WORK PLAN FOR NAUSORI INTERNATIONAL AIRPORT RUNWAY UPGRADE AND EXTENSION CONSTRUCTION
WORKS Background Fiji Airports (FA) proposes to widen, overlay and lengthen the 10/28 runway (RWY) at Nausori International Airport. This involves the structural upgrade of the existing pavements, new pavement extents in the extended RWY 28 area, AGL civil works and associated drainage work. The following provides the key components of the project, and describes the overall scope. The key components of the project include:
Runway 10-28 extension and increase in width (approx. 2148m x 45 m - Code 4C), noting no runway shoulders;
Construction of a new 90 meter long RESA on Runway 10 (Runway End 28) and 60m strip;
Widening of existing runway strip area (150m from centerline either side for the full length of the runway);
Apron rehabilitation; Taxiway improvements; Installation and upgrade of the associated visual and navigational aids; The associated drainage required for the site; A new perimeter security fence; A new perimeter road including access to the Perimeter fence
Description of Work The works to be undertaken and covered by this Work Plan include, but not necessarily limited to the following works: Phase 1-A: Mobilization
The work will involve establishing the contractor laydown area, all traffic management signage for access routes (including public road diversions) and the site office and temporary haul roads construction for the project. Phase 1-B: Temporary fencing and land clearance
The work includes • Topsoil stripping and removal from work site • Vegetation removal and tree removal • Existing road removal • Associated infrastructure breakout and removal, • Demolish properties within FA boundary and removal • Erecting a perimeter fence on the FA boundary lines This phase includes working in both Zone 1 and 2 in the proposed runway extension area.
Phase 1: Time line Date: 26th October 2018 to 1st April 2019 Hours of work: 24HOURS Time Line: Currently In Progress No aircraft operations or airside infrastructure will be affected during this phase. All other works will be on landside
Phase 2-A: Runway extension and swale construction
The RWY 10 extension construction which will involve:
• Bulk fill of the area • Construction of culverts including the associated temporary works to maintain
flow path for the existing swale drain and • Construction of new swale drains and making existing swale drains redundant • Commissioning of the new swale drains • Construction of the utility protection • Construction of security fencing • Displaced threshold RWY 28 by 348m

Phase 2-B (2 phases): RWY 10 RESA construction This phase involves aspects of Phase 2-A until 9th September 2019 and;
• Breakout existing headwalls and extend culvert with new pipe and headwall • Security fence construction • Runway length shortened by 348m from THR 28 from 26th July – 26th October
2019. Temporary THR 28 coordinates are 18°02'43.6744"S 178°33'56.5162"E • Displaced THR 28 by 348m from 26th October 2019-23rd June 2020 • Runway extension strip construction • Existing runway strip construction • Runway extension pavement and subsoil drain construction • Construction of stormwater catchpit in runway extension area • Existing RWY 10 RESA upgrade to runway extension pavement • Existing shoulder demolish and pavement reconstruction • Existing runway shoulder catchpit and light pot decommissioning • Existing runway new catchpit construction and connecting existing pipes • Existing runway edge lights temporary installation for 30m runway width • Existing Runway AGL construction for 45m wide runway edge lights
Phase 2-B1 Time line Date: 26th July to 26th October 2019 Hours of work: 24HOURS Aircraft movement restrictions: available for aircraft types up to ATR72: 1. Runway length shortened by 348m from THR 28 from 26th July – 26th October 2019.

This task involves the following work: • Utility diversions/ Temporary protection and removal • Utility protection • Existing runway shoulder removal and pavement reconstruction • Existing runway shoulder catchpit and light pot decommissioning • Existing runway new catchpit construction and connecting existing pipes • Existing runway edge lights temporary installation for 30m runway width • Existing runway AGL construction for 45m wide runway edge lights
• Displaced threshold RWY 28 by 348m from 1st April to 25th July 2019
This work will be carried out in Zone 1 and therefore restrictions will apply to night working only.

Phase 4: Apron asphalt paving
This phase involves the following works: • Utility protection • Clean existing swale drains • Apron AGL civil works • Apron asphalt overlay • Apron asphalt resurfacing • Apron concrete slab construction • Paint markings • Storm water civil works
All concrete slab construction work will be carried out during the three month period (26th July-26th October 2019) of no turbojet aircraft operations. Other work items in this area will be completed in a staged manner with suitable temporary ramping.
Phase 4- Time line

Phase 5A- Time line Date: 23rd September to 6th October 2019 Hours of work: 24HOURS Aircraft movement restrictions: Only Taxiway Western will be available

Phase 5B: Taxiway W This task involves:
• Taxiway W shoulder construction • Taxiway W pavement rehabilitation - mill and fill of asphalt • Taxiway W AGL civil works and installation • Taxiway W paint markings • Commissioning AGL on Taxiway W
This work will be carried out during the three month period (26th July-26th October 2019) of no turbojet aircraft operations.
Phase 5B- Time line Date: 7th October 2019 to 26th October 2019 Hours of work: 24HOURS Aircraft movement restrictions: Only Taxiway Eastern will be available
No turbojet operations during this period (26th July-26th October 2019) Phase 6A: Runway overlay This phase involves:
• Existing runway asphalt overlay surfacing • Runway extension surfacing • Runway paint marking
Nil aircraft movement and aerodrome shall be closed from 0900UTC – 1800UTC daily Phase 6B: Construction of Visual and Navigational Aids This work will be carried out at the same time as the pavement works and these work involves:
• ILS localizer installation • RWY 10 Approach Lighting installation • AWOS installation • RWY 10 & 28 PAPI installation • AGL paint marking • AGL/ NAVAid commissioning
Phase 7A: Runway grooving This involves cutting grooves in the pavement to promote surface water drainage and to prevent hydroplaning during wet weather. This needs to be carried out 6 weeks after the asphalt is surfaced. No aircraft operations will be affected as these works will be completed at night outside the published hours of watch or NOTAM Phase 7B: AGL relocate beyond 45m
This will involve installing 45m edge lighting and commissioning
Phase 6 & 7- Time line Date: 31st January to 12th November 2020 Hours of work: 0900UTC to 1800UTC Daily Aircraft movement restrictions: During this period there will be no runway lights available for seven (7) days and runway not available for night and adverse weather operations. The actual dates will be notified by NOTAM

6. ALL WORKS UNDERTAKEN AIRSIDE AND WITHIN OPERATIONALAREAS REQUIRE THE APPROPRIATE PLANNING, COORDINATIONAND EXECUTION WITH AND UNDER THE ESCORT OF THE FIJIAIRPORT'S OPERATIONS TEAM AND WORKS SAFETY OFFICERS.
