Governance of EAFRD
CRPA 22 Nov 2013
3/Objectives and plans of IDELE/ACTA to
contribute to national objectives
In the frame of their missions of public interest, the ITA actually set up
their multi-annual program (2014-2020) in line with the « National
program of agricultural and rural developement » and the « agro-
ecology plan » under the aegis of the Ministry of Agriculture.
This program is based on 4 main axes in line with EAFRD priorities:
• Anticipating and adapting to global change dynamics
• Design and conduct of diverse and economically viable
production systems in all areas of production, based on the
principles of agroecology by enhancing the systemic approach
• Quality and value of products
• Generational renewal and renewal of types of farming
CRPA 22 Nov 2013
3/ Objectives and plans of IDELE/ACTA to contribute to
regional objectives
• However, the lack of experience, visibility and national frame must nuance the above commentary, due to the expected variability between the 22 French Regions.
• New for 2014- 2020 : Decentralization > Regions will be programing authorities instead of national administration located in regions.
• Regions actually sets up their own RRDP (Regional Rural Development Program) for EAFRD and their OP (Operationnal Program) for ERDF, in line with the EC guidlines but also the French Agricultural policy.
• The whole RDI (Research, Development, Innovation) actors, in cooperation with the whole stakeholders /end-users must gather their forces to set up multi-partership Operationnal Groups and implement collaborative projects in line with the regional priorities, on the crossing of the sectors of production and the territories, for a regional competitiveness, innovation, and sustainable growth.
• Despite the diversities of objectives among the regions, they should encourage stakeholders to set up ambitious (big) projects using differents EAFRD measures and even sometimes differents funds (ERDF, ESF).

• OGs • From pre-existing multipartner regional structures working in a bottom-up
way (UMT, RMTs, GIS in France…)
• From Producers organisations? From experimental farm networks. From commercial farm networks (bottom up principle). From coops
• On basis of Focus Groups proposal lists
• On EAFDR funds e.g. article 36, cooperation measures
• TNs • From Pre-existing european consortia (ECIP, Dairyman consortium)
• From merging transnational OG’s
• On basis of Focus Groups proposal lists
How are OGs and TNs set up?
CRPA 22 Nov 2013
• EIP and Regions • Not all regions (France, Europe) will adopt EIP tools and measures for
innovation
• Regional policy not dedicating much budget to innovation (see priorities)
• TNs • Various on track (and only 5 will be funded in 2014)
• One on innovation brokering
• Various others; Dairy cattle (Eurodairy), Integrated pest management, precision agriculture, pasture and grass, Efficient ressource use, …

European Cattle Innovation
Partnership • Levy boards & related farmer
organisations • Represent ‘grass-roots’ farming, and related SME’s
• Many are members of Copa-Cogeca
• Levy boards raise money from dairy farmers on a
voluntary or mandatory basis (usually per litre of milk
output)
• Fund activities on behalf of their membership
including research (R), development (D) and
knowledge transfer (KT)
CRPA 22 Nov 2013 European Cattle Innovation
Partnership
• What is it ? • Collaboration of levy bodies & farmer organisations
• Formed under a MOU in June 2012
• Current members: France, Netherlands, GB, Republic
of Ireland, Sweden, Denmark, Northern Ireland, Israel
• Represent approximately 10m dairy cows
• Currently, for many SME’s may be the only route to
connect with R&D programmes

CRPA 22 Nov 2013
European Cattle Innovation
Partnership • Mission
• Improve the co-ordination of applied R&D and
Knowledge Exchange between partners, to tackle cross
border challenges in the European Dairy Industry
• By closer collaboration to:-
• Better exploit the results of existing research
• Avoid duplication in commissioning of applied research
• Add value to future R&D & Knowledge Transfer initiatives
• Improve value for money in R&D spend
• Increase impact & uptake by farmers in the field
• Actively engage in EU initiatives under Horizon 2020
CRPA 22 Nov 2013
ECIP in the new RDI environment • Agenda for sustainable growth needs research &
innovation
• Applied research can provide know-how, insight
and some of the tools required
• Linear approach to diffusion has struggled
• Bottom up, ‘multi actor’ approaches promoted
under H2020 and regional development funding
• Levy bodies & farmer representative organisations
can provide additional traction at the grass roots
• ECIP promoting these approaches regionally and
across EU borders
CRPA 22 Nov 2013
6/ Policy to compete better for H2020
• … food for discussion
• Partnerships with all stakeholders, scientific
research included will be important
• No visiblity yet, 2014-2015 WP with limited
budget but it will be important to be in the first
