Employment and Unemployment Developments,October 1969
Employment increased moderately in Octo-ber, while unemployment remained virtuallyunchanged. The unemployment rate, at 3.9 per-cent in October, was virtually unchanged overthe month.
Nonfarm payroll employment rose by 190,000in October to a new high of 70.7 million (sea-sonally adjusted). Overtime hours in manu-facturing moved down for the second straightmonth.
Industry Payroll Employment
Nearly all of the 190,000 gain in nonfarmpayroll e m p l o y m e n t occurred in services(100,000) and trade (80,000). There were alsoemployment increases in State and local govern-ment (30,000), and finance, insurance, and realestate (10,000). Small declines were reported inmanufacturing, contract construction, and trans-portation and public utilities.
Since June, the average monthly gain inpay-roll employment has slowed down. Employmentincreases have averaged 93,000 per month inthe June-October period in contrast to an averagemonthly gain of 234,000 during the October 1968-June 1969 period. (See table, N o n a g r i c u l -tural payroll employment, seasonally adjusted.)The slowdown in employment growth sinceJune has occurred in all major industry divisionsexcept services.
Unemployment Developments
There were 2.8 million unemployed personsin October, about 125,000 fewer than in Septem-ber. After seasonal adjustment, unemploymentwas unchanged, following a sharp increase inSeptember.

buted among adult men, adult women, and teen-agers. Nearly nine-tenths of this advance tookplace among new entrants and reentrants to thelabor force. Half of the total increase occurredamong part-time workers.
The unemployment rate, at 3.9 percent inOctober, was essentially unchanged over themonth after rising from 3.5 percent in August to4.0 percent in September. The jobless rate hasmoved up from the post-Korean low of 3.3 percentin the December 1968-February 1969 period.
For most major groups of workers in thelabor force, unemployment rates remained attheir September levels. Jobless rates for adultmen (2.4 percent), married men (1.7 percent),adult women (4.2 percent), and teenagers (13.0percent) were virtually unchanged over themonth. However, the October rates for theseworkers were well above the post-Korean lowsregistered this past winter.

The unemployment rate for full-time workersedged down marginally to3.2 percent in October,while the part-time worker rate was unchangedat 6.9 percent.
For both Negro and white workers, joblessrates showed no change over the month. TheNegro rate was 6.9 percent in October and thewhite rate, 3.5 percent. For white workers, theunemployment rate in September and Octoberwas the highest in 2 years. All of the increasedjoblessness since last October has taken placeamong whites.
The unemployment rate for workers coveredby State unemployment insurance programs wasunchanged at 2.2 percent in October. The ratewas up slightly from the record low reachedearlier this year.
Workweek
The seasonally adjusted workweek for rank-and-file workers on private nonagricultural pay-rolls declined from 37.8 hours in September to37.5 hours in October, following 7 consecutivemonths at the previous level. With the exceptionof finance, insurance, and real estate, everymajor industry showed a decline in averageweekly hours.
In manufacturing, the average workweek fellby 0.3 hour to 40.5 hours (seasonally adjusted)in October, its lowest point since February. Thedecline was widespread among the individualmanufacturing industries and was particularlysharp in the durable goods sector.
Overtime hours in manufacturing declined by0.2 hour to 3.4 hours in October (seasonallyadjusted). This was the second straight monththat factory overtime hours had dropped. Withthe exception of April 1968, when hours wereaffected by unusual noneconomic circumstances,overtime in manufacturing was at its lowest levelin nearly 2 years. Overtime was down over themonth in both durable and nondurable goods.
Earnings
Average hourly earnings for production andnonsupervisory workers on private payrolls roseby 1 cent in October to $3.11. Over the year,hourly earnings were up 20 cents (6.9 percent).
Average weekly earnings fell by 86 cents inOctober to $116.94, due to the decline in averageweekly hours. The only major industry group toshow a gain in weekly earnings was finance, in-surance, and real estate (up by $1.32). Comparedto a year ago, average weekly earnings for allrank-and-file workers were up by $6.65 (6.0percent).
Labor Force and Total Employment
The civilian labor force rose about in linewith normal September-October patterns. Thelabor force totaled 81.5 million on a seasonallyadjusted basis.
Total nonagricultural employment—includingself-employed, unpaid family, and private house-hold workers—increased by 325,000 in Octoberto a new high of 75.0 million (seasonally ad-justed). Agricultural employment declined to anew low of 3.3 million (seasonally adjusted) inOctober and was down 200,000 over the year.
