NOTE:
1. The ‘Odisha Tribal Empowerment & Livelihoods Programme (OTELP)’ is herein after called
“OTELP” issues ‘Expression of Interest for extending facilitation to the livestock related projects
sanctioned under SCA to TSP’ on behalf of the ST and SC Development Department herein after
called “EOI”. Please refer the list & brief write up of the projects at Annexture-III &Annxture-IV
respectively.
2. The OTELP through this document provides background information on the Livestock related
activities to be facilitated during 2013-14 onwards by the interested organizations.
3. Please address all queries and correspondence to Programme Director, OTELP, TDCCOL
Building, Near Rupalli Square, Bhoi Nagar, and Bhubaneswar-751022.
4. If the Office of Authority happens to be closed on the day of receipt of the applications for EOI as
specified, the applications will be received on the next working day on opening of the Office at the
same time and venue.
5. A pre-EOI meeting will be held on Dated 30 th September,2013 Time-11 A.M.

A maximum of two representatives of each eligible agency shall be allowed to participate on
production of an authority letter from their organization. The organizations requiring clarification
on the EOI may send their request by E Mail to [email protected] .by 28 th September,2013.
The Authority reserves the right not to respond to any questions or provide any clarifications.
B. General Instructions:
1. Interested registered NGOs/ Cooperatives / Not for profit company / Public Charitable Trust who
wish to submit the proposal will have to submit the proposal document as per the prescribed
guidelines of this EOI along with Bank Draft of Rs.1000/- (Rupees One Thousand only ) in
favour of “Programme Director, Odisha Tribal Empowerment & Livelihoods Programme
(OTELP)” towards non-refundable EOI document cost.
2. Proposal document: Applicants shall submit Physically/ By Registered Post their Project
Proposal documents in sealed envelopes super-scribed “EOI for Livestock Related Interventions in
operational area under 4 OTELP ITDAS” functioning in the tribal districts of Koraput,
Nawarangapur ,Malkangiri, & Gajapati by due date and time.

3. Copies of the following documents need to be submitted along with the EoI application form and
documents.
i) Registration Certificate.
ii) Previous 3 years Audited Financial Statements.
iii) Previous 3 years Annual Reports.
iv) Evaluation Reports/Impact Study if any.
v) Fixed asset position including its present value and location.
vi) Organogram of the organisation.
vii) Profile of professional and technical staff of the organisation.
viii) MoU/ agreement/ any documentary evidence of working for Govt./Non Govt. or special
projects or Centrally sponsored projects or with Govt. undertakings for implementing
livelihood development/ income generating programmes especially in the field of Livestock
Development related Goatery & Poultry farming.
ix) An affidavit, that the organisation has not been blacklisted by any government agencies in
India, signed by the authorized legal representative.
x) Profile of livestock related projects implemented/under implementation so far by the
organisation including total financial outlay and third party evaluation reports, if any.
xi) Address of field offices in aforesaid districts for the livestock related project/projects in area(s)
applied for. In case of organisations of national repute applying for first time for these locations
need to provide information on profile of the staffs/Team Leader/ WDT members to be engaged
for the purpose from the local area.
xii) Publications of such project activities as Newsletters, Case Studies, if any
4. Disclaimer:
i. An applicant submitting the organisation detail in response to the EOI shall here be referred to
as “Applicant” / “Agency” interchangeably.
ii. The EOI document is neither an offer letter nor a legal contract, but an invitation for EOI.
iii. No reimbursement of cost of any type will be paid to persons or entities submitting EOI.
iv. All information included by the applicants in their response documents will be treated in strict
confidence.
v. Grants cannot be claimed as a matter of right. Its quantum and release would depend on the
achievement of the quarterly project deliverables and scope of the project. Continuance of the
grant is subject to the satisfactory physical progress and utilization of the earlier
releases.However in OTELP projects almost 80 to 85% of the grant is transferred to the
VDC/SHG/Individual member account and balance 10 to 15% is transferred to Faciltating
agency as management cost, documentation& office running cost.
5. Please take note of followings:
If applying for more than one Livestock Related Projects (poultry & goatery) in different
district/districts, please mention your preferences for district/districts.
Documents (qualifying criteria) required are to be arranged sequentially, or else the
application will be rejected.
No other format of EOI application will be accepted except the attached one.

C. Background:
The Odisha Tribal Empowerment & Livelihoods Programme (OTELP) of ST and SC Development Department is being implemented in 30 most backward remote blocks of 7 south-west tribal districts of Odisha since 2005 benefiting 56,180 households over 1034 villages. Out of the total households in OTELP areas, 80% households constitute the Scheduled Tribes (ST) and 15% Scheduled castes (SC). About 75% of the households are below poverty line (BPL) and 24% are absolutely landless. These Tribal families depend on subsistence agriculture. The major contribution to their livelihood is from Non-Timber Forest Product (NTFP) collection, small livestock rearing like goat and backyard poultry. It adopts micro watersheds as a unit of planning and implementation with community participation for livelihood promotion including farm, off farm and non-farm enterprise interventions. Therefore there is a dependency on nonfarm activities like goatery and poultry for supplementary income. The tribal rear goats, sheep, pigs, poultry birds, cattle etc. in a traditional way. Therefore the Govt. has given the thrust in this aspect of animal husbandry so as to rear genetically improved breeds of goats, sheep, pigs, cattle and poultry birds. It may be necessary to take up scientific rural poultry production programmes by introduction of low input technology dual purpose birds & improved broiler farming to meet the requirement of the rural sector where the poultry farming constitute a source of subsidiary occupation, generating subsistence income to boost the nutritional standards, income levels and health of rural masses.
In this context, the OTELP, ST & SC Development Department, Govt. of Odisha intends to
engage leading NGOs/ Cooperatives / Producer Company / Trust to develop and facilitate as regards to
implementation of relevant Livestock related activities under goatery and poultry as Income
Generation Activities by the community based organizations like Village Development Committee(VDC),
SHGs & Individual members.
D. Objectives of the Programme:
1. To strengthen socio-economic development of particularly the landless, Poor, BPL ST Women Tribal
Groups &individuals through implementation of various Livestock related livelihood projects where
in Individual family/Group of families will be the target group.
2. To ensure active participation of Non-Govt. Organisations (NGO), Govt. Organisations (GO),
Panchayati Raj Institutions (PRI) & Community Based Organisations (CBO) in project
implementation.
3. To bring a strategic focus in Programme / Project facilitation of various livestock related programmes
like Goatery & Poultry activities under “Special Central Assistance (SCA) to Tribal Sub-Plan (TSP)
leading to sustainability of the programme after expiry of the project period.
4. To emphasize on livelihood enhancement by promotion of livestock related programmes through
Goatery and Poultry activities and up scaling the activities.
E. Broad Outcomes of Programme.
1. Enhancement of socio-economic status of targeted ST women BPL families.
2. Empowerment of the ST families for availing benefits under various programmes.
3. Skill up gradation of the rural tribal youth and development of this livestock enterprise as a
business proposition at village level .
4. Adoption of best practices in Animal Husbandry for sustainable livelihood development.
5. Formation of primary producer groups & primary marketing groups leading to formation
producer Co-operative/Producer Company and Federation at the Apex level.
6. Provide backward & forward linkages for sustainability of the project.

F. Project Coverage
The Projects will be taken up in four OTELP ITDAs namely Koraput, Paralakhemundi,
Nawarangpur & Malkangiri of the state.
G.Category of Organisations to Submit the EOI:
The following category of Organisations may submit their application as per the prescribed format given
at Annexure-I to the office of Programme Director, OTELP, RUPALLI Square, Bhubaneswar.
1. Non-Government Organisations, Trusts, Voluntary Organisations including Not-for-Profit
Companies, Co-operative Society/federation, Producer Company etc. registered under the
concerned Indian/State Law.
H. Eligibility Criteria:
a. The Applicant should be a not-for-profit organization such as Govt. promoted/ registered
Co- operative, Public Charitable Trust, Producer Company, Voluntary Organization
registered under the concerned Indian Laws. Consortiums are not allowed to apply.
b. The Applicant should have a proven track record of Planning/Designing/Facilitating and
Implementing developmental projects through Community based organizations in the
domain of Livestock development, Income generation through animal husbandry
activities especially goatery, Poultry, fishery, duckery and dairy with good market
linkage for sustainability of these livestock related interventions including community
mobilization and capacity building of the VDC, SHG, user groups,Primary Producer
groups & Primary marketing groups etc. Agencies/Organizations having work
experience of implementing livestock related activities especially the Goatery & Poultry
at the state or national level at least for 2 years will be preferred.
2. The Applicant should have presence in the area of operation of the project for more than a year at
least and should have adequate man power, resource support and infrastructures for providing
backward & forward linkage at district and state level.
3. The Applicant should have a minimum annual financial turnover of Rs.50 lakhs per year only in
the area of livestock related activities at least for the last two consecutive financial years.
4. The Applicant should not have been blacklisted by any government agencies in India (Submit an
affidavit signed by the authorized legal representative).
I. Scope of Work: The scope of work will include the following.
1) Facilitate the project implementation through the VDC/SHG/Individual tribal family as
mentioned in the project.
2) Selection of SHG &Individual members basing on the well being analysis for selection
of the poorest of poor and BPL ST women families and open their bank accounts for
transfer of fund towards construction of shed, night shelters, purchase of Goats and
working capital towards purchase of chicks, chick feed, medicines, vaccines from the
ITDA on recommendation of Micro Finance officer of OTELP ITDAs.
3) Maintain base line data of all beneficiaries at the time inception of the project and
thereafter to be updated regularly as and when the benefit is passed on so as to make the
cost benefit analysis with increase in income of the individual beneficiaries.
4) Facilitate the Construction of the Mother chick unit, Poultry shed, Goat shed, Night
shelter, Rural chicken centers by the VDC/SHG/Individual member as per the estimate &
design to be submitted by ITDA/OTELP.

5) Placement of day old chicks, chick feed, medicines, vaccines & link the produce to the
market at the door step of the group/Member. Arrange for transfer of sales proceeds to
the bank account of the group/individuals after the transactions are completed.
6) Achieve the quarterly deliverables as envisaged for each project. Changes in quarterly
deliverables can be made in consultation with OTELP/ITDAs .Make financial planning
of the project in advance of the quater, submit necessary documents for release of grant
and submit audited Utilisation Certificates for the fund spent in the project at the end of
each Quater.
7) Organize exposer trips, training/capacity building programmes, facilitate institution
building of the groups & the members and provide handholding support;
8) Liaise with line Deptt.Govt. offices to get help for the groups/members and avail the
benefits of various Govt. schemes;
9) Submit monthly, quarterly and annual Progress Reports to ITDA, OTELP and ST &SC
Dept at regular intervals.;
10) Periodic appraisal of the project implementation status by OTELP/ITDA and
take/suggest corrective steps as when required;
11) Identify critical gaps in existing project interventions and make suggestions;
12) Suggest new feasible development interventions related to livestock for the welfare of
SHGs & individual families.
13) Any other relevant work suggested by ST & SC Development Department as regards to
the project implementation.
J. Format for Submission of EOI:
EOI complete in all respects and covering all the aspects mentioned in the guideline shall be
submitted. The Application Format for submission of EOI is placed at Annexure-I of this document.
K. Procedure of Application:
Eligible Organizations has to submit the EOI complete in all respects to the office of Programme
Director, OTELP,TDCCOL Buildin, RUPALLI Square, Bhubaneswar latest by …………………………..
This should be accompanied with proof of documents sought and details of experience in conducting
similar assignments and other documents as described in this document.
The EOI must be accompanied by a letter on the Applicant’s letter head showing the full registered office
address of the Applicant. It should be signed by a person of suitable authority . The Applicant must quote
the work Title and include the following declarations:
1. We have examined the information provided in the EOI document and shall agree to execute the
project in accordance with requirements as set out in the Scope of work.
2. This proposal is valid for acceptance within 6 months and we confirm that this proposal will
remain binding upon us and may be accepted by you at any time before this expiry date.
3. The proposal has been arrived at independently and without consultation, communication,
agreement or understanding (for the purpose of restricting competition) with any other
organization/ firm invited to submit proposal for this project work.
4. We confirm that all personnel named in the proposal will be available to undertake the services.
5. We confirm that there are no personal, financial and business activities that will, or might, give
rise to a conflict of interest, if we were awarded this assignment. OTELP, ST&SC Development
Department/ Nodal offices, reserves the right to reject any Proposal which, in it’s opinion, gives
rise, or could potentially give rise to, a conflict of interest.

submission of this proposal and to bear any further pre-contract costs.

L. Packaging and Submission of EOI: The EOI is to be submitted with all necessary details in
sealed envelope, which will include the followings.
1. EOI (Two copies) in Hard copy form to be submitted with the Applicant’s Letter Head and
forwarded by competent authority.
2. Soft copy of the EOI in MS Word 2003/2007 version.
Original printed document shall be considered as authentic. Such copy has to be submitted
in physical form at the office of the Authority on or before the due date of submission. All
pages of the offer must be signed by competent authority.
The EOI must be submitted in the application format attached at Annexure-I stating all
necessary details as mentioned above.
M. Empanelment Process:
The applicants submitting the Project Proposal(s) will be shortlisted on the following criteria,
viz.
General Organisational Capability
Professional and Technical Capacity
Experience of the Agency in managing similar livestock interventions related to
facilitation of goatery & poultry projects in the project area.
Demonstrated Experience in community mobilisation, institution building, working in
partnership and formation of Co-operatives/Producer company at the district/state
level
Presentation on Past Experience & Competence
The detailed empanelment criteria are enclosed as Annexure–II.
In the next stage, the shortlisted applicants will be required to make a presentation on their
past experience. The presentation may focus on types of interventions undertaken, No. of
families covered under goatery & poultry farming, duration, coverage of the most poor &
vulnerable, monitoring mechanism, sustainability and scalability. Field visits if required will
be made to ascertain types of Livestock interventions made and impact on targeted

population. The agencies will be evaluated by a State Level Project Appraisal Committee,
which will scrutinize the proposals and recommend for approval.
Following are the different phases to be followed in the empanelment of organisations.
N. Competent Authority
The Programme Director, OTELP shall be the competent authority for this EOI. The powers of
the Competent Authority will be as under:
1. Amend EOI documents if required during Project Application stage. Any amendment will
be conveyed to the Applicants;
2. At discretion during evaluation of the offers, request an Agency / organization for
clarification on its proposal. This request will be in writing and the Agency / organization
should respond in writing. No change in substance of this offer shall be sought, offered or
permitted at this stage.
3. The Nodal Office exercises the right to accept or reject any EOI without assigning any
reason thereof.
O. Dispute Resolution :
This is being a request for Expression of Interest (EoI), no proceeding in any court of law shall
lie in respect of interpretation or meaning of any clause or term or issue arising out of this EoI.
However, for resolution of any dispute arising out of this EoI, the decision of the Programme
Director, OTELP shall be final & binding.

CONCEPT NOTE ON THE LIVESTOCK RELATED PROJECTS TO BE FACILITATED 2013-14 ONWARDS
1) Improved goat rearing in Koraput District under ITDA, Koraput 300 Poor Landless BPL ST Families in Bandhugaon Block and 100 Poor Landless BPL ST
Families in Narayanpatna Block (OTELP PLUS area) shall be covered under Goat rearing
programme within a period of 2 years from 2013-14 onwards.
Each family selected through well being analysis being the poor BPL ST community shall be
provided fund a) for construction of a goat shed, b) 7 nos female goats out of which the cost of 2
nos. of goats shall be contributed by the family c) one buck for 5 families, d) concentrate feed,
medicines, vaccines, training, exposure and insurance cost of goats shall be provided to the
selected family, e) engagement of one paravet for 50 families, f) the monitoring cost,
documentation cost and office running cost shall be provided from the project to the facilitating
agency. The selected agency shall enter into an agreement with the ITDA, Koraput for fund flow
and smooth operation of the project. The PSU, OTELP will facilitate for overall implementation
of the project and guide the intervention through regular monitoring of the progress. The agency
will link the members to a producer organization for long term support to the members after the
project period. The producer organization should be a democratically run member based
organization, maximizing the returns to its members and able to sustain in long run.
3. Improved goat rearing in Nawarangpur District under ITDA, Nawarangpur
300 Poor Landless BPL ST Families in Dabugaon Block and 300 Poor Landless BPL ST
Families in Tentulikhunti Block (OTELP PLUS area) totaling to 600 families shall be covered
under Goat rearing programme within a period of 3 years from 2013-14 onwards.
Each family selected through well being analysis being the poor BPL ST community shall be
provided fund a) for construction of a goat shed, b) 8 nos female goats out of which the cost of 2
nos. of goats shall be contributed by the family, out of balance 6 goats to be purchased from the
project fund, 50% of the fund shall be contributed under SCA to TSP and balance 50% shall be
incurred as loan from OSFDC c) one buck for 5 families, d) concentrate feed, medicines,
vaccines, training, exposure and insurance cost of goats shall be provided to the selected family,
e) engagement of one paravet for 50 families, f) monitoring cost, documentation cost and office

to its members and able to sustain in long run.

3.Improved goat rearing in Gajapati District under ITDA, Paralakhemundi,
200 Poor Landless BPL ST Families each in Mohana, R. Udayagiri and Nuagada Blocks totaling
to 600 Poor Landless BPL ST Families under ITDA, Paralakhemundi (OTELP PLUS area) in
Gajapati District shall be covered under Goat rearing programme within a period of 3 years from
2013-14 onwards.

4,5 &6 :Rural Poultry Farming In Koraput, Gajapati & Malkangiri District.
1580 Poor Landless BPL ST Families shall be covered under poultry farming (Backyard &
Broiler) within a period of 1 year in OTELP PLUS area in the district of Gajapati, Malkangiri
and Koraput as mentioned below:

10 nos. of mother chick units of 1000 chicks each under ITDA, Paralakhemundi and Malkangiri
and 20 nos individual broiler units under ITDA,Koraput shall be established. The shed cost and
the cost of equipment of each mother chick unit/broiler unit and the working capital support
towards purchase of chicks, feed, medicines and vaccines shall be released to SHG bank account.
Similarly for establishment of night shelter and towards the purchase of the chicks, feeds and
vaccine etc. the fund shall be released to the individual members account. The Facilitating
agency to be selected should motivate the members/Groups to utilize the working capital as
revolving fund to have continuous cycles at least 5 or 6 cycles in a year on continuous basis.
Apart from this the management cost, training and man power development, marketing support
cost and documentation cost shall be provided from the project. chicks, feed, medicines and
vaccines which shall act as revolving fund for the said broiler units. The agencies to be selected

will make an agreement with the respective ITDAs namely Koraput, Gajapati & Malkangiri for
fund flow and smooth operation of the project. The PSU of OTELP will be responsible for
overall monitoring of the project and guide as when required. The members will be linked to be a
producer organization for long term support after the project period. The producer organization
should be a democratically run member based organization, maximizing the returns to its
members and able to sustain in long run.
7.Commercial Layer Poultry Farming In Nawarangpur District.
96 Poor Landless BPL ST Families of 8 SHGs shall be covered under Commercial Layer Poultry
Farming Programme so as to produce 75000 eggs per month under ITDA, Nawarangpur. 2 SHGs
for managing one mother unit and 6 SHGs for managing 3 egg laying units. Each unit will have
the capacity to rear 1000 birds. Each SHGs shall rear the chicks up to 4 months and make 3
batches in a year by earning profit of Rs.93000 per year .Each SHG managing the egg laying
units from 4 months to 16 months shall make profit of Rs.190000 per year. The Layer unit shall
be established in Papadahandi Block of Nawarangpur District under ITDA, Nawarangpur.
The layers will be raised in a cage system (700 sqft. in cage system) .
The project will be implemented by a field based FNGO/Producer organization to be selected
through EOI. The preference will be given to those organizations working in the area of poultry
rearing with tribal people for last 2 to 3 years. The agency will be supported to meet the
management cost for 2 years to establish the units. Within 2 years the agency will link the
members to be a producer organization for long term support to the members after the project
period. The producer organization should be a democratically run member based organization,
maximizing the returns to its members and able to sustain in long run.
8&9 :Commercial Layer Poultry Farming In Koraput & Gajapati District.
36 Poor Landless BPL ST Families of 3 SHGs shall be covered under Commercial Layer Poultry
Farming Programme so as to produce 25000 eggs per month within a period of 1 year under
ITDA, Koraput & Gajapati. 1 layer house 2310 Sq.ft. will be constructed and to be separated in
3 parts and each part will be looked after by one SHG. Every SHG will rear 333 birds up to 17
months in deep litter system and will earn a profit of Rs.50000/- per year as additional income.
The working capital which shall be provided to the groups for purchase of chicks, feed, medicine
etc. shall act as revolving fund for the project to have continuous cycles.
The selected agency/Organization will make an agreement with the respective ITDAs (Koraput
& Paralakhemundi ) for fund flow and smooth operation of the project. The PSU of OTELP will
guide for overall implementation of the project through regular monitoring of the progress. The
members will be linked to be a producer organization for long term support to the members after
the project period. The producer organization should be a democratically run member based
organization, maximizing the returns to its members and able to sustain in long run.

villages through VDC’s. OTELP desires to engage
organizations (NGO’s, Co-operative/ Federation/ Producer-
Company/ Trust for facilitating the same. Interested

information. The last date for submission of Expression of
Interest (EoI) is 10th October, 2013 by 4 PM. The
Programme Director, OTELP reserves the right to cancel
