Introduction
This report presents data on ederal government aid tostate and local governments by state and U.S. outlying area.Coverage is restricted to ederal government expenditures
or grants to state and local governments or which data are
available by state and outlying area. For scal year 2009(October 1, 2008, to September 30, 2009), the statisticscompiled cover $552.1 billion. The data are shown by
ederal agency and program whenever possible. This reportalso is available on the U.S. Census Bureaus Internet site at.
CONSOLIDATED FEDERAL FUNDS REPORTSERIES
Federal Aid to States
This Federal Aid to States (FAS) report is one o two publi-
cations comprising the Consolidated Federal Funds Report(CFFR) series. The other publication is the Consolidated Federal Funds Report for Fiscal Year 2009 (State and County Areas) . For both publications, the data have been consoli-dated and tabulated in a standard ormat by the CensusBureau under the auspices o the U.S. Ofce o Managementand Budget (OMB). The FAS report presents in ormationsimilar to the grant data in the CFFR state and county areaspublication, except that in this report, grants to state andlocal governments represent actual expenditures o the
ederal government, and only grants to state and localgovernments are included. In the CFFR publication, ederalgrants generally represent obligations, and awards to stateand local governments are not distinguished rom grants tonongovernmental recipients.
All amounts o ederal government grants and other pay-ments to state and local governments represent actual cashoutlays made during the scal year. Each ederal govern-ment executive department and agency maintains annualdata on grants and other payments to governmental unitspursuant to OMB Circular A-11. The data are collected rom
ederal agencies by the Census Bureau.
Prior to 1983, such data were incorporated into the reportFederal Aid to States , published by the U.S. Departmento the Treasury. The Treasury Department collected andpublished ederal grants data in accordance with the ormerTreasury Circular 1014 and the annual Treasury FinancialManual. Both o these contained de nitions and reportingguidelines consistent with OMB Circular A-11 and the cur-rent Census Bureau reporting guidelines.
For the years 1981 through 1997, the Census Bureauannually published the Federal Expenditures by State (FES)report. Table 2 o the FES publication covered grants andother payments to state and local governments. Table 2
o FES provided statistics equivalent to those ound in theTreasury Departments FAS series, as well as the CensusBureaus current FAS publication. In addition, the FES seriespublished statistics on salaries and wages, direct payments
or individuals, procurement, and other program areas.These other statistics are now being published as part o the Consolidated Federal Funds Report for Fiscal Year 2009 (State and County Areas ).
Hence, the Census Bureau publication Federal Aid to States , Table 2 o the previous Census Bureau publicationFederal Expenditures by State , and the previous TreasuryDepartment publication Federal Aid to States provide userswith historically consistent statistics on ederal agency pay-ments to state and local governments.
Federal government aid to state and local governments
includes the ollowing: Direct cash grants to state or local government units.
Payments or grants-in-kind, such as purchases o com-modities distributed to state or local government insti-tutions (e.g., school lunch and break ast programs).
Payments to nongovernment entities when such pay-ments result in cash or in-kind services passed on tostate or local governments.
Payments to regional commissions and organizationsthat are redistributed to the state or local level.
Federal government payments to state and localgovernments or research and development that is anintegral part o the provision o public services.
Federal revenues shared with state and localgovernments.
It should be noted that the outlays covered in Table 1exclude ederal government payments directly to individu-als, pro t or nonpro t institutions not covered above, andpayments or services rendered. Grants to individuals andpro t or nonpro t institutions and payments or servicesrendered are covered in the CFFR report.
The examination and edit process the Census Bureau usesincludes a comparison o reported data to in ormation sub-mitted or the prior year and to outlay amounts supplied byOMB. All grants data are reconciled by budget account and tobudget gures that each ederal agency is required to submitannually to OMB, in accordance with OMB Circular A-11.Discrepancies are brought to the attention o the reportingagencies and, where warranted, revisions are made. OMBalso provides assistance in the classi cation o grants and inensuring compliance with the reporting requirements.

State and County Areas Report
The CFFR state and county areas publication covers domes-tic ederal expenditures or all object categories (direct pay-ments, grants, procurement, and salaries and wages). TheCFFR also covers three nonexpenditure object categories(direct loans, guaranteed loans, and insurance coverage).Users should consult the introductory text in the CFFR stateand county areas publication or detailed explanations o the data reported there.
The work schedule employed by the Census Bureau in thecollection and processing o scal year 2009 FAS data canbe described approximately as ollows:

June 2010 Received nal annual scal year2009 FAS data sources.
July 2010 Completed processing all annual s-cal year 2009 FAS data.

RELIABILITY OF THE DATA
Co erage Error and NonresponseFederal government departments and agencies provideall data in this report. Data are reviewed or accuracy andconsistency and compared to actual outlays in the ederalbudget to assure reasonableness and proper coverage. Noattempts have been made to account or all ederal govern-ment grants or outlays as reported in the ederal budget oras presented in the Census Bureau annual reports on gov-ernment nances. The actual expenditure (outlay) data thatcomprise Table 1 in this report are obtained rom a directmailing to more than 50 departments and agencies o the
ederal government. Respondents were asked to provide a
state-by-state (plus outlying areas) distribution o outlaysmade to state and local governments during scal year2009. These data represent not only outlays made but alsoin-lieu-o tax payments and various revenues shared withstate and local governments. Because o the limited sizeo the respondent universe, nonresponse is generally nota problem. However, tardy submission o data by ederalagencies occasionally requires the use o alternative datasources, such as the Federal Assistance Award Data System(FAADS), also maintained by the Census Bureau.
Wherever possible, this report uses statistics representingactual expenditures o the ederal government during the
scal year. Each agency reports a program/project nameand/or budget account number to identi y separately eachproject or budget account rom which expenditures weremade. Table 1 is an organized compilation, by departmentand agency and/or program, o over 800 o these state-by-state expenditure reports. Appendix A presents urtherdetail about the individual expenditure programs that
underlie the categories presented in Table 1.
Processing and Response Error
Because FAS uses imported electronic data les that havebeen completed by the various ederal agencies, CensusBureau processing involves summations and sorting butin requent, i any, data keying. Routine edits applied toFAS data are, there ore, primarily intended to identi y andcorrect keying or calculation errors made by respondents.Trend analysis on multiyear data series is employed to iden-ti y signi cant anomalies and interruptions in the kind o relative continuity expected o high dollar mandatory anddiscretionary programs.
Coding
Geographic coding standards are applied to original data,whose submitting agencies employ varying geocoding re -erence les and methods. Data are sorted and grouped bygeographic, agency, and program categories and subjectedto veri cation edits and trend analysis as discussed above.
Recent Legislati e Changes
The American Recovery and Reinvestment Act o 2009 was
signed into law on February 17, 2009. The Recovery Act isintended to provide a stimulus to the U.S. economy in thewake o the economic downturn. The measures are worthapproximately $787 billion. These measures include ederaltax relie , expansion o unemployment bene ts and othersocial wel are provisions, and domestic spending in educa-tion, health care, and in rastructure, including the energysector. When applicable to the scope o the coverage, the
scal year 2009 FAS includes data on these programs; how-ever, speci c dollar amounts may not be identi able.
