    The Germantown Village Boardagreed on a plan Nov. 16 to pay$216,929.52 to the state Department of Transportation (DOT) for engineeringwork done on Donges Bay Road.

    The state agency had sought arepayment for the work "immediately,"

    according to a village staff report.Village Administrator David Schornacksaid "that's quite a bite for us to payback in one or two years."

    Schornack is suggesting the villageplace the item in a 2016 bond issue andstructure it so that portion of the bondis repaid within the first five years of the bond issue. He said there would besome interest with that option, but therate "would be very minimal anyway."

    Trustee David Baum asked what thepotential penalty would be if the villagedidn't pay back the amount. Schornacksaid the DOT has threatened to with-

    hold highway funds in future years."I really think we want to keep our

    relationship as good as we can with thestate DOT," Schornack said.

    The board approved a motion agree-ing to pay the amount within two yearswhile directing Schornack and Finance

    An early Germantown leadwasn't enough at the boys statevolleyball tournament Nov. 13, asBrookfield East rallied behindMatt Szews 29 kills to win 17-25,26-24, 19-25, 25-21, 15-6.

    "Pretty hard to answer forhim," Germantown Coach BrianRushmer said of Szews, a BallState recruit. "He's a very goodplayer."

    Germantown started the firstgame with a 5-1 run and held a20-9 lead before the Spartansclosed the gap in the latter stagesof the game. In the second gameGermantown held 15-9 lead butEast rallied behind two kills by

    Szews and two blocks to reducethe lead to 17-14, prompting aGermantown time out. The teams.Szews finished the game with akill.

    East then jumped out to 12-7lead but then Germantown rallied,as a kill by Jack Thompsen tiedthe score at 16-16. WithGermantown leading 17-17, a killby Max Keefe started a 3-1 run forGermantown. East scored onemore point before an attemptedblock went out of bounds to givethe game to Germantown.

    A five-pint run, which includ-ed consecutive kills by Szews,

    opened up a 17-13 lead forGermantown in the fourth game.After a time out by Germantown,another kill gave East an 18-13lead. Germantown rallied andreduced the deficit to 23-21 fol-lowing a kill by Thompsen but aGermantown block went out of bounds and Nick Watry convertedan ace to send the match to a tiebreaker.

    In the tie-break the Spartansbolted out to a 7-2 lead.Germantown only scored threemore times as East advanced to asemifinal the next day, wherethey lost to eventual state cham-pion Kaukauna.

    Germantown beat East twiceduring the regular season.Rushmer noted that East started adifferent rotation from either of the regular season matches orwhat Germantown had seen ongame film between East and otheropponents.

    "They played well, they wonthat match," Rushmer said.

    He later added that East"played better than our teamoverall. There's no one reason whywe lost by any means. Theyearned it and they deserved it."

    Rushmer noted the team wonmore matches and had more

    blocks this year that Germantownteam has ever had, had a higherpasser rating and more digs.

    "The boys played well all year.Just to get back here is a privilegeand to play a match like that,that's why there's 700 people orhowever many are out there towatch it -- they come to seethat," Rushmer said. "The boyslaid it out there, and so did they,they (Brookfield East) just hap-pened to have come out on top."

    Rushmer added he was happyfor the three seniors -- Max Keefe,Jack Thompsen and Alex Shebesta– who were part of the team thatmade it to the state final in 2012.

    "For those three to get backhere and play again is just awe-some," Rushmer said.

    Keefe was named to the all-state team by the Wisconsin BoysVolleyball Coaches Association.Rushmer noted that Keefe doesn'tplay during the club season.

    "The kid played well all year,he'll have a place near and dear tomy heart and so will Logan Reindland Alex Shebesta and all thoseseniors. Phil Weisbecker, JackThompsen," Rushmer said.

    More than a year after decidingto play baseball at the Universityof Illinois, Ty Weber of MenomoneeFalls committed to the school Nov.13.

    Weber, a pitcher for MenomoneeFalls, signed a National Letter of Intent to play baseball for theschool. After filing out the paper-work, he posed for photos withmembers of his family, baseball and

    football coaches, and teammates.Afterwards, Weber said he

    chose the University of Illinoisafter considering Missouri,Minnesota and Iowa. He said therecruiting started from his fresh-man year going into his sophomoreyear of high school. He said he gotstarted getting attention duringhis spring and fall season whileplaying with the Racine Hitters.

    "I just like their coachingand their campus, and theirronment," Weber said of Illin

    Weber said the decisionfinalized in February of his smore year.

    "It's been awhile since I where I was going," he said.

    The true story of Santa Claus begins

    with Nicholas, who was born during thethird century in the village of Patara. Atthe time the area was Greek and is nowon the southern coast of Turkey. Hiswealthy parents, who raised him to be adevout Christian, died in an epidemicwhile Nicholas was still young. ObeyingJesus' words to "sell what you own andgive the money to the poor," Nicholasused his whole inheritance to assist the

    needy, the sick, and the suffering. He

    dedicated his life to serving God and wasmade Bishop of Myra while still a youngman. Bishop Nicholas became knownthroughout the land for his generosityto the those in need, his love for chil-dren, and his concern for sailors andships.

    Under the Roman Emperor Diocletian,who ruthlessly persecuted Christians,Bishop Nicholas suffered for his faith,

    was exiled and imprisoned. The prisons

    were so full of bishops, priests, and dea-cons, there was no room for the realcriminals—murderers, thieves and rob-bers. After his release, Nicholas attendedthe Council of Nicaea in AD 325. He diedDecember 6, AD 343 in Myra and wasburied in his cathedral church, where aunique relic, called manna, formed in hisgrave. This liquid substance, said to havehealing powers, fostered the growth of

    As a long-time resident of Germantown, I agree with the nationalmagazines that have named Germantown,Wisconsin, one of the best places to livein America. However, to makeGermantown great, our elected leadersneed a vision. They need to makeGermantown a destination in itself ratherthan settle for it being “a gateway to

    Washington County,” as our standard mar-keting slogan describes it. The sloganimplies there is no reason to stop andvisit Germantown, or even stay for theweekend, for Germantown is only a pitstop on the way to somewhere else.

    Our leaders need to preserve our val-ues of a tight-knit community while plan-ning for substantial growth. Germantownholds so much potential; the name aloneis an obvious starting point for a newmarketing campaign. With its strongGerman heritage, Germantown should bepromoting that asset to others inWisconsin and the rest of the country.This op-ed piece will propose solutions tothe problems currently facingGermantown–solutions that are withinreach if politicians and residents are will-ing to embrace a new vision for the com-munity.

    The current approach to governingGermantown is to keep the status quowhile hoping for some type of windfalldown the road that will cure the village of all its problems. We should not put theblame on the current village government,for this is a problem deeply rooted in theantiquated structure of the village’s gov-ernance. However, more can and must bedone to move Germantown forward. Agovernment remains static without anactionable plan. Germantown appears totake a reactionary approach to decisionmaking–just trying to keep the boat fromsinking. In contrast, a dynamic, proac-tive government recognizes the problems,but develops a plan, communicates thatplan to its residents and employees and

    involves them in a marketing strategy,gathers feedback, makes adjustments, andthen executes the plan. What is needednow, more than ever, is forward thinkingthat will transform Germantown’s govern-ment from a reactive into a proactive one.

    With a population now over 20,000,Germantown is no longer a sleeper com-munity. Our residents need more than apart-time village president and a full-timeadministrator to address the problemsthat face a growing population. Think of the village administrator as a kind of chief operating officer, in charge of mechanical,day-to-day operations, ensuring thataccounts receivables are being managed,invoices are being sent out, and bills arebeing paid. In contrast to a chief execu-tive officer, a village administrator is not

    responsible for creating and implementinga vision, that responsibility falls to thevillage president or in a city, a mayor.Unfortunately, the Village of Germantowndoes not appear to have a viable and sus-tainable vision and does not have a full-time executive whether that is a villagepresident or a mayor who is fully vestedto act on behalf of a population of 20,000.

    This article is not intended to pointthe finger at our current village president,but rather to focus on the need for a full-time executive (village president ormayor) to attract and keep the industrialparks of Germantown thriving (as many of the employees of these industrial parksare residents of Germantown) and help to

    sustain the commercial/retail service sec-tor of small businesses here. When theVillage’s executive is part-time, residentscan expect to get part-time results.

    Neither the Chamber of Commerce northe village has done an effective job of attracting and retaining commercial enti-ties. You need only look at the manyvacant storefronts and strip malls thatline Mequon Road, which include the

    empty restaurant once occupied by theTrysting Pub and SportsZone, or the shopthat has sat vacant for nearly ten yearsnext to Starbucks and the Verizon store.Additionally, the success rate of startupshas been discouraging. Germantown’sChamber of Commerce is part of theGermantown Economic DevelopmentCommission, which, according to theVillage of Germantown’s website, last meton September 8, 2011–over four yearsago! Given the prolonged effects of theGreat Recession, the lapse of four yearswithout a meeting is a disservice to thebusinesses and residents of Germantownand represents a failure on the part of ourelected officials.

    If the following proposed solutionscan be realized, Germantown residentswill not have to look at empty storefronts,and will be afforded more restaurants,hotels, and places to shop and explore,instead of having to drive elsewhere.

    1. Germantown’s executive needs to bea full-time position, with a salary com-mensurate with full-time duties. Oneoption is to change from a village form of governance to a city form of governancewith a mayor’s office and a council for thelegislative body instead of the currentsystem. If the village board and residentsare willing to turn Germantown’s firedepartment into a full-time force, thenwhy not change the governance, with amayoral position and turn the executive’s job into a full-time position? A full-timemayor would be able to create and com-municate a master vision and a marketingplan. A full-time mayor would be able to

    sell the features that make Germantowngreat and the benefits a business wouldreap if it moved to Germantown. A full-time mayor would fight for the funding sodesperately needed to maintain and repairour roads and make Germantown safer, sothat Germantown does not lose out onfunding again, as was the case on DongesBay Road. At the very least, the execu-tive’s job of village president should befull-time.

    2. The Chamber of Commerce needsnew leadership to partner with the Villageexecutive’s marketing plan. Whether thatmeans developing the plan in-house oroutsourcing it remains to be seen, but atthe very least, everyone who participatesin the planning should have a completebuy-in to the vision.

    3. Germantown needs to stand formore than the German architecturefaçades mandated for new buildings.Germantown needs to showcase itsGerman heritage year round and in a waythat builds community pride whileattracting those outside the community.For example, the area could provide visi-tors with an authentic German experiencein the form of German shops, and qualityGerman cuisine at restaurants.Additionally, Germantown could hostmore year-round festivals, includingOktoberfest. Visitors might then be morereceptive to traveling to Germantown tospend money and support local business-es. Any marketing plan should build on

    the successful campaigns of Mai Fest byrelocating the festival from a strip mallparking lot to a more deserving location.

    In developing its own plan,Germantown might do well to learn fromthe successes of neighboring Grafton andCedarburg. Both of those towns have uti-lized their proximity to a river to spear-head economic development and growth.While Germantown does not have such as

    an asset, our elected officials could takeadvantage of Main Street’s potential bycreating a replica of an authentic Germantown square. And Germantown could joinGrafton and Cedarburg in a marketingcampaign to make the larger area a desti-nation.

    The development of towns such asBatavia and Lake Forest, both in Illinois,should not be ignored either, but viewedas models of successful best practices.Both Batavia and Lake Forest are similarto Germantown in that they lack waterfeatures; however, they have thrivingdowntown areas. Batavia experienced eco-nomic growth when the downtown areawas turned into a Dutch-themed authen-tic experience and closed off vehiculartraffic on weekends. The opportunityexists for Germantown to do the same,taking advantage of existing best prac-tices and implementing them at a reducedcost.

    Germantown’s Von Rothenburg BierStube is an example of what works in thecore area of Main Street. Although theproposed Biergarten expansion has beenpulled, the idea for expansion is sound.The expansion simply needs to beaddressed within a master plan and vet-

    ted before proceeding.
