During the year 2001, ECBS has
been strongly continuing itswor k , foc u s in g o n t h e
def in it ion o f s tandards ,issuing technical reportsa n d g u i de l i n e s a n dfollowing up their imple-mentation.Moreover, it has alsoworked on another of itsmain targets, which is the
relat ionship w ith o thers tandardisa tion and co-
operation bodies and hasproven to be especially efficient
with partners like SWIFT.
But all these references to the work of ECBS withregard to the year 2001 would not be complete if wemissed to mention the relevant attention that severalbodies have been putting into payment standards andthe possibilities to move ahead from the currentsituation. The strong attention that standards havereceived from the European Central Bank, theEuropean Commission and the three European CreditSector Associations (ECSAs), together with the wholebanking industry, has had a lot to do with the greatexpectation that the physical implementation of the
Euro currency has created.
In the new scenario brought by the Euro, we have allbeen wondering about which should be the wayforward to enhance the European payments zone,aiming to meet the satisfaction of the consumer. Inthis endeavour, efficiency is the only driver that canguide our work. However, when efficiency becomesthe final target, not only standards get involved, butalso schemes, procedures and platforms for co-operation between banks will be affected.
Considering this, there are three main dimensions
that end up participating in the ambition to improvethe efficiency of European payments, and that havebeen properly tackled by different committees andassociations during last year. First, the definition of astrategic vision that would provide us with thedirection to identify and meet the needed changes.The initiative to develop a blueprint for a single Europayments area, which has been lead by the threeECSAs, fits clearly into this first dimension. Second,the alignment of the committees or organisations thatdeal, one way or another, with payments, to enhancethe co-ordination of future work. It is in this respectthat the three ECSAs established a Wise Men groupto provide advice on how to improve the work ofECBS in line with the new perspective and vision.Finally, the production of standards must be linked tothe other two mentioned dimensions.
With this encouraging picture, we can say that theEuropean banking industry has not only appreciatedECBS work and frequently referred to its standards,but also identified it as a main player to participate inthe improvement of the current situation, takingadvantage of its technical experience and skills. Inthis line, we will see promising changes in the nearfuture.

Last year, ECBS put efforts in
contributing to the Europeanconstitution related to the
introduction of the Eurocurrency.

documents and a marketing leaflet.The impressing high number of visits on our
website proves that these publications serve as auseful information for banks that have to implementthe EC regulation on cross-border transfers in Euro.
ECBS is also focussing on future developments inpayment systems and is participating in variousinitiatives working on issues like Secure IC cardr ea de r , El ec tr on ic S ig na tu re a nd Mo bi lePayments. Our important co-operation with SWIFThas been further intensified also throughout 2001. Inaddition, we approved a co-operation agreement with
the European Telecommunication Standards Institute(ETSI) to fruitfully work together on smart cardsecurity and mobile payments. Resulting from this,ECBS adopted an Intellectual Property Rights policythat completes the Modus Operandi founding thework in the different committees.
In 2001, due to the departure of the Technical
Assistants, the ECBS Secretariat recruited two newones, Ms Susanne Kuchmetzki and Mr HenrikLaidlow-Petersen, and we welcome Susanne andHenrik on board. We thank especially Mrs MartinaMac Greevy for the fresh vision she brought on thework done in ECBS. We wish her the best in her newduties.
Further, the ECBS Secretariat would like to extend itsthanks and appreciation to those members who left usduring the year, and especially to Mr. Malecki, Mr.Stolwijk, Mr. Ledru and Mr. Wiedner from theExecutive Committee as well as Mr. Dos Santos andMr. Fabiani from the Technical Steering Committee.Most of these members worked with ECBS since thebeginning. Special thanks goes also to Mr. VonSsskind who retired from the European Associationof Co-operative Banks. As representative of one ofour founding members, he was always committed tofully support the ECBS work.
In 2002, ECBS will reach its ten years of existenceand its founding members will evaluate the results thatECBS could achieve until then. We are sure that thisevaluation will be very positive and will confirm theimportant role that ECBS played in the past also forthe future.

The European Committee for Banking Standards (ECBS)was formed in December 1992 by Europes three creditsector associations, the Banking Federation of the EuropeanUnion, the European Association of Co-operative Banks, andthe European Savings Banks Group (collectively known asthe European Credit Sector Associations (ECSAs)). TheECSAs represent the interests of the European banksfrom the countries of the European Union (EU) and theEuropean Free Trade Association (EFTA). Poland andHungary have observer status. Other observers include theEuropean Centra l Bank, the major payment schemes(MasterCard/Europay International, and Visa International),SWIFT, and the Euro Banking Association (EBA). MondexInternational participates in the work related to plastic cards
and other devices. Moreover, ECBS approved a co-operationagreement with ETSI (European TelecommunicationStandards Institute).
ECBS primary aim is to enhance the European technicalbanking infrastructure by developing standards when clearbusiness and commercial interests have been identified.ECBS also produces technical reports and standardimplementation guidelines that further assist the Europeanbanking sectors application of relevant standards. It is thebody for creating awareness of the European bankingsectors opinion on relevant matters to the various standardsand industry bodies.

There are four tiers within ECBS as follows:
Four Technical Committees (TCs) report to the Technical Steering Committee (TSC) as follows:
Payment Cards and Related Devices (Technical Committee 1); Automated Cross Border Payments (Technical Committee 2); Security (Technical Committee 4); and Electronic Services (Technical Committee 6).
The Central Secretariat is responsible for the day-to-day management of ECBS and provides the Secretariat to the ExecutiveCommittee and the Technical Steering Committee.

The work of the four Technical Committees for 2002 is described in the Work Programme Overview2002, which is available from ECBS. In this section, we provide a brief insight to the key, cross-committee working areas for next year.
Outlook for 2002
Taking the preparatory work done on mobile commerce in2001 as base, a working group on mobile payments willfurther elaborate this topic. Existing work in this area likee.g. ETSI M-Commerce project, the Mobile Payment Forumor the Mobey Forum will be closely monitored and
considered.
Today, within Europe, many electronic banking standardsexist and to avoid a further fragmentation of electronicbanking throughout Europe, our Electronic ServicesCommittee (TC6) has developed an European ElectronicBanking Standards Framework to be used as a guideline for
electronic banking standards developers. A version 2 of thisreport will be developed this year.
In the world of information society, banks may lose theirtraditional role as trusted third party for payment products.This new working group in a joint effort (ElectronicServices and Security) will define a model through which
banks would be able to handle trusted services.They aim atagreeing on a common position on electronic trust focusingon interoperability and customer confidence in trustinfrastructures.
SWIFT will work closely with the ePI working group todevelop a standard data container that may be used inmultiple scenarios. The ePI is a set of minimum data (STPdata) that is required to initiate and execute a payment. The
SWIFT message models will be used as the basis for theePI. The production of implementation guidelines and amarketing document will complete this work.

Known as Technical Committee 1 (TC1), its aim is to represent the European banking interest in thepayment cards domain. It works closely with the major card schemes to avoid duplication of effortand monitors and participates in the work of relevant ISO and CEN work groups, and other standards-making bodies. The United Kingdom provides the Chair and Secretariat for this Technical Committee.
Plastic Cards and Related Devices
TC1 continues to provide input to this workshop and toassess the impact of the results of this CEN/ISSS workshopon the European banking sector. The aim of the EmbeddedFINREAD workshop is a continuation of the FINREAD
initiative to produce a set of technical specifications for asecure integrated circuit card (ICC) reader extending fromPCs and other ICC-accepting devices to PDAs, mobilephones, set top boxes and so on.
A joint effort (Security and Plastic Cards and RelatedDevices) will evaluate existing protection profiles relating tointegrated circuit cards and recommend their acceptance byECBS. A protection profile as defined by card schemes (i.e.
the user of the protection profile) is a high level descriptionof security requirements to be used as the basis fordeveloping the security features of an IT product.
During 2000, TC1 embarked on a joint working effort withISO TC68/SC6/WG6 to undertake the drafting of a commonstandard that focuses on the requirements and techniquesfor off-line Personal Identification Number (PIN) verification.ECBS has had a major influence on this work and this is a
good example of the importance of the European banksworking together.
TC1 continues to work at an international level andrepresents the interests of the European banking sector inthe ISO/TC68/SC6/WG1 working group dealing with thereview of ISO 8583, which is the standard that homogenizesthe financial messages exchanged between card issuers
and card acquirers. This work currently focuses on issuesrelated to electronic commerce.

France provides the Chair and Secretariat for this Technical Committee (TC2), which is responsiblefor facilitating automation of cross border means of payments other than card based. Their work isdesigned to enhance the business opportunities presented to banks as a consequence of the singlemarket and the European Monetary Union. Their primary aim is to facilitate straight throughprocessing (STP) transactions, i.e. without the need for manual intervention.
Automated Cross Border Payments
During the year, TC2 has been working closely withEurostat on Codification, Unilateral Reporting, andAsymmetries. As a result of this co-operation, CMFB(Committee on Monetary, Financial and Balance of
Payments Statistics) agreed that a uniform exemptionthreshold of EUR 12,500 would be applicable in 2002. Inaddition, a project on a harmonised code list for reportingtransactions was also agreed upon.
The Financial Sector Cross Border Direct Debits technicalreport was updated. This report (TR205) containsinformation on national direct debit schemes in 17 ECBSmember countries.
ECBS is in the process of reformatting this report. Thedocument will be split in three parts: TR 210: Cross border direct debits TR 211: National schemes EBS 212: Cross border direct debit returns/revocations

International Bank Account Number (IBAN) andInternational Payment Instruction (IPI)
TC2 continued its efforts in promoting the InternationalBank Account Number (IBAN) across Europe. The IBANinformation leaflet was updated as well as the associatedstandard and standard implementation guidelines. The
Register of European Account Numbers (TR201) was alsoupdated.
The IPI has been updated by including a two-dimensionalbar code. In addition, TC2 published a technical reportdefining the country specifications for the IPI.

Technical Committee 4 (TC4) focuses mainly on information security. Its aim is to provide guidelineson security matters for the banking industry and to act as an advisory body to the other TechnicalCommittees. It monitors the developments relevant to the approved work items in the public domainstandardisation bodies by participating in or producing position papers as input to these bodies.Austria provides the Chair and Secretariat for this Technical Committee.

Certification authorities
Secure banking over the InternetWork commenced in 2000 on revising the technical reporton secure banking over the Internet. The first result of theworking group is a two-part technical report that describes
secure emails for banks as users (TR408 Part 1) andsecure emails for banks as infrastructure providers (TR408Part 2).
Algorithms, key management and digital signatures
In response to the EU Directive on Electronic Signatures,TC4 has updated the technical report on algorithm usageand key management (TR406), which provides guidance tothe European banking sector on cryptographic key
management. The updated report takes the work of ISOand EESSI into account and recommends internationalstandards.
In 2001, TC4 actively participated in the EuropeanElectronic Signature Standardisation Initiative (EESSI),monitored and commented the output of the work relating tocertification authorities. Further, TC4 monitored the work of
SWIFT, Identrus and GTA. Apart from supporting TC6 inworking on bank trust services, TC4 will now prepare arecommendation paper for the relevant areas withinETSI/CEN and ISO, reflecting the banking perspective.

Technical Committee 6 was established at the beginning of 2000 and takes a business view ofelectronic services. It represents the European banking requirements in this domain and is in theprocess of establishing working relationships with relevant groups and national bankingorganisations. The Chair and Secretariat for Technical Committee 6 resides with Germany.
Electronic Services
In 2001, an expert team has been identifying commonEuropean electronic banking requirements. The resultof their efforts is a European Electronic BankingStandards Framework (EEBSF) that acts as a guideline
for electronic banking standard developers. Closelyliaising with SWIFTs modelling project, TC6 foresees todevelop an updated version of the framework for theupcoming year.
Work started in 2001 to develop a standard data containerthat may be used in multiple scenarios. The ePI is a setof minimum data that is required to initiate and executean STP payment. The SWIFT message models will be
used as the basis for the ePI. The aim is to produce animplementation guide and a marketing document on anePI standard in 2002.

TR402 V 2 recommends the banking industry to take alead in the area of electronic trust. That was the startingpoint for TC6 to further work on this topic. A working groupon bank trust services started their activities in 2001 and
aims at agreeing on a common position on electronictrust. A common model through which banks will be ableto handle trusted services will be developed .

Based on the preparatory work on mobile commerce thathas been made available to the banking industry mid2001, a working group on mobile payments has beencreated to continue and intensify the work on this subject.This group aims at further elaborating the requirements of
the banking community and producing a technical reporton Business and Functional Requirements for MobilePayments. The multitude of approaches makes thedocumentation of a banking standard in the field of mobilepayments inevitable.
