    The Germantown Village Board post-poned action Sept. 21 on a rezoningrequest that would have allowed for a190-unit apartment complex.

    The motion before the board request-ed the rezoning of 1.33 acres of land anda .872 parcel from the B-3 GeneralBusiness District to the Rm-2 Multi-Family Zoning District and to create a

    Planned Development Overlay Districtfor a 21.56 acre parcel which is south of Main Street, east of Castle Drive andwest of Hilbert Lane.

    The motion was postponed so villagestaff could review a protest petition thatwas submitted by adjacent residents.Village Attorney Brian Sadjak said thereare three conditions under which asupermajority vote of the Village Boardwould be required, with two of thoseconditions being if 20 percent of landsopposite of a right of way or 20 percentof lands adjacent to the land to be

    Germantown residents are usingsigns to show support for their PoliceDepartment.

    Signs with the message "We supportour police" and the Germantown PoliceDesign have appeared outside resi-dences in recent weeks. Residents Barband Larry Watters are the ones who

    came up with the idea for the signs andhave them printed.

    “Larry and I like to do somethingevery fall for the officers," Barb Wattersstated in an email.

    "When the time came around thisyear we were brainstorming and cameup with involving the community thistime.

    “Yard signs claiming support just

    seemed like the answer."Barb said they first ordered 50 signs,

    met, Sajdak said three-fourths of thenine-member Village Board would haveto vote for the rezoning for it to beapproved. Sajdak said a petition signed

    by 99 residents was submitted to thevillage, and staff needs to determineif those signatures comply with two of the conditions for requiring a superma- jority vote.

    During a public hearing, residentBetsy DeVilbiss said the apartmentcomplex does not fit with the housingin the adjacent area.

    "Three story buildings? How does athree-story building fit in cosmetical-ly?" DeVilbiss asked. "We are looking ata sore thumb sticking out in the mid-dle of everything else. This complex just doesn't fit."

    DeVilbiss, a realtor, said moreaffordable condominiums withattached garages are needed in

    Germantown."We don't need more apartments,

    we don't need three-story buildings, wedon't need that high density,"DeVilbiss said.

    She also said the traffic generatedwould impact residents along HilbertLane and other neighborhoods.

    All 12 residents who spoke duringthe public hearing were opposed to therezoning. Resident Charles Brown saidhe moved into the village because hewanted to reside in an area thatremained rural.

    "The concept of this apartmentcomplex with 190-units, I am com-pletely against. I am completelyagainst the rezoning," Brown said.

    A detail in the village's zoningcode became part of the discussionover a rezoning request at theGermantown Village Board Sept. 21.

    A public hearing was held on arequest to rezone of 1.33 acres of land and a .872 parcel from the B-3General Business District to the Rm-2Multi-Family Zoning District and to

    create a Planned DevelopmentOverlay District for a 21.56 acre par-cel which is south of Main Street,east of Castle Drive and west of Hilbert Lane. The board postponedfinal action to allow staff to review aprotest petition.

    During a public hearing on thematter, resident Dan Wing took issuewith the definition of "net acre" thatwas used for the request.

    "Their density is net acre," Wingsaid. Wing stated that in 1978Germantown's definition of net acredid not include wetlands.

    "That's the code, all the waythrough 1988,"Wing said. Changeswere then made in the zoning code

    and that definition of net acre disap-peared, but Wing said "it neverchanged." He cited a situation in1989 where the definition of net acre-- the one in which wetlands are not

    included -- was used."In fact every planning adminis-

    trator we had has defined it, that itdoesn't include net acre (thatincludes wetlands) until the currentzoning administrator, who changed itin recent years," Wing said.

    Wing said changes in code have tobe made by elected officials. He sug-

    gested the village should go back todetermine if elected officials didchange the definition.

    In response, Village AttorneyBrian Sajdak said Retzlaff approachedhim about the definition about netacre. Sajdak said the village "(does)not have a specific definition withinthe code" for net acre. As a result, itcould be subject to a challenge in cir-cuit court, and he said the courtwould likely interpret to code to favorthe free use of the land.

    Retzlaff cited instances were dif-ferent interpretations of net acre wasused by village staff.

    "It's somewhat entertaining tohear comments that are in my opin-

    ion cheery picked from the history of the archives to support one's posi-tion," Retzlaff said.

    Retzlaff said the 1978 zoning codedefinitions for net density and gross

    density, and for net and acreage, "were used sporadicalsome cases differently, going ba1978."

    According to Retzlaff, a report on the request for thfrom Jason Gallo -- who preRetzlaff in the post -- in whichindicated that wetlands w

    excluded from the net acre cation. Retzlaff quoted Gallo in aer staff report as saying "there adefinitions for net density, it is the Plan Commission to determthe project is in compliance witzoning code."

    "Another example consistenthow it is being interpreted," Resaid.

    Retzlaff also cited a 1994 from then-planning administHenry Elling which used the "build-able acres," language whnot included in the code. Ellinommended that wetlands be excfrom the density calculation.

    Retzlaff said that without a

    An upcoming Fire Safety Fair is just part of the activity going on atthe Germantown Fire Departmentthis fall.

    The fire safety fair will be heldfrom 10 a.m. to 3 p.m. Oct 3. atthe Germantown Fire Station atN115 W18752 Edison Drive and isin presented in conjunction withNational Fire Prevention Week.Last year more than 800 residentsattend throughout the day. Someof the programs that will be pre-sented are a residential fire sprin-kler demonstration, a vehicleextraction demonstration, an

    escape alive demonstration usingthe Germantown Survive AliveHouse and a smoke detector give-away.

    Additionally there will be mul-tiple booths providing information,from groups such as Big Brothers,Big Sisters of Washington County,the American Red Cross, Servpro,1-800-Board Up, GermantownPolice Department, the German-town Fire Department Auxiliaryand many others.

    The Germantown FireDepartment currently has four full-time firefighters. That includes

    Weiss, a firefighter and two fire-fighter inspectors. There are also

    four part-time firefighters thatwork a 30-hour week. Combinedthat staff provides coverageMonday through Friday from 6a.m. to 6 p.m. In addition, thereare 25 paid-on-call staff torespond after those hours.

    According to informationfrom the department,Germantown Fire Departmentstaff responded to 1,446 emer-gency calls and it serves a com-munity with an estimated popu-lation of 19,891 residents.Germantown also has 8,504,282square feet of manufacturing

    and industrial buildings.A referendum is on the Nov. 3

    ballot that would allow the vil-lage to increase its tax levy toallow for 24/7 fire service.According to Weiss, if approvedthe model would allow forstaffing that would include thefire chief, one assistant, threeshifts of four firefighters and thetwo inspectors working days toconduct fire inspections.

    Weiss said the referendum isbeing requested due to an increasein the number of emergency callsand the extended response times

    that occur from paid-on-call staff.He explained that paid-on-call

    staff respond from their hothe fire station, wait for othmembers to arrive, and thethe scene of the call. Accorinformation from the depawhen a fire station is stafffull-time or part-time response time ranges from 2minutes. With paid-on-ca

    responding, response timesfrom 10 to 21 minutes.

    People rely on fire and smokedetectors to help keep them safein their homes. Though fire and

    smoke alarms are effective, a firm-fire safety plan that will keepeveryone calm should a fire occurcould make the difference betweenlife and death.

    The U.S. Fire Administrationsays that more than 3,500Americans die each year in fires,while roughly 18,300 more men,women and children are injuredeach year. Cooking accounts forthe greatest percentage of residen-tial fires, followed by arson. Dryervent fires are also a big concern.FEMA says that smoke, rather thanthe fire's flames, is responsible for75 percent of all deaths by fire.

    In addition to physical injuryand material damage, fires cancause a host of problems.Psychological distress, monetarydamages and loss of pets maycome with fires. Loss of irreplace-able personal items is also a con-cern. Although fires can be devas-tating, they're also highly prevent-able, and smoke alarms and ahome fire safety plan are two pre-cautionary measures everyoneshould take.

    Creating an evacuation plandoesn't have to be complicated.Such a plan can be established in

    a few minutes and then reinforced

    through practice every so often tokeep everyone fresh on what todo.

    • Begin by assessing the layoutof the home. Figure out the twobest exits from the home.

    • If your home doesn't havetwo doors, invest in a fire ladderso that one of the windows can bea point of exit.

    • Know how to gain access tothe exits, including the best pathto take to avoid injury. It's a goodidea to consider a few differentscenarios. A kitchen adjacent tothe upstairs staircase may becomeengulfed in flames and make exitby way of staircase impossible.Just because you have doors to theoutside doesn't mean they'll pres-ent the best type of exit.

    • Sketch out the layout of thehome and the escape plan. Smokecan make it difficult to know upfrom down. Be sure everyone canreach the exits even if vision isobstructed. Try it with your eyesclosed.

    • Check fire alarms routinely,and change batteries at least everyyear.

    • Make sure windows can beeasily opened if they are an exitpoint.

    • Make note of who will behelping children or the elderly out

    of the home.

    • Establish a place whfamily will meet outdoorarea should be far enoug

    Waukesha County Executive PaulFarrow has contacted communities inthe northwest portion of WaukeshaCounty to see if they would be inter-ested in a study to examine theoptions of a consolidated fire servicein those areas.

    When reached for comment lastweek, Farrow said he contacted repre-sentatives from 18 communities tosee if they would be interested inhaving a study to examine optionsfor how fire service is provided.

    Farrow said the idea came from aPublic Policy Forum study whichexamined the option of a consolidat-ed or merged services among firedepartments in the southeast portionof Milwaukee County. Farrow indicat-ed that any study would examineoptions ranging from departmentssharing equipment to a partial merg-er to a full-merger of some depart-ments.

    "All this is, is a study," Farrowsaid, indicating that there are no

    commitments beyond that.The communities that were

    included were the village of Sussexand the town of LIsbon west toDelafield, North Prairie, Dousman,Oconomowoc and Oconomowoc Lakes.

    He added that communities thatare interested contribute $1,000 to$2,000 toward the study. If severalcommunities are interested in thestudy, Farrow indicated he could seethem meeting in October to plan atimeline under which an entity is

    selected to conduct the study omonths and get back to the cnities by summer of next year

    Change that has been in theworks for several years for fire pro-tection service in Menomonee Falls

    -- and Lannon -- is now complete.The Menomonee Falls Fire

    Department has a total of 128members, which fluctuatesthroughout the year, according toAssistant Fire Chief James Mollet.There are 15 full-time members, 57part-time members and 56 "paid onpremise" members. The commandstaff is comprised of Mollet,Deputy Chief Don Umhoefer,Battalion Chief Jim Taylor,Battalion Chief Kevin Rokenbrodt,

    Battalion Chief Aaron Harvey,Battalion Chief Patrick Curtis withsupport staff of Office Coordinator

    Family Pet Clinic in Menomonee Falls has beenproviding top-quality veterinary care to a strong baseof loyal and satisfied clients for more than 23 years.

    “I wanted to be a veterinarian since I was a kid; it’sall I ever wanted to be,” said Dr. Scott Fellenz whoopened the clinic in 1992. The clinic features fourexperienced doctors and a knowledgeable staff of 

    receptionists and veterinary assistants.Fellenz is a 1987 graduate of the University of Wisconsin-Madison, which was the char ter class of thenew veterinary school. The doctor practiced inMarshfield, Menomonee Falls and New Berlin beforedeciding to open his own clinic. A Falls resident for thepast 25 years, he lives with his wife Arlo, daughtersAlexis and Ashtyn, and their family pets.

    The other doctors are Dr. Kemberlie Anderson, Dr.Erin Greuel and Dr. Dara Morr ison-Sorgenfrei.

    Fellenz says his own pets “are like my kids–theyhave greatly enriched my life” and the clinic pridesitself on protecting the cherished bond between animaland human.

    “Animals are so much more than just pets thesedays; they bring so many benefits and positive results

    to owners, and they are often used in hospitals for ther-apy,” said assistant practice manager Jackie Helland.“We want our clients to understand that we know howimportant their pets are to them. They are a member of the family and we give them the same care a humanwould receive from a doctor.”

    The clinic also makes convenience a priority byoffering on-site services such as affordable dentistry,digital X-rays, Ultrasounds, chemotherapy for cancer

    patients and board certified consultations.“We do all these things right here in the

    clinic instead of having to send the client to aspecialist,” Helland said. Dr. Fellenz is excit-ed about offering new diagnostic proceduressuch as rhinoscopy to evaluate nasal cavityproblems in dogs and digital dental x-rays.

    Other services and products offeredinclude: an on-site pharmacy; senior wellnesscare; prescription food such as Iams,Eukanuba, Hill’s Science Diet and Waltham;ACL repairs; and microchipping. Also, petgrooming is now available.

    The continuous pursuit of education by thedoctors and staff is another way the clinicstays on the cutting-edge of the field. Thisenables them to provide a better quality of care to their patients, Helland said.

    “Our doctors attend veterinary seminarsand symposiums every year to expand their knowl-edge base and be able to give clients the most currentinformation,” said Helland.

    And community involvement is key, Helland noted,

    sharing how the clinic participates in the village’s annu-al pet fair and assists with the high school’s “RealityCheck” business class, teaching students the costs andcare involved with owning a pet. The clinic also makesregular contributions to the Companion Animal Fundwhich funds research into diseases such as cancer.

    “Staying involved in the community is very impor-tant to us,” said Helland, adding that 23 years makesa statement that no verbal proclamation can.

    The Germantown girls cross countryteam placed second in the FranklinSaber Invitational at Grant Park inSouth Milwaukee Sept. 19.

    Germantown was led by Sami Stieve,who placed second with a time of 20:19.She was followed by Alyssa Goesch (sev-enth, 20:21), Jennifer Lindgren (ninth,

    The Germantown boys team finishedeighth at the meet. Germantown wasled by Jacob DuFrane, who finished

    Germantown found itself trailingGrafton Sept. 18 after the first threeminutes of the game, as Germantownfumbled on its opening drive and theBlackhawks responded with a three-play drive to lead 7-0 after JarredKettenhoven and Luke Benzschawelconnected on a 3-yard pass play.

    Grafton wouldn't score again, asGermantown won 33-7.

    "We wanted to push the line upfront and dominate the line of scrim-mage, and that's what our guys upfront work to do," Germantown CoachJake Davis said afterward.

    Germantown responded to the

    opening drive by Grafton with a drivethat ended with a 21-yard pass playfrom Nate Seymour to ConnorEdmonds. Grafton still held a 7-6 leadas the extra point kick failed.

    The Warhawks scored twice onrunning plays in the second quarter,as Shon Pratcher scored on a 3-yardrun at the 11:24 mark while Seymourscored on a 1-yard run with threeseconds left before halftime.Germantown held a 19-7 lead as atwo-point attempt failed.

    Germantown scored two moretimes, as Chase Callawaert scored ona 7-yard run with 3:22 left in thethird quarter while Seymour scoredon another 1-yard run with 9:17 left

    in the game. Seymour completed 6 of 14 passes for 118 yards and onetouchdown while Pratcher was theleading rusher, getting 95 yards on15 carries. Edmonds caught theepasses for 50 yards and one touch-down.

    Davis noted his team played onegame where rain was falling (againstCatholic Memorial three weeks earli-

    er) and sought to establish the runwhile still continuing to succeed inthe passing aspect of the offense.

    "We did some of that tonight aswell, so that's good," Davis said.

    The win came a week afterGermantown rallied to upset borderrival Homestead. Davis said his teamknew how to avoid a possible let-down.

    "It's the North Shore Conference,we've got to go. We know how itgoes, week in and week out it's a titlefight," Davis said. “We're on thatroad, to get to a conference champi-onship that's eluded us for so long.

    We've got to continue to go, we wantthe whole thing .We got a piece of itlast year, but we've got to continueto roll and try to get it. That's a goodfocus for our kids to have."

    Menomonee Falls 13, Hamilton10: Menomonee Falls went ahead ona39-yard field goal by Curtis Flannickat the 4:20 mark of the third quarter.Menomonee Falls scores came on an86-yard kickoff return by BenKnudsen in the first quarter alongwith a 24-yard field goal by Flannickwith 1:24 left before halftime.Hamilton's scores came on a 32-yardfield goal by Zach Jasinski at the3:50 mark of the first quarter and ona 6-yard pass play from Jordan Smith
