1 Overview
ULB Websites has various links categorised as Primary Links and Secondary Links. Primary Links are common accross all ULB's and Secondary links are ULB Specific Links.

1.3.1 Roles
ULB staffs will be provided with editor privilege for doing the content management
1.3.2 Accessing a ULB website.
a. Type the ULB domain in browser window
b. Login using User Name and Password

1.3.4 Steps for adding Blocks to Right Hand side (See Figure 2)
a. Go to -> Administer - > Site Buliding -> Blocks
b. Select the Block Name
c. Select right sidebar from Region combo box corresponds to the block.
d. Click on Save Block.

1.3.5 Steps for creating Secondary Links(ULB Specific Links) (See Figure 3 and 4)
a. Go to -> Administer - > Site Buliding -> Menus
b. Select -> Add Item under Secondary Links
c. Type Title -> Type Path -> Select Secondary Links as Parent Item -> Select weight -> Click
on Submit Button

1.3.6 Steps for creating Pages and adding it to Secondary Links. (see Figure 5)
a. Go to -> Create Content - > Page.
b. Give Title -> Contents in Body.
c. Click on URL Path settings -> type a URL
d. Click on Menu Settings -> Give Menu Title -> Select Parent Item as Secondary Links –
Choose weight -> Click on Submit

1.3.9 Procedure for configuring ‘Import Image’ options for Admin role:
Steps: 1. Login into the website as ‘Admin’ 2. Administer->Site Configuration->Image 3. Check that in the page opened up, in the Files and Sizes tab the value for ‘Default Image Path’ is
set as ‘images’. 4. Click on ‘Image Import’ tab 5. Set the ‘Import Path’ as ‘sites/www.<ULB/UDA name>.gov.in/files/ 6. Click on ‘Save’ button.
2. Guidelines
2.1 Links, Menus and Block
a. Newly added Menu links from ULB’s should come under secondary links menu called Nice Menus.
b. New Links should not be added in Primary Links Menu other than Secondary Links Menu.
c. While adding a new block by ULB’s, the position of the Block should be on the Right Hand Side of the website.
d. No changes should be made in any links under Primary Links Menu.
e. No Blocks should be added to the left hand side of the website.

f. City Summary Block structure should not be altered, ULB can change the values on the right column
of the city summary block.
g. At the bottom of the each webpage, the Official Designation of the ULB Official Should be provided.
2.2 Uploading and displaying the documents/photos/multi-media / graphic
a. All the documents should be in PDF format.
b. Photos of functions conducted by ULB’s should be placed in the Photo Gallery Link provided on the
right hand side of the website.
f. All photos should be in JPEG/JPG/PNG format having width 110 and height 130 pixels (max size: 800kb).
e. There should not be any animations anywhere in any pages of the web site.
f. There should not be any advertisement anywhere in any pages of the web site.
g. Photos other than JPEG/JPG/PNG should not be placed anywhere in the any web pages.
2.2.1 Steps for uploading files (includes images, PDF documents)
1. Login into the website as editor 2. Under the ‘Create Content’ menu, select one of the content types (available options are: ‘Book Page’,
‘Comment’, ’Image’, ‘Page’, ‘Story’). 3. It is not needed to fill values for title / Image/Body fields in the opened up screen. 4. Below the rectangular area of ‘Body’, we can find the following links in the same order:
a. Input format b. Book outline c. Revision Information d. URL path settings e. File Attachments f. … g. …
5. The ‘File Attachments’ link should be selected. 6. Then in the offered controls we can use ‘Browse’ button to browse and select a file of choice which
needs to be uploaded to the server. 7. Then press ‘Attach’ button. Repeat steps 5, 6 and 7 to attach multiple files. 8. To have the files uploaded in the server correctly, we must press ‘Save’ button at the bottom.
2.2.2 Steps for importing images files (includes images, pictures of formats jpg, jpeg and png)
Steps: 1. Login into the website as ‘editor’. 2. Administer->Content Management->Image Import (Refer section 1.3.9 prior to this step) 3. Select (using check boxes available on the left hand side) the required images to be imported to
‘images folder from files directory (sites/www.<ULB/UDA name>.gov.in/files/) 4. For the above step to be successful, it is assumed that the editor has successfully completed the
above step 2.2.1
3. Dos and Don’ts for the IT staff
3.1 Dos
1. Do type (using the standard keyboard as the input device) the content that needs to be provided. 2. Use the suggested browsers (including their suggested versions or higher versions)

3. When it is required to copy and paste a piece of text, make sure that the source of the text is of the same browser and version as suggested / a safe website / a trusted source of information and also use the
option ‘Paste from Word’ ( ) from the tool bar. 4. The basic template / skeleton of the website (including primary links, secondary links, blocks, the footer
and the header) along with the supplied colors and shades should be kept intact at all the times. 5. Publish/update only an approved content and periodically/on need basis update and check the health of
your respective website. 6. If needed do attend a training session (can be requested with the application owner) to get familiar with
the content add/update process. 7. Go through all the available documentation before attempting any content update / addition in the live
website 8. In case of any doubt / any needed clarification contact the concerned contact persons.
3.2 Don’ts
1. Do not ever copy and paste (on any of the pages / menu items / fields of the pages etc.) content from un-trusted sources (for example sources like: unsafe websites, content from different browsers / links resulting in various types of attacks / malpractices etc.)
2. Never delete any content and any type of content. 3. Do not alter the look and feel of the website (like the adding new menu items / blocks resulting in change
of basic skeleton) 4. Do not tamper the contents and avoid sharing the login information (username and password) with
others.
