1. General agreement between the Land registration authority, the National Geographic Institute, and Statistics Belgium

2.1.Realisation of a common product : statistical districts (neighbourhoods) on 1/10.000 topographic background

2.3.Inspire implementation
NGI coordinates the implementation of Inspire at the federal level
STATISTICS BELGIUM WILL BE A PARTNER
In the project INITGeoBE led by NGI with following objectives :
1. To set up a geo-ICT strategy at federal level
2. To define an on-going project aiming at the technical implementation of the federal geo-platform in accordance with the geo-ICT strategy. It should be operational by the end of 2017 with discovery, download and view services (www.geo.be)
3. To implement a metadata catalogue service on all spatial datasets and services existing at the federal level (INSPIRE and NON-INSPIRE).
4.To determine the policy for access right and use of spatial data sets and services accessible through the geo-portal.
2.4. DisseminationAgreement with NGI for the dissemination of the statistical districts boundary file (vector file) as well for statistical districts on topographic background
The agreement is going to be replaced by an opendata licence to disseminate free of charge the statistical districts boundary file
2.5.In the pipe-line: project for the determination of the population figure for large Belgian human stettlements on a 1/250.000 scale
2.6. Acquisition free of charge of the street file of Belgium via NGI
Usage : to locate adresses which could not be georeferenced by the Land Registration Authority
2.7. NGI Land cover files are now accessible
They are being assessed in view of improving our land use/cover statistics which is currently based on cadastral data

3.2. Administrative boundaries
With the implementation of the Inspire Directive, The Land Registration Authority is the maintainer of the administrative boundary file and makes it available to Statistics Belgium for its statistical districts (internal use until now )
3.3.Set up of Point based spatial reference for statistics Each year since 2009, the Land Registration
Authority determines for us the x,y coordinates of the adresses present in the National Population Register
and makes available the numeric cadastral map (Cadmap),
Based on a contract / Frequency : once a year
used since 2009 for : yearly demographic data at statistical districts level same for income data at statistical district levelSame for census 2011 data at statistical district levelthe 2011 Geostat population grid
Data quality :
99,x % adresses are determined by cadastre (most are exactly determined, others interpolated or extrapolated)
Remaining adresses : determined by Statistics Belgium (reuse of Cadmap, regional georeferenced adresses file, contact with commune, field work)

Further improvement to be done : to determine the exact location of houses with the same number followed by a different letter : houses 5A, 5B, 5C, etc, have been allocated the same coordinates.
3.4. Realisation of the DSECR tabular file
It’s a file giving for each statistical district (neighbourhood) its content in street segments (street name, streetcode, begin and end house number)

4.The future : increased collaboration with the Regions
4.1. BEST Address Project
The aim of the project is to create a legal act in view of creating and maitaining an adress register. It will involve the federal and the regional governments :
Each of the three regions (Flanders, Brussels, Wallonia) will have to develop for its territory an address register by 1st January 2017 according to a common standard, It will be Inspire compliant and will contain geographic coordinates,It will be initiated by the communes and managed by the Regions,
The administrations will have free access to it and will have to use the adress register for their missions,The 3 registers will be accessible through a common geoportal,
How far is it the project? A project of legal act (cooperation agreement) has been transmitted to the Council of Ministers and the approbation is expected in November.
4.2 Towards a building register
In 2014, Statistics Belgium joined the Belgian working group « BUNI » set up by the Belgian Inspire Commitee and which aims at developping a building register.
The working group is composed of NGI, LRA, the Regional mapping agencies (Flanders, Brussels, Wallonia).
Statistics Belgium would like to have it as a tool useful for building and dwelling statistics.
Statistics Austria was invited in Belgium to present its Building/Dwelling register in October 2014.
