OBJECTIVES: 1. To define a horizon (long term perspecHves) for a beMer alignment of ICT
reasearch policies and strategies between Europe and LaHn America 2. To issue short to medium term validated recommendaHons over policies,
instruments and prioriHes, in order to achieve the first objecHve and to improve the efficiency of EU-‐LatAm cooperaHon
3. To compile the basic informaHon about current policies, programmes, projects and cooperaHon pracHces and to make a first analysis of them

• All considered countries have given steps to promote the ICT sector, with different extend depending on the country, and always conceived and dealed at naHonal level.
• ICT research policies are relaHvely new and liMle developed. • ObjecHves of ICT policies are always strategic and qualitaHve. There are no
quanHtaHve goals capable to be measured; nor specific development plans with detailed prioriHes, clearly assigned budget, etc.
• The ICT research cooperaHon pracHces are normally based in European bilateral agreements. FP7 have up to now liMle impact.
• Inter LatAm ICT research cooperaHon is rare. Anyhow, there are recently growing movements in this direcHon.
• The current degree of maturity in ICT research cooperaHon between Europe and LaHn America advises to keep on invesHng in the short term, in instruments and “raising awareness” on the cooperaHon oportuniHes

• Most of parHcipants in current or past research projects are either academic, governmental organizaHons or promoters of research acHviHes.
• The main interest of most LatAm countries are more in the innovaHon than in the basic research field.
• InnovaHon projects, with a short Hme to market, have much more interest for the companies than research projects
• AddiHonally, the expected results in terms of country development are more directly related to innovaHon and applied research than to basic research.

• Invita'on to Members: Madrid, 10th March 2011 Subject: Personal invita'on to the EU-‐La'n America ICT Policy Dialogue Council It is a pleasure for me to invite you to join the EU-‐LaHnAmerica Policy Dialogue Council on CooperaHve Research in the InformaHon and CommunicaHons Technologies field. ContribuHng to the definiHon of the European poliHcal direcHon in what concerns the EU-‐LaHnAmerica cooperaHon on research programmes and iniHaHves, the Policy Dialogue Council is launched thanks to the support of FP7 FORESTA (Fostering the Research Dimension of Science and Technology Agreements) project. The EU-‐La'nAmerica ICT Policy Dialogue Council mandate is to sHmulate and support ICT policies and idenHfy common R&D prioriHes, opportuniHes and challenges, focusing parHcularly on long-‐term perspecHves between Europe and LaHn America in support of InformaHon and CommunicaHons Technologies research. The Council is set by well reputed experts from ArgenHna, Brazil, Chile, Colombia and México and European experts, who all have a central role in the scienHfic community of their country. ……

• Workplan, objec'ves: The outputs of the Council are the following:
– a posiHon paper describing a common LaHn America cooperaHon strategy with Europe in the field of ICT research in the middle to long term period, with special aMenHon to cooperaHon pracHces inside the new FP8
– a set of recommendaHons in the short to medium term period, appoinHng to the key issues to be solved in order to reach the goals established in the posiHon paper

• Preliminary AcHviHes: A selecHon of relevant items has been made by the supporHng secretariat (ROSE Vision, Spain) with the support of the FORESTA ConsorHum.
• As crucial challenge, the Council idenHfied the consultaHon of the European commission Green Paper on converHng challenges into opportuniHes: the shaping of the Common Strategic Framework (now to be called: Horizon 2020).
• The Green Paper quesHon 26 on InternaHonal cooperaHon raised 6 Council RecommendaHons.
– How can EU support for interna2onal coopera2on with non-‐EU countries in research and innova2on contribute best to the objec2ves of Europe 2020 and the EU's external policies? How can EU-‐based research and innova2on become more a@rac2ve to partners from around the world? What condi2ons should be placed on funding non-‐EU partners? How should coopera2on with Member States be reinforced in such interna2onal collabora2ons?

the research coopera'on, as a tool to set fruiLul and long term partnerships 2. Develop common strategic research agendas with Regions, as basis for
research coopera'on. 3. Launch a specialized Interna'onal Coopera'on Ac'on Line to coordinate all
ac'vi'es regarding interna'onal coopera'on. 4. Promote the aRrac'veness of the European CSF through dissemina'on and
informa'on to best researchers around the world 5. 5 Discriminate the benefits of interna'onal coopera'on partners on the basis
of poten'al business for Europe. Reciprocity should be applied for compe'ng Regions.

refocus it on Research for the immersive use of ICT in the Health sector 8) The policy Dialogue Council considers that ICT priority is sHll fully relevant. It also
falls within the European Societal challenges, being a highest priority for future European research
9) The Policy Dialogue Council considers that ICT for learning keeps on being one of the most relevant prioriHes for the development of LaHn America countries
10) The Policy Dialogue Council considers that so]ware engineering is one of the fields where LaHn America competences may play a significant role in the global scene, at the same level of India and China, with the prioriHes indicated above
11) The Policy Dialogue Council considers that the ICT contribuHon in energy efficiency and renewable energies, may be one the key cooperaHon fields between Europe and LaHn America, as demonstrated by ongoing LAIF current iniHaHves

• Preliminary AcHviHes: Other RecommendaHons 12) The Policy Dialogue Council considers that e-‐inclusion is one of the main domains where LaHn America contribuHon may be more relevant, defining a set of efficient soluHons of global impact 13) The policy Dialogue Council considers that Security and Preven'on has strategic relevance for many LaHn America countries, in order to provide Governmental bodies of new efficient instruments to face the main threats and risks in this field 14) The policy Dialogue Council considers that LaHn America may act as an important European partner in Grid Compu'ng, playing also a role as a market provider 15) The policy Dialogue Council considers that the mobile/ubiquitous compu'ng may be considered common ICT research prioriHes by all LaHn America countries 16) The policy Dialogue Council considers that the development of eGovernment systems may have a key role in the economic development of LaHn America countries, providing efficient ways of improving the services for the ciHzens and making more efficient the Governmental tasks

• Preliminary AcHviHes: Other RecommendaHons 17) The policy Dialogue Council considers that the concept of the na'onal or mul'na'onal technology plaLorms is one of the most valid mechanism to set and develop strategic research agendas, as it group all stakeholders in the research domain. 18) Policy Dialogue Council shares the view of NEM to empower the cooperaHon of Europe and LaHn America in the specific niche of networked media 19) Policy Dialogue Council recommends the support to the organizaHon of those events and encourage the support from NEM parHcipants to those support acHons and projects organizing any sort of the above events where the strategy and goals defined by NEM can be discussed and implemented 20) Policy Dialogue Council shares the views of the GlobalNEM Ac'vity in regards of facilitaHng the debates among support acHon projects towards debaHng on their findings in terms of strategic research agendas. 21) Policy Dialogue Council agrees that sharing priori'es among countries is a way of opHmizaHon of the research agendas. In this regard, it is recommended the organizaHon of debates among LaHn American countries, with the parHcipaHon of European researchers, regarding the sharing of prioriHes among the LaHn American research programmes.

• Preliminary AcHviHes: Other RecommendaHons 22) Policy Dialogue Council recommends the seUng of a training and coaching programme devoted to train on the way to develop research agendas, sharing of priori'es, and efficient consultaHon to stakeholders in the ICT research field. 23) Policy Dialogue Council recommends the promo'on of Strategic ICT agendas, including Innova'on (Research, development and innova'on), in order to favour the research towards efficient exploita'on of the results of the research. The Technology Plamorms format is one valid vehicle to build consHtuency of the ICT sector, where the industrial views can be visibly and deeply represented. Using the research towards exploitaHon of its results. 24) Policy Dialogue Council recommends the orientaHon of the research prioriHes with observing the to support growth and environmweight of SMEs, less favoured communi'es and applicability of Green ICT ental protecHon
• 25) Policy Dialogue Council recommends the seUng up of special cooperaHon group between European researchers (namely represented by the AcHvity group on Gaming industries within the NEM technology Plamorm) and University groups like University of Los Andes from Colombia to further develop common research agendas on this research niche.

• Preliminary AcHviHes: Other RecommendaHons 26) Policy Dialogue Council recommends the seUng up of coopera'on mechanisms like the Eureka-‐Eurostars European programmes, which can benefit the cooperaHon among several research groups in different LaHn American countries. Rules, operaHonal procedures based on the European experience should be offered to the LaHn American research funding agencies to explore the opportuniHes to launch common calls, to fund internaHonal research projects, etc. The Iberoeka programme can be the starHng point to strength this type of cooperaHon. 27) Policy Dialogue Council recommends the seUng of permanent dialogue among key standardiza'on bodies in Europe and La'n America with the perspecHve of exploiHng the results of research acHviHes, as well as seUng their requirements in the early phases of the standardizaHon process, aiming at jointly contribuHng to the overall global market expectaHons. 28) Policy Dialogue Council recommends that La'n American countries con'nue being considered as preferen'al partners for the parHcipaHon in the European framework programme, as there is a benefit for the European enHHes. 29) Policy Dialogue Council recommends that Frame Work programme funds allocated to LaHn American researchers can found addi'onal funding from Na'onal funding agencies in order to promote their interest and benefits to cooperate with the European ConsorHa. 30) Policy Dialogue Council recommends also establishing a permanent dialogue with the people on charge of the current different funding coopera'on instruments between Europe and La'n America including the EuropeAid ones and the new LAIF (LaHn America Investment Facility)
