1.IntroductionCommunityengagementhasbeenaprominentfeatureofthisNeighbourhoodPlan.FrombeforetheofficialdesignationoftheNeighbourhoodPlanarea,residentswereconsultedontheinitiativeandaskedfortheirsupport.Intheearlyphases,communityeventsfocussedonbuildinganunderstandingoftheNeighbourhoodPlanprocessandtryingtoestablishwhatresidentstrulyvaluedaboutlivinginEffingham,whatimprovementstheywantedtomaketovillagelifeandtheirthoughtsonthekeychallengesfacingthevillage.
2.Whowasinvolved?Ahugenumberofpeoplehaveworkedtirelesslyontheplan.TheParishCouncilastheQualifyingBodyhasoverseeneverystage.Asteeringgroupconsistingprimarilyofparishcouncillorswasresponsiblefordrivingforwardpublicawarenessandhostingpubliceventsintheearlystagesofdevelopment.
WorkinggroupswereestablishedontheEnvironment,Community,Housing,LocalEconomy,DesignandtheBuiltEnvironment.Theseteamsbuilttheevidencebaseandgeneratedpolicyoptionsforpublicevents.
In2015aCommunityConsultationGroupwasestablishedtofeedbackonkeyelementsoftheplan.Thisteamconsistsof189+residentsandotherinterestedpartieswhoparticipateinonlinesurveys,pollsanddiscussions.Theyhavehelpedtoshapeandevaluatethepoliciesandplayedamajorroleinsiteselectioncriteria.
Theresidentsthemselveshaveinputintovillagewidesurveys,publiceventswhichregularlyattract150+people,planningworkshopsanddrop-insessions.
Latterly,anewgroup,EffinghamNeighbourhoodPlanAdvisoryGroup,(ENPAG)wasformedwithresidentsandcommunityorganisationsjoiningcouncillorstoleadthefinalphaseofcarryingouttheRegulation14consultationandrevisingthePlanforRegulation15submission.

Over100peopleparticipatedactivelyinthemeeting,(57recordednames)representingawidespectrumofages,lifestagesandareasofthevillage.Areportwassubsequentlypostedtothewebsitehighlightingtheoutputfromtheevent.ThiswasalsopresentedatthenextEPCmeeting.TheoutputformedthebasisofearlydraftsfortheobjectivesandvisionfortheNDPandshapedtheworkprogrammesfortheinitialtaskgroups.

October–November2013AhouseholdsurveyincorporatingaHousingRequirementsSurvey,andattitudesandusageofkeycommunityissues/serviceswasundertaken.Surveyformsweredeliveredandcollectedto/fromallhouseholdsinthevillageseekingfeedbackonhousingrequirementsovertheplanperiod,andincludingquestionsabouthouseholderconcernsandrequirementsforfutureservices.
ThesurveywasdeliveredinpaperformatforaccessibilitybyALLresidents,andalsoavailableonline.ItwasdevelopedinconsultationwithGuildfordBoroughCouncilandutilisedtheironlinesurveyanalysispackage.1003surveysweredeliveredand605completed(60.3%).
Thefindingsofthissurveywereusedtohelpinformsubsequenttargetsforaffordableandmarkethousing,andtoshapepoliciesinallpartsofthedraftplan.ThesurveyitselfandthesummaryofresultsisincludedwithintheEvidenceBase.
April2014–AnalysisoftheHousingSurveywaspostedtothewebsite
June2014:ParticipationinAnnualEffinghamVillageDay.ResultsoftheHousingsurveyweresharedwithresidents.Thiswasafurtheropportunitytosupplyinformationandleafletsabouttheemergingplanandobtaintheviewsofresidents.Norecordkeptofcontactsbutleafletswerehandedouttoallwhoapproachedtheexhibitionstand.

Phase4toJune2014:Understanding&Analysisoftheemergingevidencebase.Atthisstagetheteamweremostlyinvolvedwithanalysisofalltheemergingevidencecollectedfrompublicmeetings,surveys,andtheemergingLocalPlanfortheBorough.IntheinterimTheDraftLocalPlanwaspublishedandprovedquiteachallengeasitbroughtwithitthepossibilityofahugedevelopmentprojectforEffingham.(300housesandanewsecondaryschoolfor2000+pupils)Residentswereunderstandablyconcerned.FocusshiftedtoconsultationontheLocalPlan,andhowwecouldusetheevidencewewerecollectingtoinfluencethatplan.
Phase5: EngagementwiththeEmergingLocalPlanandstakeholderviewsondevelopmentofEffingham.(July2014–December2014)
• 7thJuly:PublicmeetingwithallresidentstoreviewproposalsforEffinghamwithintheLocalPlan.FeedbackfromresidentswasusedtofeedintodevelopmentofthevisionandobjectivesfortheNDP.
• APublicMeetingwasheldon13thSeptemberoutliningthefindingsofourreviewintotheevidencesupportingtheplanningapplicationputforwardbytheHowardofEffinghamSchoolandBerkeleyHomesandprogressontheNeighbourhoodPlan.
• Followingfurtheranalysis,anew‘FairerVisionforEffingham,’wasproposedatapublicmeetingonDecember9th2014.ThiswastobedevelopedwithintheframeworkoftheNDP.
• ThevisionandapproachwasagreedbyEPCatthemeeting,takingintoaccountviewsexpressedbythe200+residentswhoattendedthemeeting.
Theoverallvisionagreedfortheprojectis:“TosupporttheorganicdevelopmentofEffinghamtomeettheneedsofitscommunityregardlessofage,race,religion,sexualorientationordisability.Weaimtoachievethisinaplannedandmeasuredapproach,thatimprovesthefacilitiesandservicesforresidentswhilstenhancingandpromotingtheessentialcharacterandlandscapeofthevillage.WeplantoimprovetheenvironmentinwhichthevillagestandsinamannerwhichrespectsthestrategicroleofthevillageinpreventingurbansprawlandthelossofGreenBelt,butprovidesfordevelopmentappropriatetotheobjectivelyassessedneedsofthecommunity.”
Theindividualpolcieswithintheplan,aredesignedtodeliverthisoverallvisioninamannerconsistentwithNationalandLocalPlanningFrameworks.

• DraftpolicieswerebasedoninputofresidentsfrompreviouspublicmeetingsandtheHousingRequirementSurvey.
• InJanuary2015arequestwasmadeformorevolunteerstosupportdevelopmentofplanpolicies.Workinggroupswereestablishedonhousingandsiteallocation,andtheenvironment.
• InFebruary2015,doortodoorleafletsweredistributedtoallhouseholds,andposterswereplacedaroundthevillageinvitingallresidentstoapublicmeetingonMarch14th,tosetouttheemergingvision,objectives,andpoliciesfortheNeighbourhoodDevelopmentPlan.
• March14th2015.FulldayPublicconsultationatKingGeorgeVHallwasheldtoreviewthefirstdraftpoliciesfortheEmergingNDP.Over200peopleattendedthemeetingandparticipatedintheevent.Qualitativeassessmentofsupportforallareasoftheplanwasreceived.Aformalpresentationwasgivencoveringhousingnumbers,potentialsitesfromtheBoroughCouncil’sStrategicHousingLandAvailabilityAssessment(SHLAA),andpolicysuggestions.Acallforknownsitestobeidentifiedandputforwardwasalsomade.
• OnApril21st,areviewoffeedbackfromthePublicMeetingtookplacewithEffinghamResidentsAssociation.(EFFRA).Someconcernshadbeenraisedregardingsites,becausetothispointthesteeringgrouphadonlyincludedsitesmadeavailableviatheGBCSHLAAandknownplanningapplications.EFFRAputforward16additionalsitesaroundthevillageforconsideration.Thesteeringteamagreedtoreviewallsites.
• InMay2015weestablishedtheEffinghamConsultationGroupForum:Anonlinegroupofabout190memberswithwhominitialthoughtsonpoliciesandideashavebeentested.Thegroupwasaskedinitiallytoreviewapproachestotheprocessofsiteselectionandevaluation.Theirfeedbackdirectlyshapedthesiteselectionprocess.
• May–June,theSteeringGroupevaluatedallsitesagainstthecriteriaagreedpost-consultationwiththeonlineforum.
• June2015VillageDay:Wetookamarqueetopromotetheemergingpoliciesoftheplanandinparticularseekfurtherexposureandfeedbackonpotentialsiteoptions.
• September9th/10th/11thaseriesofpublicandstakeholdermeetingstookplacetosharethefirstformaldraftofpolicieswithinaNeighbourhoodPlan.Attendedby169residents,thisisthefirsttimethatthevision,objectives,andpolicieswereallsetoutaspartofacohesiveplanforreviewbyresidents.Theoutputfromthismeeting/consultationwasloggedandusedtoshapetheDraftPlanforsubmissiontoGBCforaninformalreviewandaformalExaminer’sHealthCheckbyNigelMcGurk,whichwascompletedinOctober2015.

Phase7:FromHealthChecktoRegulation14ConsultationoftheDraftPlanChangeswereproposedbytheHealthCheckExaminerprincipallyinensuringtheemergingplanwasconsistentwiththestrategicpoliciesofthe2003LocalPlan.Policieswerethereforerevisitedandtheapproachtakenonhousing,siteallocations,andspatialplanwasredraftedtobeingeneralconformitytothe2003Plan,inadditiontotheNPPFandemergingLocalPlan.
Anewconsultationleadershipgroupwasformedtoleadthefinalphaseofdevelopmentoftheplan.TheEffinghamNeighbourhoodPlanAdvisoryGroup,(ENPAG)isanequalmixofcouncilorsandresidentsdrawnfromallareasandorganisationswithintheparish.
ENPAGhaveledafurtherphaseofconsultationwithresidents,acrossJanuary–April2016,toreviewindetaileveryareaofpolicy.
• HousingworkshopstookplaceFeb13th2016.Twoworkshopswith40residentparticipants,allvolunteers,reviewedallpotentialsites.Residentswereinvitedtoreviewthesiteselectionandscoringcriteria,andscore/evaluateallpotentialsitesforthemselvesindividually,andaspartofaplenarygroup.TherecommendationsofthisworkshopweretakentoENPAGforfinaldraftingandinclusionwithintheEmergingDraftPlan.Theoutputdirectlyshapedthe5sitesputforwardforinclusionwithintheplan(reducedto4sitesfollowingRegulation14consultation).
• DropinsurgeriesonFeb18th,March9th,andApril5thcoveringEnvironment,Community,LocalEconomy&Infrastructure,andGeneralPolicies,Design&Landscape,tookplace.Thesesessionswereattendedinsmallernumbers(2-14)butstillplayedavaluableroleincapturingfeedbackfromresidentsonthepoliciesasweenteredthefinalstageofdraftingoftheplan.
• ThepublicationofthereviseddraftLocalPlanonApril6thhasalsobeentakenintoaccount.Followingthatpublication,anewsitewasidentifiedandaproposalto‘inset’themainbuiltareasofthevillagewastakenintoaccount.ENPAGreviewedsitesinthelightofthischangeandinparticularwithreferencetothelocationofsiteswithin/outsideofthenewinsetarea.Thisresultedinachangeinthe5thsitebeingreplacedbythenewsite,whichoccupiesacentralpositionwithintheinsetarea.
• OnApril11thENPAGvotedformallyonthepreferredDraftofthePlantobetakentotheParishCouncilon19thApril2016,andthiswasagreedforRegulation14Consultation.

TheformalconsultationunderRegulation14ranforeightweeksfrom23rdMayto18thJuly2016.ThedraftEmergingNeighbourhoodPlanandevidencebasedocumentswerepublishedontheParishCouncilandVillagePlanwebsitesandwereavailabletoreadinhardcopyintheParishRoominEffingham.Statutoryconsultees(assetoutinRegulation14(b)ofTheRegulations),localorganisationsandinterestedpartieswhohadalreadyparticipatedinthePlanatanearlierstagewerecontactedbyletterand/oremailandaskedtocommentuponthePlan.ThefulllistofnamedconsulteesisgiveninAppendixI,togetherwithexamplesofnotificationemails.
ConsultationSurvey
ENPAGdevelopedaParish-wideConsultationSurvey(AppendixII)invitingallresidentsandinterestedpartiestoparticipateandtelluswhattheythoughtofeveryelementofthePlanandtheirlevelofagreementordisagreementwithkeypolicies.A‘SummaryandGuide’waspreparedwhichprovidedabriefdescriptionandexplanationofthekeypoliciesofthePlanandanindexandguidetoallthepolicies(AppendixIII).DuringJune2016,everyhouseholdintheparishreceived:• Twocopiesofthesurveyform(withextracopiesavailableonrequest)• ‘SummaryandGuide’booklet• AcoveringletterfromEPCoutliningtheRegulation14processandgivingdetailsofwebsites
andParishRoomwherefullcopiesoftheNeighbourhoodPlancouldbeviewed.
Participationinthesurveywasextensive:• 739formswerereturnedfrom1054households• 570householdsparticipatedinthesurveywithanadditional169formswheremultiple
responseswerereceivedfromdifferentindividualswithinthesamehouseholds.• Anoverallhouseholdresponserateof54%of1054householdswasachieved.

ConsultationSurvey
SupportforthePlaninthesurveyresponseswasstrong.AllareasofthePlanweresupportedbyasignificantmajorityofrespondents,andallkeypoliciesweresupportedbyatleasta2/3majorityofparticipants.Inaddition,3795commentsweremade,and13setsofdetailedcommentswerealsoreceivedwiththesurveyforms.Allcommentshavebeenreviewedandconsidered,andananalysisofcommentsisgiveninAppendixV.

‘LyonsField’
Thesiteknownas‘LyonsField’wasinitiallyallocatedasahousingsiteatanearlystageintheprocess.HoweverfollowingthepublicationofthedraftEmergingLocalPlaninApril2016,allpotentialsiteswererescoredtotakeaccountoftheLocalPlanstrategyofprotecting‘highsensitivity’GreenBelt.Thisrescoringresultedinthede-selectionofLyonsField,whichisagreenfieldsitewithinhighsensitivityGreenBeltasdefinedintheGuildfordBorough‘GreenbeltandCountrysideStudy’.
TheRegulation14ConsultationSurveyincludedaquestiontodeterminewhetherornottheuseofthissiteforhousinghadstrongcommunitysupport.520responseswerereceivedtothisquestion,ofwhich71%opposeddevelopmentonLyonsField,5%wereneutral,and24%wereinfavourofdevelopment.Giventheclearmajorityagainstdevelopment,LyonsFieldhasnotbeenallocatedforhousinginthefinalSubmissionNeighbourhoodPlan.

FollowingtheRegulation14Consultation,theNeighbourhoodPlanwasrevisedtotakeaccountofthecommentsreceived.ItwasthensentforasecondHealthCheck,thoughttobeadvisablesincethePlanhadchangedsignificantlysincethefirstHealthCheckinOctober2015.TheExaminerRosemaryKiddcompletedthesecondHealthCheckinJanuary2017andindicatedsomeareaswhereminorchangesorclarificationwereappropriatetoensurethePlanmettheBasicConditions.
TherevisionstotheNeighbourhoodPlanmadeinresponsetotheRegulation14ConsultationandthesecondHealthCheck(HC)aresummarizedbelow.TheconsulteesreferredtoincludeGuildfordBoroughCouncil(GBC),SurreyCountyCouncil(SCC),theEnvironmentAgency(EA),NaturalEngland(NE)andSurreyWildlifeTrust(SWT)aswellasotherorganisationsandindividuals.FurtherdetailsaregiveninAppendixIV.
General
ImprovementshavebeenmadetovariousmapsassuggestedbyconsulteesandtheHC.
TheNeighbourhoodPlandocumentshowsclearlythatthepoliciessectionconstitutestheformalNeighbourhoodDevelopmentPlan(HCrecommendation).
Thepolicywordinghasbeenrevisedwherenecessarytoensurethatpoliciesareentirelybasedonthe2003LocalPlanandtheNPPF,withtheEmergingLocalPlanreferencedinsupportingtextasappropriate(HCrecommendation).
PolicyH3‘TravellerAccommodation’hasbeendeletedinresponsetocommentfromGBCandtheHC,sinceplanningpermissionfortheproposedpitcheshasnowbeengiven.PoliciesH4andH5havebeenrenumbered.ThesupportingtextofH1explainsthatthesepitchesmeetthecurrentlocalneedidentifiedintheTravellerAccommodationAssessment.
SiteAllocationSA5hasbeendeletedasplanningpermissionnowgiven.ThesiteisnowlistedasaCommitmentinthesupportingtextofH1.
ExtrawordinghasbeenaddedtoclarifythattheNeighbourhoodPlanhasdueregardtosustainabilityandthestrategicplanningcontexthasbeenclarified.
Theprefix‘ENP-’hasbeeninsertedbeforeeachpolicynumbertoavoidconfusionwithLocalPlanpolicynumbering.
