Any number of CTH-RP can be configured as standby.
This means that if any CTH-RPs restarts the traffic can be taken over without drops by a standby CTH-RP.

CTH load balancing
Periodic CTH Load Balancing can be set up to distribute SCGRs at low traffic hours if high load has occurred on some CTH-RPs at busy hour
During move of SCGR the traffic on the SCGR is down ~20 seconds
The corresponding signaling resources are moved with the SCGR
CTH Load Balancing can also be performed immediate using MML command
