Between 2013-2015, with the increasing concern on
chemical management in textile industry, 3 organizations
released tools to help facilities for improvements.

This category refers to facility uses chemicals in other parts of daily operations such as:
Cleaning product
Machine lubricant
Spot cleaners
Paint
Chemicals for wastewater treatment plant (if any).
Most likely Tier 1 cut and sew facility without vertical integrated will fall into this category.
