Expertise France is the leading international technical assistance agency in France.
Created by merging six governmental agencies, we began operations in January 2015.
Combining the momentum of a new organization and the industry recognized skills and know-how
of our established components, we are working to further France’s development assistance programs
and international co-operation policy.
We are working hard to promote international development, democracy, the rule of law, human rights, and the protection and preservation of the environment.
how can we meet such ambitious goals? Using best practices policies is an important part of our approach, as well as enabling knowledge transfer and providing expertise to civil services and public bodies in countries that need it the most.

Co-funded by the EU, France and Netherlands, this 3-year, 5 million euros project provides a targeted support to the Moroccan government on strategies to handle labor migration of Moroccan citizens to europe.

The agency has established Public Finance institutes in 5 countries (Lebanon, Jordan, Palestinian
Territories, Côte d’Ivoire and Serbia) to strengthen civil servants capacities and help them become the main actors in government modernization.

n Economic statistics capacity buildingWithout reliable data no state can begin to formulate effective economic policies. Expertise France has helped strengthening statistics institutes in several Mediterranean and Southeast Asian countries.
In Southeast Asia, the EU-ASEAN COMPASS project for statistical capacity building and regional
integration process monitoring is designed to help the ASEAN community improve their system of data collection and statistical analysis in 4 key areas: international exchange of goods and services, direct investments overseas, institutional reinforcement, and information technologies (2014-2018, €6 million).
Economic Development n Digital economySupport for providing a legal framework for the digital economy (regulation of telecommunications, digital transition, and cybersecurity), development of economic infrastructure, financial services virtualization (online secure payments), and internet use development.
n Support for small businesses, including regulation, financial markets and foreign trade support
l Quality infrastructure reinforcement, in close collaboration with AFNOR (the French standardization organization);
l Competition regulation, and consumers protection;
l Foreign trade and exchanges facilitation: technical assistance projects in the financial services field;

n Adapt to climate change through rural development strategies We help government and local authorities measure the costs and opportunities associated with climate change. That includes helping regional organizations and national bodies design rural strategies and policies that ensure food security for the population.

n Create viable energy policiesOur experts help design and implement national energy policy, including providing regulatory framework improvement measures, and decision-making tools.

Climate Facility: France is proud to host paris 2015, the 21st Conference of Parties of the United Nations Framework Convention on Climate Change (COP21/CMP11). Expertise France has worked with 38 countries (African and Small Island nations) to
help them present their contributions (INDCs) for addressing climate change at the conference.
Expertise France provides support to Southern countries in the implementation of their climate plan.

Our agency has in-depth experience responding to the challenges of public health in developing and emerging countries. We implement partnerships with NGOs and research institutes to help local health structures meet the often daunting challenges that arise:l �fighting�potential�pandemics, especially HiV,
TB, malaria and viral hepatitis; l �providing� sexual,� reproductive,� maternal,�
neonatal and infant health development; l strenghtening local health, especially
by promoting better hygiene practices and healthcare safety at local health facilities (this was a cornerstone of our efforts to contain the Ebola epidemic).
Public Health
expertise France is also working to broaden public health programs in these countries by encouraging nations to adopt universal medical coverage, helping authorities manage chronic diseases and working with local aid structure to improve their response to drug addiction, mental health problems, etc.
One of our priorities is the promotion of public/private sector cooperation.
Since 2011, the 5% Initiative, France’s indirect contribution to the Global fund, has been used to finance
projects that help French-speaking countries fight against diseases like AIDS, tuberculosis and malaria. These projects have expanded to include 160 expertise missions in over 30 countries around the globe that work closely with public and private actors like NGOs and research institutes.

This department covers a broad range of activities: it draws from a pool of experts who work in a number of French social and education Ministries to provide assistance on issues as diverse as continuing education, vocational training and retirement pensions.
n Labor/EmploymentWe provide training for government workers handling the unemployed, and advise them on how to develop support systems for job seekers and incentives to employers for job creation.
n Social protectionWe provide expertise making development aid management and social protection systems more efficient.

n Education/Vocational trainingWe are working to reinforce local services that provide continuing education for adults and vocational training for youth by helping them design courses, establish training curricula and accreditation procedures.
Well aware of the urgent need to provide social security for its population, China has begun working with our experts
on a system that will cover the entire Chinese population (urban and rural). Our experts work with the European task force consortium, “EU-China, social protection and reform”. Our agency works specifically on pension policy.
Expertise France supports China with the implementation of its social cover and pension plan.
