PHILADELPHIA    For a man onthe run fromcharges that he sex-ually assaulted a 14-year-old girl,Thomas Terlecky has surprisingly littleto fear from thelaw. Thepo-lice here know where tofind him,but theywill not gogethim.

Terlecky got away by catchingaGreyhound bus to Miami.

The police in his new home-

town know that Terlecky is afugitive, and they have tried re-peatedly to return him to Phila-delphia — both before and afterhe was convicted of having sexwith two other underage girls in

Florida. As recently as November,police handcuff ed Terlecky andcalled Philadelphia authorities totell them their fugitive had beenfound. Butjustlike every time be-fore, the authorities in Philadel-phia refused to take himback.

 Across the United States, po-lice and prosecutors areallowing tens of thou-sands of wanted felons— including more than3,300 people accused of sexual assaults, robber-ies and homicides — to

escape justice merely by crossing a state border, aUSA TODAY investigationfound. Those decisions, almostalways made in secret, permit fu-gitives to go free in communities

across the country, leaving theircrimes unpunished, their victimsoutragedand thepublic at risk.

Each fugitive’s case is chroni-cled in a confidential FBI data-base that police use to track outstanding warrants. In 186,873of those cases, police indicatedthat they would not spend thetime or money to retrieve the fu-gitive from another state, a proc-ess known as extradition. That’s

true even if the fugitives are justacross a bridge in the state nextdoor. Another 78,878 felony sus-pects won’t be extradited from

KUALA LUMPUR ,   MALAYSIA    Ma-laysia’s military saidTuesday thata missing jet was hundreds of miles off  course an hour after it vanished from civilian radar,deepening the mystery of whathappened to the   flight with 239people aboard.

Gen. Rodzali Daud told Malay-sia’s   Berita Harian   newspaperthat military radar picked up thelocation of theBoeing 777 several

hundred miles to the west of itsintended flightpath to Beijing.

If accurate, that would meanthe plane  flew for about an houraway in the opposite direction of its flight path without communi-cating to civilian radar or radiocommunications.

Malaysia Airlines said search-ers were widening the scope of 

the search Tuesday to focus forthe first time on Malaysia’s west-ern coast, though Daudwould notsay why the military was able todetect the plane and civilian au-thoritieswere not.
