Summary
• Compared with the previous 24 hours, the Mission recorded fewer ceasefire
violations in both Donetsk and Luhansk regions.
• In non-government-controlled areas of Donetsk region, an explosion occurred near
the SMM in Yasynuvata while facilitating adherence to the localised ceasefire to
enable operation of the Donetsk Filtration Station and small-arms fire was assessed
as aimed at an SMM unmanned aerial vehicle (UAV) flying in Petrivske.
• The SMM followed up on reports of a woman injured in a fire caused by shelling
in Staromykhailivka, Donetsk region, on 12 May.
• A church building damaged by shrapnel during shelling in Avdiivka, Donetsk
region.
• Members of the armed formations continued to deny the Mission passage at
checkpoints along official crossing routes in Donetsk and Luhansk regions.*
• The SMM continued monitoring the disengagement areas near Stanytsia Luhanska,

In Donetsk region, the SMM recorded fewer ceasefire violations, including however, more
explosions (45), compared with the previous 24 hours (13 explosions). About two-thirds of
ceasefire violations, including almost all explosions, were recorded near the Donetsk
Filtration Station (DFS) (15km north of Donetsk) (see below).
In Luhansk region, the SMM recorded fewer ceasefire violations, including fewer
explosions (about 30), compared with the previous 24 hours (about 75 explosions). All
ceasefire violations were recorded east, south-east and south-west of the disengagement
area near Zolote (government-controlled, 60km west of Luhansk) (see below).
Woman injured in fire caused by shelling in non-government-controlled
Staromykhailivka
The SMM followed up on reports of a woman who sustained burns when her property in
Staromykhailivka (non-government-controlled, 15km west of Donetsk) caught fire as a
result of shelling on 12 May. On 14 May, medical staff at a hospital in non-government-
controlled Donetsk city told the Mission that a woman (in her fifties) from
Staromykhailivka had been admitted on 12 May with first- and second-degree burns on her
face, hands and legs. On the same day, the woman told the Mission that she and her
husband had been at her home at 18 Shevchenko Street in Staromykhailivka when they
heard shelling nearby, and saw that their shed and summer kitchen were on fire. After
attempting to extinguish the fire themselves before firefighters arrived, she later realised
she had sustained burns on her body and had gone to a hospital in Donetsk city.
Shrapnel damage to church in government-controlled Avdiivka
The SMM followed up on reports of damage from shelling to the building of a functioning
church in Avdiivka (government-controlled, 17km north of Donetsk). At 195 Krasna
Street, the Mission saw recent shrapnel damage to the south-east-facing outer brick wall of
the building and one hole in the same side of its roof. Two residents (men in their thirties
and fifties) told the SMM that the area had been shelled on 10 May.
Explosion close to SMM near Yasynuvata and small-arms fire assessed as directed at
SMM mini-UAV near Petrivske
Small-arms fire assessed as directed at SMM mini
On 18 May, while positioned on the western edge of Yasynuvata (non-government-
controlled, 16km north-east of Donetsk) to monitor adherence to a localised ceasefire to
facilitate the operation of the DFS, the SMM heard an explosion about 500m south-west of
its location and felt a subsequent shockwave. The patrol immediately relocated to a
position about 800m south-east.*
On the same day, while positioned about 2km east of Bohdanivka (government-controlled,
41km south-west of Donetsk) to conduct a mini-unmanned aerial vehicle (UAV) flight
over the western edge of Petrivske (non-government-controlled, 41km south of Donetsk),
the SMM heard eight bursts of small-arms fire at an assessed distance of 3.5km east,
assessed as aimed at the UAV, which was flying about 3km east of the patrol’s position.
The SMM safely landed its UAV and left the area.*
Members of the armed formations continued to deny the SMM passage at
checkpoints along the contact line in Donetsk and Luhansk regions

Members of the armed formations continued to deny the SMM passage at checkpoints in
both Donetsk and Luhansk regions along official crossing routes. These restrictions
constitute an impediment to the implementation of the Mission’s mandate.5
In Donetsk region, on two occasions, at a checkpoint of the armed formations near
Olenivka (non-government-controlled, 23km south-west of Donetsk), members of the
armed formations again denied the SMM passage twice – once towards government-
controlled areas and once towards non-government-controlled areas. On both occasions,
they referred to the closure of the checkpoint due to the COVID-19 outbreak.*
At a checkpoint near Oleksandrivka (non-government-controlled, 20km south-west of
Donetsk), two armed members of the armed formations again denied the SMM passage
towards non-government-controlled areas, referring to quarantine restrictions due to
COVID-19 outbreak.*
In Luhansk region, at a checkpoint south of the Stanytsia Luhanska bridge (15km north-
east of Luhansk), a member of the armed formations again denied the SMM passage
towards government-controlled areas, referring to quarantine restrictions due to the
COVID-19 outbreak.*
Disengagement areas near Stanytsia Luhanska, Zolote and Petrivske6
On 16 May, an SMM mini-UAV spotted three probable infantry fighting vehicles
(probable BMP variant) about 80m north of the disengagement area near Stanytsia
Luhanska (government-controlled, 16km north-east of Luhansk) (for previous
observations, see SMM Daily Report of 5 May 2020).
On 18 May, inside the disengagement area, the SMM saw a member of the armed
formations (wearing an armband with “JCCC” written on it) between the new span of the
Stanytsia Luhanska bridge and their checkpoint south of it.
On the evening of 17 May, inside the disengagement area near Zolote, an SMM long-
range UAV spotted six persons near former positions of the Ukrainian Armed Forces: two
in the yards of residential houses in Katerynivka (government-controlled, 64km west of
Luhansk) and four near positions located on or just south of the railway tracks. Inside the
area, the UAV also spotted two persons near former positions of the armed formations, just
south of the railway tracks.
On the evening and the night of 17-18 May, the SMM cameras in Popasna (government-
controlled, 69km west of Luhansk) and Zolote recorded an undetermined explosion and
five projectiles in flight, all assessed as outside the disengagement area but within 5km of
its periphery. During the day on 18 May, while positioned about 3km north of Pervomaisk
(non-government-controlled, 58km west of Luhansk), the SMM heard nine undetermined
explosions at an assessed range of 3-5km north-east, assessed as outside the
disengagement area but within 5km of its periphery.

On 18 May, the Mission saw three members of the armed formations (wearing armbands
with “JCCC” written on them) near the southern edge of the disengagement area, some of
whom were walking on road T-1316 inside the disengagement area to about 350m north of
its southern edge.
On the evening of 16 May, an SMM long-range UAV spotted two persons near former
positions of the Ukrainian Armed Forces inside the disengagement area near Petrivske.
On 18 May, while positioned at two locations near the disengagement area, the Mission
heard 15 shots and bursts of small-arms fire, assessed as outside the disengagement area
but within 5km of its periphery, some of which were assessed as aimed at an SMM UAV
flying in the area (see above).
Withdrawal of weapons
The SMM continued to monitor the withdrawal of weapons in implementation of the
Memorandum and the Package of Measures and its Addendum.
The Mission saw seven weapons in violation of withdrawal lines – one in a government-
controlled area of Donetsk region and the remainder in a non-government-controlled area
of Luhansk region. It also saw seven weapons beyond withdrawal lines but outside
designated storage sites, including two surface-to-air missile systems within a residential
area in government-controlled Kalynove (35km north of Donetsk) (for further details, see
tables below).
Indications of military and military-type presence inside the security zone7
The SMM observed armoured combat vehicles in the security zone in government-
controlled areas of Donetsk region and on both sides of the contact line in Luhansk region
(for further details, see the table below).
Craters near Horlivka
On 15 May, SMM mini-UAVs spotted ten craters in a field about 2km north-east of
Horlivka (non-government-controlled, 39km north-east of Donetsk), as well as 13 craters
in a field about 1km south-west of it (not seen in imagery from 12 December 2019). The
SMM was unable to assess whether these craters were recent, the type of weapons used or
the direction of fire.
Presence of mines near Dolomitne, Novoluhanske, Travneve and Holmivskyi
On 15 May, on a road between Dolomitne (53km north-east of Donetsk) and
Novoluhanske (government-controlled, 53km north-east of Donetsk), an SMM mini-UAV
spotted for the first time four anti-tank mines (TM-62) laid across it, assessed as belonging
to the Ukrainian Armed Forces.

On the same day, about 500m south-east of the abovementioned mines, the same UAV
again spotted two of 12 previously observed anti-tank mines (TM-62) laid across the same
road, ten of which were assessed as having burned out or exploded. These mines were
assessed as belonging to the armed formations (for previous observations, see SMM Daily
Report of 5 July 2018.)
Also on 15 May, in a field about 60m south-east of a road running between Dolomitne and
Travneve (government-controlled, 51km north-east of Donetsk), the same UAV spotted
for the first time about 500 anti-tank mines (TM-62) running north-west to south-east for
about 700m, parallel to the road. The mines were assessed as not recently laid and as
belonging to the armed formations.
On the same day, the UAV again spotted at least ten anti-tank mines, assessed as
belonging to the armed formations, on a road between Holmivskyi (non-government-
controlled, 49km north-east of Donetsk) and Travneve.
SMM facilitation of repairs to and operation of critical civilian infrastructure
On 18 May, the SMM facilitated and monitored adherence to a localised ceasefire to
enable repairs to water infrastructure near Pankivka (non-government-controlled, 16km
north of Luhansk), as well as to facilitate demining activities in Krasnyi Yar (non-
government-controlled, 12km north-east of Luhansk).
The SMM continued to facilitate the operation of the DFS. While positioned at three
locations near the DFS, the Mission recorded about 20 explosions, including three
outgoing ones and their subsequent impacts, as well as bursts and shots of small-arms fire,
all assessed as within a 5km radius of the DFS. While positioned on the western edge of
Yasynuvata, the SMM heard an explosion and felt a subsequent shockwave about 500m
south-west of its location (see above).
Measures taken at entry-exit checkpoints and corresponding checkpoints amid
COVID-19 outbreak
In Donetsk region, the SMM noted that the entry-exit checkpoint (EECP) near Marinka
(government-controlled, 23km south-west of Donetsk) as well as the checkpoints of the
armed formations near Olenivka and Oleksandrivka, remained closed.*
At a checkpoint near Olenivka, the SMM saw that a blue mini-van with Ukrainian licence
plates and a sign on its windshield with “Funeral” written on it in Cyrillic had driven
through the checkpoint towards non-government-controlled areas after its driver showed
papers.
In Luhansk region, on 16 and 17 May, the SMM saw that the EECP in Stanytsia Luhanska
and the corresponding checkpoint of the armed formations south of the Stanytsia Luhanska
bridge remained closed.*
Border areas outside government control
Shortly after reaching a border crossing point near Izvaryne (52km south-east of Luhansk),
an armed member of the armed formations told the SMM to leave the area. During its
presence, the SMM saw no cross-border traffic.*

While at a border crossing point near Sievernyi (50km south-east of Luhansk) for about 20
minutes, the SMM saw that there were neither any members of the armed formations
present nor any cross-border traffic.
The Mission continued monitoring in Kherson, Odessa, Lviv, Ivano-Frankivsk, Kharkiv,
Dnipro, Chernivtsi and Kyiv.
*Restrictions of the SMM’s freedom of movement or other impediments to fulfilment
of its mandate
The SMM’s monitoring and freedom of movement are restricted by security hazards and threats,
including risks posed by mines and unexploded ordnance (UXO) and other impediments – which
vary from day to day. The SMM’s mandate provides for safe and secure access throughout
Ukraine. All signatories of the Package of Measures have agreed on the need for this safe and
secure access, that restriction of the SMM’s freedom of movement constitutes a violation, and on
the need for rapid response to these violations. They have also agreed that the Joint Centre for
Control and Co-ordination (JCCC) should contribute to such response and co-ordinate mine
clearance. Nonetheless, the armed formations in parts of Donetsk and Luhansk regions frequently
deny the SMM access to areas adjacent to Ukraine’s border outside control of the Government (for
example, see below). The SMM’s operations in Donetsk and Luhansk regions remain restricted
following the fatal incident of 23 April 2017 near Pryshyb; these restrictions continued to limit the
Mission’s observations.
Denial of access:
- At a checkpoint south of the Stanytsia Luhanska bridge (15km north-east of
Luhansk), a member of the armed formations again denied the SMM passage
towards government-controlled areas, referring to quarantine restrictions due to the
COVID-19 outbreak.
- At a checkpoint near Olenivka (non-government-controlled, 23km south-west of
Donetsk), members of the armed formations again denied the SMM passage
towards government- and non-government-controlled areas.
- At a checkpoint near Oleksandrivka (non-government-controlled, 20km south-west
of Donetsk), two armed members of the armed formations again denied the SMM
passage towards non-government-controlled areas.
- At a border crossing point near Izvaryne (non-government-controlled, 52km
southeast of Luhansk), an armed member of the armed formations asked the SMM
to leave the area.
Regular restrictions related to disengagement areas and mines/UXO:
- The sides continued to deny the SMM full access, as well as the ability to travel
certain roads previously identified as important for effective monitoring by the
Mission and for civilians’ movement, through failure to conduct comprehensive
clearance of mines, UXO and other obstacles.
Other impediments:
- On the evening of 16 May, an SMM long-range UAV experienced GPS signal
interference, assessed as caused by probable jamming, while flying over areas near
Pishchane (non-government-controlled, 26km south of Donetsk), between
Kostiantynivka (government-controlled, 60km north of Donetsk) and Taramchuk

(government-controlled, 29km south-west of Donetsk). It also experienced dual
GPS signal interference, assessed as caused by jamming, between Makiivka (non-
government-controlled, 12km north-east of Donetsk) and Dyliivka (government-
controlled, 52km north of Donetsk).8
- On the evening of 17 May, an SMM long-range UAV experienced GPS signal
interference, assessed as caused by probable jamming, while flying over areas
between Kostiantynivka and Kurdiumivka (government-controlled, 54km north of
Donetsk), and over areas near Yuzhna-Lomuvatka (non-government-controlled,
60km west of Luhansk) and Kalynove (non-government-controlled, 60km west of
Luhansk), as well as dual GPS signal interference, assessed as caused by jamming,
while flying over areas between Kalynove and Katerynivka (government-
controlled, 64km west of Luhansk).9
- On 18 May, while conducting a mini-UAV flight over Petrivske (non-government-
controlled, 41km south of Donetsk), the SMM heard bursts of small-arms fire
assessed as aimed at its UAV (see above).

12The SMM is deployed to ten locations throughout Ukraine – Kherson, Odessa, Lviv, Ivano-Frankivsk,
Kharkiv, Donetsk, Dnipro, Chernivtsi, Luhansk and Kyiv – as per Permanent Council Decision 1117 of 21
March 2014. This map of eastern Ukraine is meant for illustrative purposes and indicates locations
mentioned in the report, as well as those where the SMM has offices (monitoring teams, patrol hubs, and
forward patrol bases) in Donetsk and Luhansk regions. (In red: a forward patrol base from which SMM staff
has temporarily relocated based on recommendations of security experts from participating States as well as
SMM security considerations. The SMM uses the premises during daylight hours and patrols in this
