NOTICE INVITING TENDERS (NIT)
1. On behalf of Vice-Chancellor, HSUHS, the sealed tenders are invited for "HIRING OF
ARCHITECTURAL SERVICES” for the Development of Infrastructure work (boundary wall cost Rs.
4.74 crore available) of University at Village Anjanthali, on 118 acres land from expert
architectural consultants registered with INDIAN COUNCIL OF ARCHITECTS, having experience
of at least one such project cost not less than Rs. 800.00 lakhs or two projects of cost not
less than Rs. 400.00 lakhs completed successfully for any Government, Semi-Government,
Public Sector organization or Public Limited Companies in last five years.
2. NIT document containing detailed terms and conditions & Scope of work can bedownloaded from website www.hsuhs.ac.in and submitted alongwith the form cost Rs 1000/-(Rupees one thousand) and processing fee of Rs. 10,000/- (Rupees ten thousand) non-refundable & earnest money of Rs. 1,00,000/- (Rupees one lakh) refundable by way of accounts
payee Draft in favour of EO-cum-Head Engg. Wing, HSUHS, payable at Hisar on or before
May19,2017 by 13.00 hrs in person or through the registered/speed post only.
3. The proposal shall be submitted in three separate sealed envelopes marked as “A”, ”B” & “C”.
Envelop’A’ will contain Earnest Money and Cost of NIT Document and processing fees,
Envelope ‘B’ NIT document alongwith concept plan, drawing, details and other techincal
informantion and Envelope ‘C’ Financial Rates. Envelope ‘A’ shall be opened first on
May20,2017 at 10.00 A.M in the presence of intending participants and examined. Envelope “B”
of only those participants shall be opened who have submitted EMD and cost of NIT document
and processing fees as described above on the same day. Envelop’C’ will be opened of onlythose tenderers who are found qualified in technical after presentation.
4. HSUHS, KARNAL shall not be responsible for any delay in receiving the documents.The EO-
cum-Head Engg. Wing,HSUHS, Karnal reserves the right to accept/reject any or all quotations
without assigning any reason.

TERMS OF REFERENCE
The Government of Haryana has recently established hereafter referred as client “The HARYANA
STATE UNIVERSITY OF HORTICULTURAL SCIENCES, KARNAL (HSUHS)”, a State Govt.
University constituted under the Haryana Act. No.32 of 2016 engaged in teaching, research, extension
and other related activities in the state for the development of farmers and rural comminuties, envisages to
give new varieties and technologies on a piece of land measuring about 118 acres. The University is to
build its new world class modern campus on the land situated on Delhi – Chandigarh National Highway
about 4 kms from Nilokheri/ Traowadi. The site can be inspected on any working day with prior
appointment.
1. SCOPE OF SERVICES:
(a) General: To interact with the client and collect all available work details, database plans etc.,
for survey, soil investigation work, prepare project reports with rough estimates.
(b) Contour map with GEO location
(c) To conduct soil investigation by
(i) SPT Test – Phase -I
(ii) Bore log and collection of soil samples and conducting laboratory tests
(iii) Plate Load tests
(iv) Pile load tests
or any other required tests as advised by the client in accordance with provisions of the
respective codes and practices. To submit soil investigation report based on the above tests
recommending there in the type of foundation/depth or treatment etc.
(d) For architecture designs (Phase-I and Phase-II)
Phase-I
i. The project envisages the preparation of architectural plan, design and premises
development in a plot area measuring about 118 acres. The plan should exhibit construction of
boundry wall, gates, roads, security huts etc which will be taken up with no loss of time.In
future construction of basements or stilt parking as feasible will be taken up. The utilities such

as shops including business centres,Banks, ATMs,post office water works ,power station etc will
also be taken alongwith other structures. The requirement of space for office, teaching,
research and extension and residence in upper floors as well as other development etc will be
incorporated with all modern amenities relevant to Unversity ambience. The planning of the
building will be in accordance with prevailing Town and Country Planning norms. Preparation of
complete Detailed Project Report in this phase.
Phase-II
ii. The new Campus is intended to reflect innovative design, green architecture and Eco-&
Energy conservation philosophy with vertical expansion as per local bye-laws and load
bearing capacity of the soil.
iii. The project is considered as an “once-in-a lifetime” opportunity with a commitment to
innovation in lay out design, architecture, interiors, landscape etc. to have an
outstanding Campus with efficient use of energy, water and other natural resources.
The strategic objective of the proposed campus would be to provide an excellent
working environment to encourage high quality teaching, learning and research.
iv. The firms will be short listed based on scrutiny of documents supplied along with
Tenders for participation in competition for development of the proposed new
campus.
v. The Architects/ Architectural firms whose Architectural concept & design are finally
selected for hiring the services by the committee will be able to participate in the
financial bid as Comprehensive Architectural Design Consultants for the entire campus
which may be developed in phases keeping in view the priority and budgetary support.
vi. The finally selected architect/ Architectural firm shall be awarded work. It shall be
working in collaboration with the Project management Agency to be decided by the
University, who will have the overall responsibility for managing the project.
vii. The broad scope of work listing major buildings and services (academic/ residential/
recreational buildings, hostels, library, auditorium, parking, landscape, play grounds,
utilities etc.) are given in Annexure-A (two parts). The Campus will involve zoning of
various buildings and services such as Academic Zone, Residential Zone, Hostel and
Recreational Zone, Animal Farm Zone etc.
viii. The selected firm will be required to provide a complete and Comprehensive
Architectural and Engineering/ Structural design concepts, drawings and details, for all

services required for construction of new campus including the landscaping works and
interior designing of the buildings as out lined below:
a) Master planning of the entire campus with scope for future expansion.
b) Space requirements and space planning with vertical expansion.
c) Service requirements (area wise) and planning.
d) Inter-connectivity of all buildings/ complexes.
e) Detailed architectural drawings for :
i. All floor plans & details for Architectural – plumbing- sanitary – Electrical
– Heating/ Ventilation – Water supply – Horticultural works etc.
ii. Report indicating design philosophy.
iii. Complete interior design and furniture layout.
iv. 3D views of all buildings, model of the entire project and computer walk
through of major buildings/ zones etc.
Note:- The components mentioned above are indicative, the participant may add, modify or
delete any aspect for preparation of a good and viable plan keeping in view the
feasibility of the project.
(e) The detailed services to be rendered are as follows:
i. To study client’s requirement of the project and to collect site data from client.To inspect the site and be acquainted with its full details.The applicant is required to prepare a feasibility report in support of his plan and its components.
ii. To examine legislation, code and standards as they affect the project.
iii. To prepare three alternative preliminary draft sketches and notes sufficient to explain the
consultant’s general understanding of the client’s requirements and out line of the scheme
for the best way of fulfilling them including stage-1 estimate.
iv. To discuss the draft sketches with the client and make such modifications as may be
necessary to satisfy the client about his requirement.
v. To obtain client’s approval on draft sketches, report and estimate of cost.
vi. To prepare & submit the drawings, reports etc. and to obtain the approval of the project layout, building construction plan as the case may be from the statutory, local bodies such as Town & Country Planning, Nagar Nigam wherever required. However the required fee to be
paid to the concerned department for the purpose of approval shall be borne by HSUHS.

vii. To prepare & submit necessary tender drawings, draft detailed specifications, bill of quantities/abstract of cost.
viii. To obtain approval of client on draft tender document/documents and submit ten coloured printed hard bound copies and one floppy disk copy of final approved tender document/documents and if so required by the client.
ix. To assist the client in finalization of tenders notice if required. x. To prepare, submit and obtain approval of architectural and structural working drawings
including large scale and full size details sufficient enough for proper execution of the work during construction, particularly for door, window, stairs, grill gate, boundary wall, kitchen, toilets and other special features etc.
xi. To prepare, submit and obtain approval of client on design, drawings and specifications of internal and external services e.g. roads, culverts, parking places, electrification, water supply, sanitary, waste disposal including sewerage, fire-fighting, lifts etc.
xii. To prepare, submit and obtain approval of client on detail landscaping design scheme, and solid waste disposal arrangement.
xiii. To provide supervision during execution of the work whenever needed by the client. xiv. To prepare and submit ten copies of detailed estimate of the works to Engineer-in-Charge
after final approval of the plan.
2. SITE VISITS: i. The consultant/agency is to indicate to the client, on receipt of a work order, the name,
designation and bio-data of the authorized representatives and persons likely to be sent to deal with the client and visit site.
ii. The consultant shall visit himself or send his authorized representative promptly to the client’s Head Quarter or project site as per requirement of the work or as per request of the client. No reimbursement will be admissible to the consultant on this account.
3. TIME OF COMPLETION:
i. The date of award shall be treated as zero date. ii. Time of completion of various stages of work for architectural consultancy shall be 02
months extendable by the competent authority (total completion period) and the same shall be strictly adhered to barring any unforeseen circumstances, if not stated here in before.
4. EXECUTION PART WILL BE TAKEN SEPARATELY. 5. SUCCESSORS AND ASSIGNS:
All covenants and agreements herein contained will be extended to be binding upon the
successor and assigns of the consultant and client. This agreement will not be sold, assigned or
transferred in whole or in part by either party to any firm, person or organization without prior
written approval of the other, where terms and conditions of this agreement are affected.
6. SERVICE OF NOTICE:
Any notice to be given to the consultant under the terms of agreement shall be
served by sending the same by registered post/speed post to the Consultant's head
office and to the client by sending the same to Engineer-in-Charge of the Project.

7. TERMINATION OF CONTRACT:
The contract agreement may be rescinded and the security deposit and other dues of this
work or any other work done under the client may be forfeited and brought under the
absolute disposal of the client, if in the opinion of the client:
i. Either the work is not progressing satisfactorily or is not likely to be completed within the
stipulated time (for reasons solely attributable to the consultant) or:
ii. If the consultant fails to comply with the terms and conditions of the contract.
iii. On receipt of the notice of termination of contract, the consultant shall be entitled to the
fee for the work actually done by the consultant. In such cases, the decision of the client
as to what is the work actually done and what is the fee due to the consultant on the
basis of actual work done shall be final and binding to the consultant.
iv. In case of termination under above conditions, the client may make use of all or any
drawings, estimates or other documents prepared by the consultant.
8. SECURITY DEPOSIT:
i. The consultant shall permit the client to deduct as detailed hereinafter, the security
money from the payments due to him/them.
ii. The total security amount shall be 10% (ten percent) of the total fee payable to
the consultant and shall be deducted from every running and final bill.
iii. The security deposit so deducted shall be retained and released within one year after the
actual and satisfactory completion of the consultant's services relating to the project.
9. LIQUIDATED DAMAGES:
i. Time schedule as mutually agreed upon before the commencement of work will be the
essence of this contract agreement. If the consultant fails to complete the work within the
time prescribed then the consultant shall pay to the client the sum equal to 0.25% of the total
fee for delays per week as liquidated damages provided the entire amount of compensation
shall not exceed ten percent.
ii. The client shall without prejudice to any other method of recovery deduct the amount
of such damages from any amount due or which may become due to the consultant.
The payment or deduction or such damages shall not relieve the consultant from his obligations
to complete his services or from any other liabilities under this contract.
10. DESIGN SOUNDNESS AND PENALTY FOR FAILURE:
The consultant shall be responsible for the total soundness of structural design. All designs shall
be prepared by the consultant conforming to relevant IS codes of practice and in

conformity with the relevant and applicable acts/rules regulations, legislations and or by
laws imposed by statutory bodies.
The consultant shall bear the responsibility of getting all the structural design proof checked
from any IIT or NIT or any other agency approved by HSUHS at the cost of the consultant.
In the event of any design failure or violation of statutory regulation faced by the client
during execution and thereafter the client may impose penalty on the consultant.
11. SUPPLY OF DRAWINGS, REPORTS ETC.
a. The consultant shall be required to submit three ammonia or xerographic prints of all the design
drawings and reports required for examination/modification/approval.
b. Thereafter a copy of the approved corrected drawing shall be returned to the consultant for
incorporating corrections.
c. After final approval the consultant shall submit Ten copies of all the approved drawings
and reports including detailed estimates, specifications etc. for further use in tendering/
construction etc.
d. The consultant after completion of the work shall be required to submit one copy each of
the completed drawing on polyester tracing film (incorporating all changes done till the
completion of the work).

14. FINANCIAL OFFER:
The financial offer shall include all the taxes except service tax payable extra asapplicable.
15. AGREEMENT
The consultant shall enter into an agreement with HSUHS, Karnal on Non-judicial stamp paper of Rs. I00.00 value within seven days of acceptance letter. The cost of stamp papers shall be borne by the consultant.
The HSUHS, Karnal shall have the liberty lo postpone or not to carry on any job and the consultants/architects shall not be entitled to any compensation or damages for such postponement or non-execution of the job except the fees which are payable to the architect up to the stage of scope of work/job completed on the date of such decision communicated to the architect by the HSUHS,Karnal.
16. Arbitration
In the event of any dispute or difference arises between the parties relating to
the consultancy, meaning or effect of the Agreement or any other clause or in respect of the
rights and liabilities of the parties or other matters specified therein or with reference to
anything arising out of or incidental to the Agreement or otherwise in relation to the terms,

whether during the continuance of the Agreement or thereafter, such disputes or
differences shall be endeavored to be solved by mutual negotiations.
If however such negotiations are infructuous, they shall be decided by arbitration under The
Indian Arbitration and Conciliation Act, 1996 and the award made in pursuance thereof
shall be final binding on the parties. The venue of arbitration shall be either Karnal or Hisar
and subject to the above, the Civil Courts in Karnal or Hisar shall have exclusive jurisdiction
in this matter. HSUHS shall alone be entitled to nominate any person/authority to act as an
Arbitrator.
Any reference to arbitration shall not relieve either party from the due performance of its
obligations under the Agreement.

General Instructions
1. The interested parties can download the Tenders document from the University
website.
2. Notice for Inviting Tenders in the prescribed format (Form – A & Form – B) along with
the transmittal form should be submitted to the EO-cum-Head Engg. Wing of the
University Up to 11.30 AM on or before ________. A processing fee of Rs. 10000/-
(Ten thousand) in the form of a Bank Draft favouring the EO-cum-Head Engg. Wing,
HSUHS, payable at Hisar should be enclosed along with the NIT application.
3. NO NIT or additional information shall be accepted after the above noted last date
and time for submission of NIT.

4. The applicant is required to submit the necessary details with authenticated
documents/drawings/credentials/references in support of the qualifying requirements.
5. The applicant may furnish any additional information to establish/support his
capability but must avoid superfluous information.
6. Incomplete and conditional NIT or those without having the processing fee, EMD &
cost NIT document will not be entertained.
7. Each page of the NIT application (numbered) must be signed by the applicant.
8. Prospective applicants may seek any clarification in this regard from the EO-cum-
Head Engg. Wing (contact No.-091-9416240722).
9. The University reserves its right not to respond to any question raised or provide
clarification sought in its sole discretion.
10. The discretion and decision of the University in respect of the NIT shall be final and
shall not be open to litigation in any court of law.
11. The applicant shall be responsible to take into account all relevant factors including
local bye-laws, site of the proposed campus and its surroundings etc. while
responding to this invitation for NIT.
12. The applicant shall bear all expenses related to preparation and submission of
proposals at all stages regardless of the conduct and outcome of the selection
process. The University in no case will be liable or responsible for these costs.
13. The particulars and broad scope of the project as given in Annexure –A are
indicative only and subject to change and may be considered only as advance
information to assist the prospective applicants.
14. Applicants making misleading/false representations or deliberately suppressing the
information in the document will be disqualified. Similarly, records of poor
performance, abandoning project, not completing the assigned project properly or
financial failures/weaknesses etc. may lead to disqualification.
15. It shall be responsibility of the successful applicant to obtain all obligatory/legally
required approvals and clearances etc. from different Govt. departments and
agencies etc.
16. Failure to provide information that is essential to evaluate the applicant’s qualifications
or substantiation of the information supplied, shall result in disqualification of the
applicant.
17. It shall not be assumed that there shall be no deviation or change in any of the herein
mentioned information. While this document has been prepared in good faith, neither

University nor any of their respective officers or employees or advisors or agents shall
make any representation or shall have any responsibility or liability whatsoever in
respect of any statements or omissions come from. Any liability is accordingly
expressly disclaimed by University or any of their respective officers, employees,
advisors or agents, whether negligent or otherwise.

e. Information on any litigation in which the applicant was involved during the last
five years including any current litigation.
f. Authorization to seek detailed references.
g. Audited Balance sheets/Brochures and annual reports of last five years
(Financial Years 2012-17)
h. Number of architects and other professionals their deployment in the proposed
work.
i. Curriculum vitae of key professionals including of the associates.
j. List of similar assignments/projects successfully completed/ongoing during the
last five years
k. An affidavit duly attested by the Notary/Magistrate on a non-judicial stamp paper
of Rs. 10 so as to authenticate the facts stated in letter of transmittal and related
to performance.
l. Letter of transmittal and Information as per format of FORM- A & FORM-B of the
NIT document.

NIT should be prepared with due care as its evaluation shall lead to short listing of the
parties for issue of invitation for participation in the design competition.

PROCEDURE OF AWARD OF WORK
The firm shall be weighted on the basis of 100 marks assigned for the credentials (Technical and Financial Capabilities) will be as follows:-
a. Maximum Annual turnover in last three years – Maximum 20 marks.(for current Financial year 16-17 CA signed balance sheet to be attached)

and capacity of the Tenderer to perform the contract in the overall interest of HSUHS.
