The Germantown Village Board delayed action ona water rate study July 1, opting instead to send thematter back to committee for further discussion.
Public Works Director Dan Ludwig explained thatGehl Foods upgraded to a six-inch meter in May. As aresult, the company used almost a million gallons ofwater a day from the village's water utility. During thesecond quarter of this year, the company used 14 mil-lion gallons of water.
According to information provided to the VillageBoard, Gehl Foods used approximately 2,800,000gallons of water during the week of May 26, which isabout 700,000 gallons per day of unexpecteddemand.
Ludwig said that with the increased use in the sys-tem, the water utility is near its limit of five million gal-lons per day. As a result, the village will need a sourcefor additional water supply.
Ludwig said the village is pursuing a contract topossibly create a shallow well. According to informa-tion submitted in advance to the board, construction ofa shallow well will cost $600,000 while a deep wellwill be $2,300,000.
"Whichever endeavor the village would like to go,it will cost the water utility substantial money," Ludwigsaid. He later added that the village hasn't had a rateincrease since 2010.

The state budget signed into law by Gov.Scott Walker last weekend meets several keypriorities while having the state live within itsmeans, Sen. Alberta Darling (R-River Hills)said during an interview last week.
“It puts Wisconsin on the path forward,which is a tremendous accomplishment,”Darling said.
In a statement after the budget was signedinto law, she noted that the budget includes a$665 million income tax cuts. She comparedthe tax cut with the position the state was intwo years, when the Legislature had toaddress a $3.6 billion shortfall.
In addition, she cited surveys of job cre-ators indicated that they believed Wisconsinwas headed in the right direction.
According to Darling, the two biggestdrivers in the state budget were Medicaidfunding and financing kindergarten to 12-grade education. Both areas saw an increasestatewide while other segments of the budgetsaw reductions.
Darling also cited efforts to reduce abuseof public assistance programs such asFoodshare by having greater oversight andan effort to address a “skills gap” by focusingon workforce development efforts were otherareas of the budget mentioned by Darling.
Darling and other local legislators werecriticized by members of the MenomoneeFalls School Board last month after four areasof concern regarding the budget were notaddressed in the state budget.
The Menomonee Falls district sent a letterto Darling and other legislators requestingthat:
•Funding in public education be tied tothe rate of inflation;
• Financial support for charter and vouch-er schools should not impact the funds avail-able for public education and that all schoolreceiving state aid should be held to the same
accoun tab i l i t ystandards;
•Eliminatingunfunded man-dates and allowdistricts to priori-tize student pro-gramming that isvalued locallywith the limiteddollars available;and,
•That theFund 80 used forcommunity recre-ation be allowedto fund school district athletic programs.
Of the four requests, the amount of fund-ing for education statewide increased but notat the rate of inflation, the voucher system wasexpanded outside of Milwaukee County butwas capped while the Fund 80 was frozenstatewide.
According to information from the stateDepartment of Public Instruction, generalschool aid to districts will increase by 1.1 per-cent.
Darling said she could not get support foraddressing the mandates as requested byMenomonee Falls. She further stated that themove to freeze the Fund 80 came out of con-cerns from taxpayers who sought “transparen-cy” regarding the funding mechanism. Shesaid the fund will be frozen to allow time toexamine if changes need to be made.
Darling responded to concerns about thevoucher system by noting it has been in placein Milwaukee County for 20 years and addedthat with the cap its expansion is “very limit-ed.”
While there are ways the budget couldhave been better, Darling indicated she waspleased with the final product.
“We did the best we could with what wehad,” Darling said.

The Germantown Village Boardapproved a "side letter" with the laborunion representing paid-on-call FireDepartment staff July 1 regarding sched-uling for weekend shifts.
Village Administrator Dave Schornacksaid the International Association ofFirefighters Local 3879 has signed theside letter. Schornack explained that theside letter was drawn up by village legalcounsel and covers the next six months.Village President Dean Wolter said theagreement works with funds set aside bythe village for additional weekendstaffing at the Fire Department.
Wolter explained that in January acontingent of paid-on-call FireDepartment staff requested help, as itwas becoming difficult to cover all shiftsover a three-week period. From that, sev-eral meetings were held to address howto best meet the staffing needs.
"We're going to see how it goes forthis year. It is in no way a precedent, no
way is it going to fall into the followingyear," Wolter said. "It is right now a BandAid for the request to help because wehave heard their cry and we responded."
Wolter noted that one of the changesmade by the village was to reduce resi-dency requirements for part-time and full-time firefighters to get more support. Headded there is an accelerated recruitingdrive for paid-on-call staff.
"This is where we're at to put a stop-gap for the need right now," Wolter said.
The agreement covers shifts that gofor 12 hours and will allow individuals topost for a split shift of six hours. Theagreement will allow for split shifts aslong as the village is able to meet itsstaffing objectives.
The side letter notes that the villageand the union are negotiating a new col-lective bargaining agreement to replaceone that expired at the end of 2010.

Ludwig said the Public Works Committeesupported going with a full water rate studyJune 25, with Trilogy Consulting being rec-ommended to conduct the study. While thestate Public Service Commission (PSC) iscapable of doing such a study, Ludwig rec-ommended the village go with TrilogyConsulting because the PSC won't attendany meetings.
"We get a little more value out of theconsultant," Ludwig said.
At the start of discussion, Trustee ArtZabel said he intended for the matter to goback to the committee after estimates werereceived for a cost of the study. He lateradded that the village should consider animpact fee to finance the cost of a new well,as the well use would be driven by potentialfuture development. Zabel also said the situ-ation with Gehl Foods occurred at a timewhen two of the village's six wells weredown.
Zabel said the village needs to "sit back"and determine whether or not it wants to doa rate study and if a new well will be need-ed.
Trustee Terri Kaminski added that thecommittee collectively felt the village wasover-reacting to the Gehl situation andwhether or not it wanted to raise rates on thebasis of the increased water usage by Gehl.Kaminski said the committee wanted to waitand see if there was another increase inwater use.

The 16th annual Wheeling for Healingbike ride will add a new 62-mile route for avidcyclists this year, highlighted by a rest stop atFroedtert Health St. Joseph’s Hospital in WestBend.
The bike ride–which will be heldSaturday, Aug. 10–will benefit the CancerCare Center at Froedtert Health CommunityMemorial Hospital, Menomonee Falls.

Germantown has the top seed in its post-season summer baseball bracket, whichbegins with regional play July 9.
Germantown will start play on July 12 byhosting a 5:30 p.m. game against the winnerof the Grafton-Slinger match three days ear-lier.
Menomonee Falls is seeded fifth in thesame bracket and will open play by hostinga 5:30 p.m. July 9 game against BrownDeer. Hamilton is seeded eighth in a sepa-rate bracket and will begin play by hostingCatholic Memorial at 5:30 p.m. July 9.
In the final week of regular season play,Germantown opened the week with with a13-4 win over Nicolet June 30, which wasfollowed by a 9-2 win over West Bend EastJuly 1 and a 6-5 win over Whitefish Bay July2. Against Nicolet, Blake Fleischman record-ed eight strikeouts over seven innings. Thenext day, Jordan Kuczynski allowed onewalk while recording three strikeouts over
seven innings. Kuczynski also hit a three-runhomer. In the July 2 win over Whitefish Bay,Ryan Anderson allowed one walk whilerecording three strikeouts over seven innings.
The wins put Germantown back in thetop spot of the North Shore Conference, asGermantown had an 11-3 conference recordand a 13-6 overall mark.
Menomonee Falls lost in the GreaterMetro Conference tournament July 2, falling10-8 to Marquette. Menomonee Falls fin-ished the conference with a 11-7 recordwhile having a 15-10 overall record.Menomonee Falls won its final game beforethe conference tourney June 30, defeatingBrookfield East 4-3.
Hamilton lost to Franklin 10-2 in theopening round of the Greater Metro tourna-ment. Hamilton finished the regular seasonwith a 7-11 conference record and 13-13overall mark. Earlier in the day, theChargers lost to Wauwatosa East 6-3.

The Wisconsin Department 0of HealthServices offers the following tips for seniorsto stay safe in the summer heat.
Tips to keep safe in hot weather:• Do not sit in a parked car. Temperatures
in a car can become life threatening withinminutes. On an 80-degree day with sunshine,the temperature inside a car even with thewindows cracked slightly can rise 20 to 30degrees above the outside temperature in 10 to20 minutes. There have been cases where theinside temperature rose 40 degrees.
• Keep your living space cool. If youhave an air conditioner, use it. Cover windowsto keep the sun from shining in. If you do nothave an air conditioner you should considergoing to a community cooling center. If youstay at home, open windows to let air circu-late. At extreme high temperatures, a fan losesits ability to effectively reduce heat-related ill-ness. When it's hotter than 95 degrees use fansto blow hot air out of the window rather thanto blow hot air on your body.
• Slow down and limit physical activity.
Plan outings or exertion for the early morningor after dark when temperatures are cooler.
• Drink plenty of water and eat lightly.Don’t wait for thirst, but instead drink plentyof water throughout the day. Avoid alcohol orcaffeine and stay away from hot, heavy meals.
• Wear lightweight, loose-fitting, light-colored clothing. Add a hat or umbrella tokeep your head cool–and don’t forget sun-screen.
• Don’t stop taking medication unlessyour doctor says you should. Take extra careto stay cool and ask your doctor or pharmacistfor any special heat advice.
• Take a shower. Taking a cool shower orbath will cool you down. A shower or bathwill actually work faster than an air condi-tioner. Applying cold wet rags to the neck,head and limbs also cools down the bodyquickly.
Signs and symptoms of heat-related ill-ness and what to do about them are as follows:
• Heat cramps–Cramps or muscle spasmsin the abdomen, arms or legs. The solutions isto stop activity, cool down, and drink clearjuice or sports drink.
• Heat exhaustion–Heavy sweating, pale-ness, muscle cramps, weakness, dizziness,headache, nausea and fainting. The solution isto cool down, seek medical attention.
Heat stroke–Extremely high body temper-ature, red, hot, dry skin, rapid pulse, throbbingheadache, dizziness, nausea, confusion,unconsciousness. The solution is to call 911and cool the victim with shower or hose untilhelp arrives.
