PrefaceOne of the most powerful earthquakes in the planet hit the Asian Continent with its epicenter at Ach
Indonesia. Authorities said, were in the eastern district of Batticaloa. Thousands were missing and more
than a half million displaced and damaged natural ecosystems, and coastal infrastructure. Vulnerable
groups, such as poor fishermen living close to the shore in simple houses and shelters, have borne the brunt
of the negative impacts. Apart from the coastal communities already being comparatively poor in the Sr
Lankan context, the Tsunami has compounded previously existing vulnerabilities: the East is the regionworst affected by the Tsunami.
Thirty years of civil conflict has caused disruption of social structures, high levels of vulnerability, wid e
spread displacements of persons in all ethnic groups and the destruction of infrastructure and housing..The
unemployment rate is estimated to be more
than double the national average. The
Tsunami caused further losses of lives,
destruction of livelihoods and much of the
remaining physical infrastructure and
means of production have been damagedor destroyed.
Damage to the coastline:
Although virtually the entire coastline of
Sri Lanka has been affected by the
Tsunami, the impacts vary considerably. In
Batticaloa district, 2-3 km areas from the
Coastline were affected by Tsunami. Ten
Districts were affected out of 25Administrative districts in Sri Lanka. The
east region was the worst-affected area in
the Island.
Batticoloa is in eastern Sri Lanka. The
majority of the districts inhabitants are Tamil, and Muslims. Out of 14 DS divisions, eight were affected by
the Tsunami. Almost 3,200 people were died and 255,000 persons affected in the district.
After the Tsunami the following issues are challenging for the Reconstruction works.
Identifying the lands to resettle the displaced people who were in the bower zone Disposal of debrisCleaning dug wells for drinking purpose, Assessment of the damages of infrastructures and livelihood
activities and Study the damages caused in natural resources, the impacts on the marine ecosystems andIdentify the lands to resettle the d isplaced people who were in the bower zone and finding money for thereconstruction of the infrastructures and livelihood developments.

Fahad Mr. Fahid Hajar Shaouf Al-Mutairi, Kuwaiti Ambassador to Sri Lankaspeaks on the bilateral relationship between the two nations and the mutual benefits for both
parties.
Your country has extended technical assistance grants and loans toSri Lanka through the Kuwait Fund. Could you please explain how theFund operates and how Sri Lanka can benefit from it?
The Kuwait Fund for Arab Economic Development, commonly known asthe Kuwait Fund, is the State of Kuwait's agency for the provision andadministration of financial and technical assistance to developing countries.
Founded in December 1961, the Fund was created as a message from theKuwait people, ensuring that " Here we are embarking on the tides ofchange, but we will not forget our friends in need". Since inception, the
Kuwait Fund has given over 700 loans to over 100 beneficiary countries. The Fund has financedseveral projects in Sri Lanka. One of the project is rehabilitation of Tsunami damaged education
and administrative infrastructure.
Kuwait has the capacity to facilitate large-scale investments, particularly ininfrastructure development in Sri Lanka, but why has that not happened?
Kuwait or for that matter any other country in the world would not invest without anInvestment Protection Mechanism in place. True to the quote "Capital is a Coward", no onewill invest blindly in the hope his investment will run smoothly.
Kuwait invested in a housing project in the Eastern Province of Sri Lanka. Would youmind shedding some light on this project and its current status?
We are funding two pro jects in Batticaloa and Ampara respectively. The first, Kuwait Citycomprising 100 houses, and the second, Jabar Al-Ahmed City' in Ampara, another 100 housescompleted. They are both complete and distributed to Sri Lankans of all religions without
distinction. I would like to emphasis that these are not investments, but are donations or giftsfrom Kuwait Red Crescent and Kuwait Zakat House.
And finally, what do you, your Excellency, hope to accomplish before your term ofoffice in Sri Lanka is complete, which we hope will not be soon?
As Ambassador I would like to ensure that relations between our two friendly countries arestrengthened. I would also like to see more Kuwaiti investors helping this beautiful country
become a bigger attraction for our mutual benefit.

Sectoral Depts., NGOo, INGOo are held in the District Secretariat. At the Time of Tsunami
Batticaloa District Secretariat partially washed out by the Tidal waves and some buildings have
splintered and cracked by the Tsunami affected. Therefore the New compartment for the Secretariat
Staff must be rebuilt for working efficiently. There was no proper catering facility in the Secretariat
and no place to accommodate the officers and the public who comes to the Secretariat for getting
services. It was functioned in the Temporary hut.

DS - KPN : As we served in an old and unwilling building earlier, but now we are able to serve the public with
all facilities from this new secretariat building and the conflict during the last three decades, the building of the
Divisional Secretariat had been fully damaged. The important documents were destroyed and the official
equipments, electronic goods, furniture also fully damaged. There for administrative activities of this secretariatalso was affected in many ways, like as
Services to the public could not be done
Administrat ion of the secretariat could not be allowed fully
Services to the public could not be done in particular time.
Delayed services during the conflict time.
Needs of the public could not be identified immediately and actions could not be taken in time
Officers could not be gathered in one place to do the full services.
Viewer : How did you manage the administrative function in Pre Tsunami?
DS - KPN :Prior to the Tsunami, the divisional secretariat building was in the Uriyankattu Grama Nildharis
division. The secretariat building was very small and it was situated within 200m from the sea. The Building also
very old and has no any strength. That building was not constructed to accommodate all the administrative units
of a Divisional Secretariat. Because of this, there was a lack of space to the officers to do their duties and also
there were some problems to the public of this division to get the entire services from there.

Success story of SEVA PIYASA - Divisional Secretary - ValaichchenaiPHOTO
In Korolai Pattu, Kalmadu and Kannakipuram both villages are have a large amount of civilians living in this
area and expecting the more requirements form the Government side. Usually our Grama Niladharies are
providing services from those areas in Temporary shelter or rented house in the Particular villages or division.
There fore these Temporary buildings or rental places are inflexible for the sitting and giving a good service for
the people. Almost below poverty line civilians are living in this rural areas and their usual life, Traditional
structure are representing in their own life. Even, Post Tsunami and conflict situation reflexion balanced
requirements are still in those areas.
In addition, beyond the disasters these area rural development officers like Grama Niladharies, Samurthi Officer,
Technical Officer, Health Officer are more participation to promote and establishment works in this areas. As the
consideration of civilians the basic requirements, it is fulfill by this Center for society. Hence, the SCAP was
instigated a SEVA PIYASA (means; Center for services) building to solve the circumstance for the people
request. It is very helpful for who are living in Kalmadu and Kannahipuram Grama Niladharies divisions.
The Ministry of Public Administration and Home affairs originated the civil administration development
strengthen programs in Batticaloa. Accordance the Project scope the New Construction was made in my division
under the Kuwait Fund for Arab Economic Development. This is great opportunity to serve the people
without any troubles. In the flood times this center is facilitate for emergency relief center and health, medical
services are granting via this SEVA PIYASA.
Many of advantages in this Service center like Technical advising and guiding, basic medical consultation
services for pregnant women, Follow up the Family Planning scheme, Emergency relief center, excellent base
for communicate with civilians, flexible environment for officers, saving the government money for spending
the Rental for staff and other rural development basic requirements are considered by this service center. Hence,
we need a special expectation for the maintenance and security purpose need a surrounded wall for this building.
At last I would like to thank the Ministry of Public Administration and Home affairs to constructed SEVA
PIYASA building and the great achievement through the District Secretariat for Civil Administration
development program.
My special regards and wishes for the accomplishment.

Beneficiary reflection of this Motor Bike distribution
By : Mr.Saravanamuthu VijayaretnamGrama Niladhari
In addition I was engaged to issue the payments for funeral expenses and look after the IDP Camps and also I
helped to assess the Housing and Livelihood damages was done by the relevant sectoral departments.
As the Grama Niladharies were engaged to be ready to serve the people in whole day (24Hours). Therefore we
have responsible to provide the services efficiently in the village level. During the Natural and Manmade disaster
times we faced lot of challenges to provide the services to the people. It was very rushed period to look after the
IDPs who were in IDP camps and with friends and relatives. In Every year on monsoon time, the normal life of
the people is disturbed by the Flood. During the period Grama Niladhari should be coordinated with other
government officers, CBOs and NGOs to help the people. Without proper transportation we can not to do the
above services efficiently on time.
In my scope Transport is most essential to coordinate with the Divisional Secretary, get the information from
village level, monitoring the development and relief activities and identify the needs of the people in the village.
I would like to give my warmest thanks on behalf of the Grama Niladharies to the Ministry of Public
Administration and Home Affairs for providing the Motor Bikes with the HALF OF PAYMENT with no interest
and the balance is deducted from our monthly salary in installment basis. It was a good opportunity to the Grama
Niladharies who worked in the Tsunami affected area. In addition I specially thanks to District Secretary and
Divisional Secretary to select me. On behalf of Grama Niladharis of Batticaloa district I humbly request to give
this opportunity for other Grama Niladharies who did not worked in the Tsunami affected area.
Mr.Saravanamuthu VijayaretnamGrama Niladhari, Manmunai North, Batticaloa
After Tsunami disaster various projects and programs were implemented to bring normally.
However there were no project to look after the benefits of Government Institution and
employment. In this context SCAP Project funded many buildings in Batticaloa district.
Also distributed 88Motor Bikes under a 50%discount and balance is renewed in
installment together with no interest in 36equal installment. These motor bicycles were
very effectively used by the Grama Niladharies of Tsunami affected divisional secretariat
divisions for their official transport. This is very helpful for their employment.

People responded about SCAP Project in Batticaloa District.
I live in Vakarai since birth and I am a fisher man. Our
division was affected by war more than 25years and in the year
of 2004 sea came to our village. So we are always afraid to live
here. Now the war has come to end therefore we can continue
our life smoothly without fear. When sea came to the village
we lost our livelihoods (canoes) and divisional resources. We
lost the Divisional Secretariat Building also. However the
Government built a new big office at good location in Vakarai
with all facilities. Old office was not good because there was
not enough space and lack of facilities for getting service. As
for me now Government constructed a new building like as
a palaceso its much of easier to fulfill our needs . I amthanking the Government of Sri Lanka and also our President
and God. I wish to continue this peaceful life ever.
Our Division is Koralai Pattu affected by Tsunami in year of
2004. My village Kannakipuram is a one of most population area
in our division. In my village much of the people are under the
poverty line. So we are always depending on the Government
assistant to continue our usual life. Before the construction of the
Village Level Office we have faced so many troubles for gettingthe services from the office. Our Grama Niladhari and Samurthi
Officer, Health madam (Midwife) and other Village Officers
were in the separate buildings. At the time we spent the much of
money for traveling and wasted our valuable times. I am
remembering in the last year rainy season I was fully wet and
struck to get the service from the officer. Now the Government
constructed a Village Level Office in our village with the enough
spaces to accommodate all Village Officers. It is helpful to
get all services easily in one spot, save the time
and money for unnecessary traveling. Yes, with nodoubt it is marvelous work. Thanks to everyone who involved in
this project. I am sorry I dont know who gave this
opportunity to us, anyhow thank you all of you.

Kachcheri (District Secretariat) is the most important place in Batticaloa
District. It is the Head of the Department of Divisional Secretariats.
During the Tsunami this building was partially affected. Some of the
people come to Kachcheri more than 100 km a far from the city to fulfill
their needs. There was no space for waiting place. We were in the hungerseveral times until finishing my work as no proper Canteen facilities were
in the Kachcheri. Officers spent more time as getting lunch outside of the
Kachcheri. Therefore the officers could not give an efficient service to us.
So they could not have completed our needs within the particular times.
Now the new block has been constructed with canteen facilities and we
could observe the officers are working in the good environment
with the good facilities. Waiting place has been arranged and
good catering service is there. So it is so comfortable to finish our
needs on time
