DUTIES OF FLAG STATES (Antigua’s Convention)
• Not grant the right to fly its flag to a vessel fishing in the Convention Area, unless the vessel is authorized to do so, and only when it can exercise effective control over the activities of such vessel.
• Ensure that vessels flying its flag do not fish in areas under the sovereignty or national jurisdiction of any other State in the Convention Area without the corresponding license, permit or authorization from the State with jurisdiction.
• Ensure that vessels flying its flag comply with the provisions of this Convention and the conservation and management measures adopted.

retained sharks and the release of live sharks caught incidentally.

C-09-04 IDCP (2009) To continue the international observer program and
ensure that at least one-half of the observers are IATTC observers.
C-11-02 Seabirds (2011) Require to LL vessels to use mitigation measures.
C-11-05 List of longliners over 24m (2011). Authorize LL to operate only if
CPC is able to fulfill the requirements and responsibilities, and
conservation and management measures.

Sea Turtles
• A program 2004-2006 was initiated to mitigate
bycatches, reduce the mortality caused by coastal
longline fisheries, and compare the catch rates of
tunas, billfishes, and dorado with “J” (conventional)
and circular hooks of two sizes
• Observers have taken data on more than 1,000
fishing trips by the vessels that are trying the various
hooks
