HUMAN SECURITY
“not a concern with weapons - it is a concern with human life and dignity.”
“it also means protection from sudden and hurtful disruptions in the pattern of our daily lives-whether in our homes, in our jobs, in our communities or in our environment.”

EU-ACP COTONOU AGREEMENT
2009 DISASTER RISK REDUCTION STRATEGY FOR THE PACIFIC
“…we feel in most cases that there is sufficient response and also rapid response by New Zealand, by Australia, and this in many cases covers all the needs. Because [the Pacific] are not huge populations who have to be dealt with, so in a way you can, with a limited means, do quite a bit. Of course, we stand ready to support and to complement what is being done by other donors there.” EU official ECHO, Brussels
EU - PACIFIC PARTNERSHIPS: EU PRESENCE
I think they do need to ramp up their presence. Even in-country, there’s only a handful of staff and sometimes they’re so overloaded.
EU - PACIFIC PARTNERSHIPS: EU PRESENCE
Globally there is a difference of looking at risk and how many people at risk[...] No matter how vulnerable they are, global donors have a tendency of looking at how many people are at risk.
EU - PACIFIC PARTNERSHIPS: DRR IMPLEMENTATION
EU official, European Commission,Vanuatu
Disaster relief is one of the least political subjects, because it’s according to needs.
EU official, European Commission, Brussels.
…In the bigger delegations, where it might really be a problem, there it might make sense because it’s really a big thing, and human rights is one of our core principles that we try to communicate to the outside world[...]
EU - PACIFIC PARTNERSHIPS: DRR IMPLEMENTATION
I cannot be that concrete on DRR as we participate by the World Bank, or ECHO via Red Cross. Reporting is managed directly by ECHO in Bangkok[...]
EU official, European Commission,Vanuatu

EU - PACIFIC PARTNERSHIPS DRR IMPLEMENTATION
We had to have some assessments done in DRR and the people who did that weren’t based here, they came over from Geneva and from Bangkok to do the assessment...I guess they’d been briefed, one of them it was their first time to the Pacific.
EU - PACIFIC PARTNERSHIPS DRR IMPLEMENTATION
I say the EU should have a role in supporting development that is aligned to risk reduction, or risk reduction activities that are part of a broader community programme, and climate change adaptation.
EU - PACIFIC PARTNERSHIPS:INTEGRATED COMMUNITY-BASED DRR
[…] Protection in our case that would be disaster preparedness and livelihood in an emergency context but we all agree this is a priority very strongly coming up and we need to position ourselves on DRR […]
EU - PACIFIC PARTNERSHIPS INTEGRATED COMMUNITY-BASED DRR
Traditionally, if you look at how the communities are set up, there is some kind of network, some kind of governance, so when in the event of such happenings, like a disaster strikes, what do people do. So there are some of those that are in place, but I would say that a lot of those would need to be reviewed […]
