Aims• To re –cap on ODTF recommendations that fall within NHSBT's
remit
• To share & present information contained in NHSBT's Strategic Plan 2008/11
• To outline the broad principles of the Strategic Plan
• To confirm the next steps that NHSBT will be taking to contact staff's current employers to work with them on implementing the ODTF recommendations
• To reassure you that we want to answer all of your many questions and work with you on implementation plans once formal channels of communication commence with your employer

ODTF Recommendations (1)
• A UK wide organ donation organisation (ODO) should be established
• The establishment of the ODO should be the responsibility of NHSBT
• All parts of the NHS must embrace organ donation as a usual, not unusual event. Local policies, constructed around national guidelines, should be put in place. Discussions about donation should be part of all end of life care when appropriate. Each Trust should have an identified clinical donation champion and a Trust donation committee to help achieve this

ODTF Recommendations (2)
• Donation activity in all Trusts should be monitored. Rates of potential donor identification, referral, approach to the family and consent to donation should be reported. The Trust donation committee should report to the Trust Board through the clinical governance process and the medical
director, and the reports should be part of the assessment of Trusts through the relevant healthcare regulator. Benchmark data from other Trusts should be made available for comparison

ODTF Recommendations (3)
• The current network of DTCs should be expanded and strengthened through central employment by a UK wide ODO. Additional co-ordinators embedded within critical care areas, should be employed to ensure a comprehensive, highly skilled, specialised and robust service. There should be a close and defined collaboration between DTCs, clinical staff and Trust donation champions. Electronic on line donor registration and
offering systems should be developed.

ODTF Recommendations (4)
• Financial disincentives to trusts facilitating donation should be removed through the development and introduction of appropriate reimbursement
• A UK wide network of dedicated organ retrieval teams should be established to ensure timely, high-quality organ removal from all HB and NHB donors. The ODO should be responsible for commissioning the retrieval teams and for audit and performance management

surrounding the implementation of ODTF recommendations that fall within NHSBT's remit
• Successful delivery of ODFT outcomes & benefits require effective integration of the entire work programme through an overarching NHS framework led by the DH supported by the three devolved health administrations .
• Overarching aim is to achieve a 50% increase in organ donation within a 5 year time frame

• Current thinking on plans for service reconfiguration are based on the ODTF recommendations to reorganise the existing 18 teams into 12 teams but this needs to be tested
• Increased recruitment over the next 2 years to enable teams to become fully operational by the third year of service delivery
• NHSBT want to undertake appropriate consultation with staff on implementation once the consultation process is agreed with current employers and relevant Trade Union organisations

08/09 → 4 NHSBT employed teams in place and undergoing additional recruitment to full funded establishment
09/10 → All NHSBT employed teams in place – 4 to have reached full recruitment

What Happens next?• To open channels of communication on
implementing the recommendations the following steps will need to take place
• Contact from DOH and Devolved Administrations to current employers confirming NHSBT is tasked to commence working with current employers on transfer arrangements

When can we be given more information and be consulted?
• NHSBT must firstly work with your current employers on the future consultation process.
• NHSBT is committed to working with you, your employer and recognised Trade Union representatives on future consultation and implementation plans.

When will more information be provided on future job descriptions?
• We are aware that staff are awaiting this detail because future job roles are integral to implementing the Task Force recommendations.
• We will consult on this information at the earliest opportunity once we agree the process for doing this via your employer.

How soon do NHSBT plan to provide more information?
• We hope to be able to share more information in May, once we have undertaken the necessary first contact with current NHS employers and recognised Trade Unions.
• It is important that we secure all parties input before we discuss any detail about implementation process.
• We plan to work on a consultation timetable via your current employer.
