RJM McQueen is a small business located in Collins, MS owned and
operated by Ms. Regina McQueen. The company has been in business
for almost 20 years. In addition, the firm has been a certified DBE since
1995 and is also licensed in the state of Mississippi and Louisiana. Ms.
McQueen has also participated in the SBA 8 (a) program. Some of the
services offered by RJM McQueen Contractors, Inc. include concrete,
grassing and erosion and asphalt. Ms. McQueen works with a well-
organized and professional staff to meet customers’ needs.
RJM McQueen Contractors, Inc. has built a positive reputation by
working with prime contractors such as Dunn Roadbuilders, APAC MS,
Superior Asphalt, and Yates Construction. The firm has completed
numerous of jobs from Jackson to South MS. Also, the firm plans on
working with more Primes in future projects and is looking forward to
continuing its expansion efforts.
Business expansion is something that most small businesses want to
work on. However, it is the process that takes time and effort. Ms.

Small Business Capital Fund of MS, Inc.
SBCF typical borrower is a business owner who has difficulty in obtaining
financing from a traditional bank because of derogatory credit, insufficient
management skills, and inadequate collateral of lack of personal wealth to
meet the equity investment requirement. They provide most types of
business loans that include funding for: equipment, inventory, accounts
receivable or contract financing, real estate, working capital, start-up capital or
interim financing.
SBCF also administers the US Department of Transportation sole lender in the
state. They administer the USDOT’s Short Term Lending Program “(STLP”).
This program is a loan guarantee program. Approved lenders, such as SBCF,
offer these loans, which provide up to a 75% federal government guarantee.
The STLP is designed to assist Disadvantaged Business Enterprises (“DBE”) and
Small Disadvantaged Businesses (“SDB”) seeking access to working capital in
order to obtain transportation–related contracts receiving USDOT funding.

Traffic- Intelligent Transportation System (ITS) program
The Mississippi Department of Transportation (“MDOT”) intends to employ a consulting engineering firm to provide engineering services utilizing a Cost plus Fixed Fee, Labor Hour/Unit Price or Lump Sum/Firm Fixed Price contract to assist MDOT in the management and coordination of the MDOT Intelligent Transportation System (ITS) program, Project No. ITS-9999-09(044)/107004-101000, Statewide. This contract will include supporting MDOT Traffic Engineering staff in the planning, design and plan document development, procurement and operational support of MDOT's ITS infrastructure, devices and operation of the Traffic Management Center. Upon selection, negotiation, and execution of contract, the MDOT anticipates the duration of the project to be approximately one (1) year with the possibility of extending the Contract by written agreement of both parties.
To be considered, the "Expression of Interest" proposal must respond to all requirements of this legal ad and any addenda. The recommended proposal length should not exceed twenty-five (25) pages, exclusive of appendices. The resumes (which should not exceed 2 pages per individual in length), SF-330 Part II, proof of State Licensure and certificates requirements, and other information not relevant to the requirements should be included in the appendices. The Consultant's cover letter, table of contents, summaries and introductions, team organizational chart, past performances, and responses to the evaluation criteria should be included in the 25 pages. Pages should be numbered, single-spaced, one-sided, 8.5" by 11" with margins of at least one inch on all four sides. No more than five pages may be 11" by 17", but they may count as two sheets each against the recommended 25 page maximum. Information within the recommended 25 page limit of the proposal should be complete and sufficient in scope for the selection committee to evaluate the Consultant. Also, all text information in the recommended 25 page limit should be shown in a readable font, size 12 points or larger. Headers, charts, and other graphics may be provided in a different font type and size providing they are legible. Section dividers, tabs, or similar means are recommended but are not counted as part of the recommended 25 page limit. These recommendations will be considered when evaluating the quality of proposal.

The Mississippi Transportation Commission (Commission) intends to select a Proposer to design and provide construction services necessary for the reconstruction and widening of I-55 from Byram to McDowell Road in Hinds County, Mississippi. The proposed design and construction services to I-55 from Byram to McDowell Road will hereinafter be referred to as the “Project.” “Proposer,” as used herein, includes a firm or firms, partnership, joint venture, or other legal entity, which is a “Short-listed Responder” and has been requested by the Commission to submit Proposals in response to this RFP.
