Database Limitation• Identification not Diagnosis• Partially contain comprehensive

information on prevalence, health conditions associated with disability and appropriate resources needed by PWDs

• Limited in recording and identifying types of intervention, rehabilitation services, assistive devices needed by PWDs

Development of New Database Framework

• Adopted International Classification of Functioning, Disability and Health framework

• Provides a base for the development of a common system of defining and classifying disability

• Ensures that data collection in specific areas of application (clinical, statistical, surveys, census, policy, administration) and reports are aligned with international health and disability standards and practices

• Use by service providers to develop appropriate intervention strategies, systems and methods of service provision and assistance

• Provide strong evidence based policy for effective Government decisions & budgetary purposes for PWDs

Success Factors• Collaboration by all relevant stakeholders

working with ICT database and Statistical data collection to develop a more integrated system for collection of statistical data and information on PWDs

• Streamline the flow of information that will assist national policy-making, program planning and implementation of those policies to give effect to CRPD

Lessons Learned• Value of collaboration between government

ministries and disability focus groups, sharing and exchange of information on disability

• Importance of consolidating information to minimize duplication of efforts and resources

• Comply with internationally accepted norms to protect the human rights & fundamental freedoms and ethical principles in the collection and use of statistics
