Objectives
The objective was the development of harmonized city logistics regulations by the cooperation between the Emilia-Romagna Regional and the Local Govern-ments.
Starting from a very diversified status quo with different problems and histories on city logistics measures in the different regional Municipalities, the objective was the development of a minimum regional set of harmo-nized rules on time windows and access permissions to Low Traffic Zones, by integrating different types of C-LIEGE measures concerning governance and city logistics rules.
The aim was to simplify city logistics regulations with a joint regional minimum common denominator favour-ing those operators investing in more efficient and less polluting fleets.

Barriers and drivers
The main barriers concerned the very diversified status of city logistics regulations in the different cities, as well as the wide territorial scope (12 Municipalities) of the pilot activities, which required significant governance and cooperation efforts.
The main drivers were the technical soundness of the C-LIEGE performed work in terms of detailed analysis of the single Municipalities rules and constraints, a governance work and the strong driving force of Emilia-Romagna Region in guiding the reaching of an agree-ment on a minimum set of harmonized rules.
Lessons for the replication in other cities
Group dinamics: a leader is needed in the group to drive discussions and the process. The governance of a crowded group of public authorities must be based on interactions but also on leadership (in the pilot case by Emilia-Romagna Region).
The expected result setting is fundamental. Putting too ambitious goals of uniforming all the main regu-lations in the Municipalities of the region is utopic, considering the territorial size of such a pilot, the dif-feren status quo of the Municpalities in city logistics rules, as well as the fact that the institutional power on city logistics rules remains at the level of the single Municipalities.

Freight Quality PartnershipThe composition of the partnership set up for the harmonization of city logistics rules in Emilia-Ro-magna was primarily composed of Emilia-Romagna Region and of the main regional Municipalities, in particular: Modena, Imola, Piacenza, Bologna, Cesena, Faenza, Ferrara, Forlì, Parma, Ravenna, Reggio Emilia and Rimini. Timing is a must. A strict schedule of joint meetings
among the involved stakeholder is a condition to al-low interactions and reaching a technical agreement. Moreover an on-time technical schedule is funda-mental to allow sufficient time for political decisions.
“The sucess of the implemented measures is found and is stated (in practice) in the political acts of Emilia-Romagna Region and of the Mu-nicipalities of Bologna, Cesena, Faenza, Ferrara, Forlì, Parma, Piacenza, Ravenna, Reggio Emilia and Rimini which approved the city logistics rules harmonization agreement.”

Further than a sound technical work strict interac-tions with the single Municipalities is needed both to understand their specific needs and status quo as well as to prepare joint decisions.
