Adopted Laws And Regulations
Several relevant Laws and regulations, both local and international, will be considered and ensured that all workers are aware of, before entering into the substation. These laws include;
Relevant National and International Laws applicable
to the project1. Part 10 of the Qatar Labour Law contains a range of
health and safety related obligations, requiring an employer to:
Provide employees with information concerning the precautionary measures that have been put in place to protect them from work-related injury or disease.
Inform employees at the start of their employment about any occupational hazards.
Provide employees with first aid facilities. That the workplace is safe for employees. That safe systems for work are in place.

2. Section 17 of Qatar Foundation Mandatory standard on Health and Safety17.1 Health & Safety
Contractors shall adhere to the mandatory standards for Health, Safety, Security & Environment as stated in the QF Health, Safety, Security and Environmental (HSSE) Standards for Construction.
3.The LawHealth and Safety at Work Act 1974
It shall be the duty of every employee while at work:-
A) To take reasonable care for the health and safety of himself and of other persons who may be affected by his acts or omissions at work; and
B) As regards any duty or requirement imposed on his employer or any other person by or under any of the relevant statutory provisions, to co-operate with him so far as is necessary to enable that duty or requirement to be performed or complied with.
4. The Law Electricity at Work Regulations 1989
Regulation 16Persons to be competent to prevent danger
and injury
“No person shall be engaged in any work activity where technical knowledge or experience is necessary to prevent danger or, where appropriate, injury, unless he possesses such knowledge or experience, or is under such degree of supervision as may be appropriate having regard for the nature of the work.”
5.General Safety Rules by Kahramaa
The Safety Rules shall be strictly followed by all persons working on KM electricity network and assets. Ignorance of these rules will not be accepted as an excuse for negligence of duty.
Safety Policy mandates the following:
(i) Comprehensive Safety Rules, Procedures and Code of Practice relating to particular activities are issued from time to time for implementation in KM network. These policy documents must be followed by all the staff and by the Contractor’s representative working at KM sites.
(ii) In designated areas of particular hazard, competent persons who have authorization will be required to satisfy themselves that all necessary safety precautions have been carried out before authorizing the commencement of work.
6.Qatar Law of Environment Protection
Law No. (4) of 1983 concerning Exploitation and Protection of Aquatic Life in Qatar provides that any plant, laboratory and factory waste, sewage water, chemical and petroleum substances, ship oils, and any other liquids that may cause harm to aquatic life may not be discharged into fishing water or internal water without the written approval of the competent department

Hence, the possible hazards and risks will be considered and made known to workers as follows;
Pre-task briefing and assessment will be done to ensure that only workers that have proven to be aware of all safety precautions and safe working methods are admitted to the substation; and
Tool box talk will be conducted before every activity
Hazards and Risks in the Project
To effectively control the resulting risks from the hazards inherent in this project, a risk assessment form approved by KM has been prepared based on our method statement

Safety Measures to prevent Risks arising from the Project
General Observation
Before work commences, it will be ensured that; The transformer is shut down (to be confirmed
by the responsible person) There is no live apparatus There is clear and unobstructed access to the
working area The surrounding of the transformer is well
secured There are no hanging cables, trenches or
uncovered openings
Electrocution
Our works are mainly mechanical except while working on the motor drive. However, to prevent electrocution, we shall take the following measures

Lockout Tag out- LOTO
LOTO will be applied under the supervision of, and responsibility of KM before work commences to prevent unauthorized discharge of electrical energy

Working at height
Suitable ladders will be used along with body harnesses hooked to the crane to prevent fall from height

The stability of the foundation for attaching body harness will be ensured before being used for harnessing.

The effects of working under direct sunlight will be prevented by providing a canopy

Only trained operators will use power-actuated tools
No flaring, unprotected light or naked fire will be allowed on site

Non Sparking (i.e. anti static) tools shall be used

Cable connections on ground will be avoided as much as possible. Where it is inevitable, cable protectors will be used to prevent trip and fall.

In case of day light shut off, adequate lighting will be made ready for proper illumination e.g. IP65 halogen light

Our Dedicated Vehicle containing our Filtration Plant and Generator Set will be parked in the substation.
SPECIAL PURPOSE VEHICLE
SPECIAL PURPOSE VEHICLE
The Vehicle will be parked in a location within the substation till the end of the project for the following reasons;
To prevent delay or time lost in moving to and from our workshop and substation
To avoid accidental damage to, or loss of the equipments and other materials to be kept in it
To avoid violating the traffic rule that stipulates specific movement period for heavy duty vehicles
Hence, it’s position will be marked out with warning tapes and signs for good visibility.

Access to the project will be restricted to employees of AHT and/or any other authorized Personnel

To prevent unauthorized entry, a gate pass, issued by KM will be used in admitting workers to the site

In addition, a passport is designed by Al Hamad Trading HSE department for identifying our workers and for other security issues

NOTE: In case of other contractor(s) present at the project site, we’ll ensure that there is a document from KM ensuring us that such contractor(s) has/have met the required safety standard to work safely and for cordiality in the substation.
Emergency Response ProcedureAny emergency or dangerous occurrences and accidents on KM network shall be reportedimmediately to the System Control Engineer.Also, there is an emergency response procedure in place (especially in a situation where he can not be reached) for safe evacuation and protection of lives and propertyHere are few numbers to be contacted in such situations

Emergency Response ProcedureIn Addition to the plans, it will be
ensured that; The project site address is well
known by all team members A dedicated phone will be provided
for emergency cases only Also, our team memebers are trained
in basic life support and basic fire fighting to administer first aid in case of accident or fire emergency respectively, before help arrives.

Also, two members of the service team are designated as fire marshals. At least, one of them will be on site to coordinate the emergency response plans.

We will provide our fire extinguishers in addition to those provided by KM or in case they are not provided. They will be constantly checked to ensure they are in proper condition.

Also, oil drums will be used for collecting drained oils from the transformer and kept away from the work area. The drums will be returned to KM stores for proper disposal
Conclusion
This HSE presentation has be prepared following all applicable regulations and standards and it will be strictly followed from commencement till the end of this project. Hence, we can say that the project will be carried out safely as much as possible.
